Organizational Setting

FAO’s Strategic Framework supports the better production, better nutrition, better environment, and better life, leave no one behind, while contributing to accelerating progress towards achieving the goals embedded in the 2030 Sustainable Development Agenda. Understanding of financing aquaculture private investments, especially for small- and medium-scale enterprises, and the role that PPPs could help to address inadequate public basic aquaculture infrastructure such as research, training and extension; persistent farmers’ limited ability to produce or otherwise access good quality inputs, primarily seeds and feeds, in desired quantities; many stakeholders limited technical and managerial capacity; weak value chain development; poor input and output market linkages; poor governance of the sector; and climate change and other unfriendly events from the processes of nature.

One of the outputs of the project “Supporting food system transformation through strengthening aquaculture development and innovative Public Private Partnership (PPP)” is to create strategic plans for aquaculture development where needed in target countries prepared based on analyses of key national constraints, opportunities and regional synergies. For the Philippines, one of the targeted activities under this output is to hold a training on spatial planning for aquaculure that will better increase the capacity of project stakeholders in the fisheries sector. This activity aims to support the beneficiary countries promote efficient, inclusive, resilient and sustainable blue food systems through improved policies and programmes for integrated science-based management, technological innovation and private-sector engagement.

Reporting Lines

Under the overall supervision of the FAO Representative, direct supervision of the Assistant FAO Representative (Programme), the technical supervision of the FAO Philippines Programme Unit, the specialist will carry out the below tasks.

Technical Focus

The project’s objective is to support the beneficiary countries promote efficient, inclusive, resilient and sustainable blue food systems through improved policies and programmes for integrated science-based management, technological innovation and private-sector engagement. The GIS Specialist will provide capacity building activities for spatial planning on aquaculture to further support the project.

Tasks and responsibilities

• Share knowledge on spatial planning and its application to aquaculture areas,

• Benchmark best practices and implementation strategies with other countries,

• Develop and submit concept note outlining the coverage, methodology and recommended policies for the Philippines,

• Develop and submit a training module for Spatial Planning for Aquaculture in the Philippines,

• Conduct the Trainer’s Training on Spatial Planning for Aquaculture.

• Submit a report on the outcome of the Trainer’s Training

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced University Degree in Spatial Planning in Aquaculture, Geography or related fields

• At least 7 years of practical experience related to Spatial Planning in Aquaculture

• Working knowledge (Level C) in English and Filipino

• A national of the Philippines or resident of the country with a valid work permit
