Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The National Grant Analyst shall operate under the overall guidance and responsibility of the FAO Representative for Georgia and the direct supervision of the FAO/ENPARD Coordinator, in close collaboration with other international and national consultants of FAO projects and the FAO country office.

Technical Focus

The National Grant Analyst will be integrated within the FAO team in charge of the Outcome 2 of FAO’s contribution to the ENPARD IV program of the European Union. He/she will provide technical support to the implementation of a support package component for beneficiaries, including a training and a matching grant with a focus on food safety. The National Grant Analyst will be assigned some of the Food Business Operators (FBO) applying for support packages through the program and will be fully responsible for them, from their analysis to the final impact evaluation.

Tasks and responsibilities

The National Grant Analyst has the following tasks and responsibilities:

• Assist in the preparation of a training programme for primary producers and FBOs to upgrade capacities related to food safety aspects in the frame of the support packages for ENPARD IV. • Support the implementation of the investment support under the support packages of ENPARD IV. In particular, lead all the project activities related to matching grant agreement preparation, relationship with suppliers, and all payment procedures. • Assist the review team in the assessment of received applications for support packages; including revision of support packages applications from application stage to final payment, follow-up of the applicant’s activities related to food safety capacity building, performance of verification field visits, provision of technical support to applicants in the implementation of new practices in line with food safety requirements. • Support to the monitoring and evaluation of the assigned projects. • Liaise and report to the communication officer all activities implemented under the project to ensure adequate visibility. • Other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree up to masters levels in management, economy or related field • At least 2 years of relevant practical experience in grant projects • Working knowledge of English and Georgian • National of Georgia
