Organizational Setting

The Strengthening capacity in the Energy, Agriculture, Forestry, and other Land-use Sectors for Enhanced Transparency in the Implementation and Monitoring of Vanuatu’s Nationally Determined Contribution is a three-year project funded by the Global Environment Facility (GEF) in partnership with the Food and Agriculture Organization of the United Nations (FAO) and the Vanuatu Government. FAO is the Implementing Agency (IA) and is providing the technical support to the Vanuatu Government in implementing the project. The Ministry of Climate Change Adaptation, Meteorology, GEO-hazards, Environment and Energy, and the Ministry of Agriculture, Livestock, Forestry, Fisheries and Biosecurity are the Executing Agencies and national counterparts for the project. The project will be working closely with other partners within the public and private sectors as well as with members of the Non-Government Organizations (NGOs). Project aim is Vanuatu’s institutional and human capacities for complying with Enhanced Transparency Framework (ETF) reporting requirements of the Paris Agreement, and implementation and monitoring of Vanuatu’s Nationally Determined Contribution focusing on Energy, Agriculture, Forestry and other Land-use Sectors. With the MOCC Department of Environment Protection and Conservation (DEPC) of Vanuatu & Department of Climate Change as executing partner, and CBIT as resource partner, the GEF-7 has entrusted FAO for the preparation and implementation of the project.

Under the overall administrative leadership of FAO Sub-regional Representative for the Pacific Islands in Samoa and under the direct technical guidance of the Lead Technical Officer (LTO) and direct supervision of the Chief Technical Advisor (CTA), the National Project Coordinator (NPC), the National Project Officer (NPO) as well as with close collaboration and consultation with the Vanuatu GEF Operational Focal Point (OFP) and with relevant Government Ministries and national counterparts on the project islands, the National GHG Inventory Reporting and MRV Specialist will undertake the following tasks listed below.

Reporting Lines

Under the overall administrative leadership of FAO Sub-regional Representative for the Pacific Islands in Samoa and under the direct technical guidance of the Lead Technical Officer (LTO) and direct supervision of the Chief Technical Advisor (CTA), the National Project Coordinator (NPC), the National Project Officer (NPO) as well as with close collaboration and consultation with the Vanuatu GEF Operational Focal Point (OFP) and with relevant Government Ministries and national counterparts on the project islands, the National GHG Inventory Reporting and MRV Specialist will undertake the following tasks listed below

Technical Focus

The key technical areas of focus for the National GHG Inventory Reporting and MRV Specialist include:

• Emission Source Identification: The specialist should possess a deep understanding of emission sources across various sectors, such as energy, industry, agriculture, waste, and forestry. They will be responsible for identifying and categorizing these sources within the national GHG inventory system. • Quantification and Measurement: Using standardized methods and protocols, the specialist will quantify greenhouse gas emissions from different sources. This involves collecting data, applying appropriate emission factors, and utilizing measurement techniques to accurately estimate emissions. • Data Management and Reporting: The specialist will play a crucial role in collecting, organizing, and managing the data required for GHG inventory reporting. They will ensure data integrity, develop quality control procedures, and maintain comprehensive documentation of methodologies and assumptions used in the inventory. • Monitoring, Reporting, and Verification (MRV) Systems: The specialist will establish and maintain an effective MRV system that enables ongoing monitoring, regular reporting, and verification of GHG emissions. This may involve implementing data collection mechanisms, designing reporting templates, and coordinating with relevant stakeholders to ensure compliance with national and international reporting requirements. • Methodology Development: Continuous improvement of emission estimation methodologies is essential for accurate reporting. The specialist should actively engage in research and stay updated with the latest developments in GHG inventory methodologies, ensuring the adoption of best practices and aligning with international standards. • Capacity Building and Training: As a subject matter expert, the specialist will provide training and capacity-building support to relevant stakeholders involved in GHG inventory reporting. This includes government officials, data providers, and technical staff to enhance their understanding of GHG inventory concepts, methodologies, and reporting obligations. • The National GHG Inventory Reporting and MRV Specialist plays a vital role in managing GHG risks, identifying reduction opportunities, and facilitating participation in voluntary or mandatory GHG programs. By ensuring accurate and transparent reporting of emissions, they contribute to informed decision-making processes and the development of effective climate change mitigation strategies.

In summary, the Technical Focus of a National GHG Inventory Reporting and MRV Specialist revolves around emission source identification, quantification and measurement, data management and reporting, MRV systems implementation, methodology development, and capacity building. Their expertise enables reliable reporting and tracking of greenhouse gas emissions, contributing to the global efforts in addressing climate change.

Tasks and responsibilities

• Review of Institutional arrangements for the monitoring, reporting, verification, dissemination, and sustainability over time of sectoral climate-related data. • Support the Diffusion of National tools to ensure consistency, transparency, and standardization in the monitoring and reporting of climate data • Assist the process of Training for data compilers, suppliers and platform users. • Advise and revise the mechanism proposed to gather and track activity data for the inventoryand to register mitigation actions. • Guide the technical team in the mapping of mitigation actions of Non-AFOLU sectors, for the National Registry of Mitigation Actions. • Provide sectoral technical knowledge to design a national platform that includes all arrangements, processes, methodologies, and other guidelines developed through CBIT to ensure climate transparency. • Offer an informed local perspective to international experts. • Collaborate with local entities involved in climate change information management. • Support in the development of guidelines and processes for data compilers, suppliers, expert users, general public and other stakeholders on Vanuatu NTC and its web platform • Support the test run of the Platform for information and reports agriculture. • Prepare monthly progressive reports and specific situation reports when as required;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• National of Vanuatu • Undergraduate Degree in environment, engineering, architecture, or related areas (required). Advanced degree or higher (Master’s or higher) in areas relevant to climate change, environment, engineering or management desirable • At least 5 years of professional experience in relevant areas. • Working knowledge of English and Bislama.

Technical/ Functional Skills

• A minimum of 3 years of proven professional experience in managing projects in the areas of climate change mitigation (required). • A minimum of 2 years of proven experience as a national and international professional specialized on issues related to the mitigation and/or adaptation of Climate Change under the umbrella of the UNFCCC Convention, and especially the Paris Agreement, and its implication in line with the national circumstances from the technical, social, environmental, economic and political perspective of the country (required). • Proven Professional experience working with the topics of climate change, mitigation and MRVrules from the UNFCCC (desirable). • Excellent understanding of global climate change issues in particular related to transparency and MRV as well as Vanuatu's climate targets in the NDC and the current state of the land use sector in Vanuatu (required). • Knowledge on mitigation actions development and implementation (desirable) • Excellent understanding of GHG emissions data and reporting methodologies. • Experience in the application of GHG emissions data, inventories and reporting methodologies in different countries.
