Organizational Setting:

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

Reporting Lines:

The National GIS Specialist reports to the Assistant FAO Representative for Programme

Technical Focus:

The National GIS Specialist will be hired under the Technical Cooperation Programme (TCP/PHI/3802/C2) “Support to ICT-based Marine Spatial Planning for Fisheries and Aquaculture Management”. The project aims to provide technical support to the Bureau of Fisheries and Aquatic Resources (BFAR) in establishing the framework and in building relevant capacities to introduce Marine Spatial Planning as an effective tool for the enhancement of coherent and strategic planning and decision making of national and local authorities in relation to sustainable management of marine and coastal resources enhanced.

Tasks and responsibilities

Under the supervision of the Assistant FAO Representative Programme, the National GIS Specialist will serve as the project lead for this TCP. She/he will undertake the following tasks and duties:

• Provides coordination with BFAR, partner Local Government Unit/s, service providers, and other project consultants for all project activities; • Provide technical support to the project Service Provider in the development of integrated geographic information (GIS) mapping and registry database management systems for the MSP tool including the collation and digitization of existing maps, population of the GIS database, development of both front-end and back-end systems, design and development process documentation; • Assist the project Service Provider in the development of protocols for acquiring and analyzing satellite and other remote sensing data in identifying potential aquaculture areas, including mechanisms for licensing and data access agreements with satellite image and data set providers; • Development of maps and other visual products as needed for the MSP activities; • Support organizing, conduct, facilitation of inception workshop, validation workshops and national roll out for relevant DA and other government agency staff; • Facilitate and track the accomplishment of relevant reports, documentation and manuals required from the Service Provider; • Provide inputs in his/her area of competence for the preparation of the progress and terminal reports, in English, according to FAO guidelines; • Prepare presentation materials for meetings, as needed; • Carry out any other relevant duties within his/her technical competence as may be requested by FAO.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• The candidate must have an advanced university degree in fisheries, environmental science, agriculture, geography, Information technology • At least seven (7) years of work experience in environmental project or development projects related to the environment • Excellent written and oral communication skills in English • A national of the Philippines or resident in the Philippines with a regular work permit.

Technical/Functional Skills

• General knowledge and skills in the use of standard office software, such as MS Office (Word, Excel, Power Point). • Familiarity with FAO operational procedures is an advantage • In line with FAO policy, commitment to placing accountability to people affected by disaster framework at the core of FAO’s emergency policy and practice, from preparedness up to the onset of an emergency in all phases of the programme cycle
