  • Demonstrated experience working with government institutions, preferably at provincial level.
  • Experience in humanitarian, recovery, or resilience programming is highly desirable.
  • Strong experience in drafting reports, briefing notes, and official correspondence.
  • Experience in Sindh Province and familiarity with provincial coordination structures is an asset.
  • Proficiency in Microsoft Office Suite.
  • Ability to manage multiple tasks in a complex, multi-stakeholder environment.

Organizational Context and Scope

IOM is supporting the Government of Pakistan in responding to the needs of Afghans in Pakistan by implementing a number of projects and activities under the Regional Refugee Response Plan for Afghanistan (3RP) and IOM’s Comprehensive Action Plan (CAP) for Afghanistan and Neighboring Countries.

In addition, IOM is supporting the Government of Pakistan in responding to large scale natural disasters including the emergency caused by the floods in June 2022. Up to 33 million people have been affected by severe monsoon weather which has led to widespread flash floods and landslides, with severe repercussions for human lives, property, housing, and infrastructure.

The Senior HRRD Liaison Officer will support engagement with the Government of Pakistan at the provincial level—particularly entities such as the Provincial Disaster Management Authority (PDMA) and provincial Planning & Development (P&D) departments—as well as humanitarian and development partners. The position will contribute to coordination, representation, and information flow across IOM programme units operating in multiple districts in Sindh, in support of the Head of Sub-Office functions

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in Political Science, International Relations, Development Studies, Public Administration, Social Sciences, or a related field from an accredited academic institution; or
  • Bachelor’s degree in the above fields with two years of relevant professional experience.

Experience

  • Experience in liaison, coordination, humanitarian programming, or government engagement.
  • Demonstrated experience working with government institutions, preferably at provincial level.
  • Experience in humanitarian, recovery, or resilience programming is highly desirable.
  • Strong experience in drafting reports, briefing notes, and official correspondence.
  • Experience in Sindh Province and familiarity with provincial coordination structures is an asset.

Responsibilities

  1. Support the IOM Pakistan Humanitarian Resilience and Recovery Division in liaison and representation with the Government of Pakistan counterparts as well as other partners and key stakeholders at the provincial/field level to ensure regular communications and understanding of HRRD plans and activities.
  2. Establish and maintain effective working relationships with relevant ministries, key government departments, UN agencies, I/NGOs and other key stakeholders ensuring systemized liaison, comprehensive understanding and regular engagement on work, operations and issues related to IOM’s HRRD.
  3. Serve as point of contact and participate in ad-hoc or regular coordination meetings between IOM Pakistan HRRD and relevant counterparts as requested by line manager and programme managers. Present clean and concise meeting minutes or reports for each meeting attended.
  4. Regularly share updates and ensure smooth flow of information related to IOM’s activities. Support the preparation of regular reports and/or project updates in a clear and concise manner to government counterparts.
  5. Gather, compile and share information on IOM’s partners priorities, as well as on their comments, questions, and responses to the HRRD engagements.
  6. Keep up to date and analyze information in area of responsibility on gaps, developments, and needs from key partners and stakeholders.
  7. Support in research and preparing background materials and talking points for meetings, and support in preparing reports for senior management or external stakeholders.
  8. Generate briefing notes, draft reports, and prepare updates on IOM’s activities and other coordination activities happening at the provincial/field level.
  9. Gather and consolidate information on regular basis from various sources. Collect data as needed including through dialogue.
  10. Organize and maintain database, documents, and records. Organize, update, maintain, and manage a log of engagements.
  11. Assist with administrative tasks such as scheduling meetings, managing calendars, and other operational duties.
  12. Identify potential issues and challenges in liaison/coordination that may arise and support HRRD colleagues and counterparts in addressing them in a proactive manner.
  13. Collaborate with colleagues to support implementation of project activities as needed.
  14. Perform any other duties as may be assigned by supervisor.
