Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the Elimination of Discrimination Against Women and Girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations System wide efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women requires agile gender responsive data and statistics to deliver on Gender Equality & Empowerment of Women (GEWE) commitments through her tripartite mandate of the Normative, operational and coordination. This can be facilitated by leveraging her convening role to influence the integration of gender equality in programing and capacity development for UN Agencies, government, and non-state actors to address the needs of vulnerable and marginalized communities.

UN Women is collaborating with the Government of Papua New Guinea (PNG) through the Department of Community Development and Religion (DfCDR) to conduct a review and report on the Convention on the Elimination of all forms of Discrimination Against Women (CEDAW) and also the Fourth World Conference on Women and adoption of the Beijing Declaration and Platform for Action (1995). As such, UN Women is seeking the services of a National Gender Specialist to support this process.

Development partners (international and national), entities of the United Nations, academia, CSO’s and government agencies will be mobilized to support and participate in data collection, analysis, report preparation and use of the findings. The consultant will be able to meet the deadlines of both reports in June 2024.

Duties and Responsibilities

Objectives

The primary objective of engaging a National Consultant is to provide technical expertise and support to the Department for Community Development and Religion (DfCDR) in preparing PNG's periodic report to the Committee on the Elimination of Discrimination Against Women (CEDAW) and a review on the Fourth World Conference on Women and adoption of the Beijing Declaration and Platform for Action (1995).

Responsibilities

The consultant will assist in:

a) Reviewing and analysing existing national laws, policies, and programs related to gender equality and women's equal rights in Papua New Guinea (PNG):

-Conducting a comprehensive assessment of legal frameworks, policies, and programs pertaining to gender equality, women's rights, and the elimination of discrimination against women in PNG.

b) Identifying strengths, weaknesses, gaps, and areas for improvement in the implementation of CEDAW provisions and Beijing Declaration within the national context.

  • Conducting a systematic analysis of PNG's progress in fulfilling its obligations under CEDAW since its ratification, focusing on the five key priority areas: increasing women’s leadership and participation; ending violence against women; engaging women in all aspects of peace and security processes; enhancing women’s economic empowerment; and making gender equality central to national development planning and budgeting.
  • Conducting a systematic analysis of PNG's progress on the implementation of the Fourth World Conference on Women and adoption of the Beijing Declaration and Platform for Action (1995) on the 12 critical areas of concern and clustered into the following six dimensions:
  1. Inclusive development, shared prosperity, and decent work
  2. Poverty eradication, social protection, and social services
  3. Freedom from violence, stigma, and stereotypes
  4. Participation, accountability, and gender-responsive institutions
  5. Peaceful and inclusive societies
  6. Environmental conservation, protection, and rehabilitation

c) Facilitating consultations with relevant stakeholders, including government agencies, civil society organizations, and women's groups, to gather input for the report:

  1. Organizing and facilitating consultative meetings, workshops, focus group discussions, and other participatory processes to solicit input, feedback, and contributions from diverse stakeholders, including government officials, civil society representatives, women's rights advocates, and marginalized communities.

d) Drafting the reports for CEDAW and Beijing Declaration including an executive summary, thematic areas, and recommendations:

  1. Collaborating with relevant government agencies and stakeholders to draft key sections of the CEDAW and Beijing Declaration report as per the guidelines, including an executive summary highlighting key findings and recommendations.
  2. Ensuring coherence, accuracy, and compliance with the reporting guidelines and standards in the drafting of thematic areas addressing various aspects of women's rights and gender equality in PNG.
  3. Formulating clear, actionable recommendations aimed at addressing identified gaps, challenges, and priority areas for intervention to advance gender equality and women's empowerment in PNG.
  4. Fostering inclusive and participatory dialogue to ensure the voices, perspectives, and priorities of women and girls from diverse backgrounds are adequately represented and reflected in the CEDAW report.

e) Providing capacity-building support to government officials involved in the CEDAW reporting process:

  1. Delivering tailored capacity-building workshops, training sessions, and technical assistance to government officials responsible for compiling, reviewing, and finalizing the CEDAW report.
  2. Strengthening the understanding of CEDAW principles, reporting requirements, and best practices among government stakeholders to enhance their capacity to effectively engage in the reporting process and contribute to the advancement of gender equality and women’s rights in PNG.

Duration of the assignment

The duration of this assignment will be for 40 days over the period of 27 May to 31 July 2024, upon signing of the contract in line with below deliverables.

Deliverables:

The Consultant will deliver the following outputs:

  • An inception report outlining the methodology, work plan, and timeline for the CEDAW and Beijing Declaration reporting process.
  • Draft the CEDAW and Beijing Declaration reports, including an executive summary, thematic areas, and recommendations.
  • Minutes and reports from consultations and workshops conducted during the reporting process.
  • A final comprehensive CEDAW and Beijing reports, incorporating feedback and inputs from stakeholders and government agencies.
  • Training materials and presentations delivered during capacity building sessions.

Consultant’s Workplace and Official Travel

This assignment requires Fulltime presence on UN Women premises for the duration of the contract. Travel to outside Provinces is anticipated however will be covered by UN Women as and when needed. These costs cannot be included in the financial proposal.

Method of Payment

Payment for services will be made upon delivery of each deliverable set forth in the table above, subject to satisfaction and approval by UN Women in accordance with the schedule set forth below. The final payment must be accompanied by the consultant's performance evaluation along with the certificate of payment (COP) to process the final payment.

The SSA contract provides for the inclusion of all costs (all-inclusive), the Organization will not assume any costs or benefits in addition to the fee for services. Therefore, it is the consultant's responsibility to have medical insurance for the period of the contract.

Supervision and Performance Evaluation

The consultancy will be managed by UN Women PNGCO. The supervision of this consultancy will be carried out by the Deputy Country Representative.

For the proper development of the consultancy, the supervisor will provide the consultant with existing documents and information available to UN Women related to the topics of the consultancy. It is the consultant's responsibility to obtain primary and secondary information from other sources, if necessary.

The consultant will maintain permanent coordination with the supervisor for an effective execution and development of the requested products of the present consultancy. He/she will also provide information as requested within the framework of the terms of reference.

Intellectual, Patent and Other Proprietary Rights

The right to equipment and supplies that may be provided by UN Women to the consultant for the performance of any obligation under this contract shall remain with UN Women and such equipment shall be returned to UN Women upon termination of this contract or when it is no longer needed by the consultant. Such equipment, upon return to UN Women, shall be in the same condition as when it was issued to the Consultant, subject to normal wear and tear. The consultant shall be responsible for compensating UN Women for damaged or defective equipment regardless of normal wear and tear.

UN Women shall be entitled to all intellectual property and other proprietary rights including but not limited to: patents, copyrights and trademarks, with respect to products, processes, inventions, ideas, know-how, documents and other materials prepared or collected by the consultant in consequence of or in the course of the performance of this consultancy, and the consultant acknowledges and agrees that such products, documents and other materials constitute work performed under the UN Women engagement. However, in the event that such intellectual property or other proprietary rights consist of any intellectual property or proprietary rights of the consultant: (i) which existed prior to the Consultant's performance of its obligations under this Contract, or (ii) which the Consultant may develop or acquire, or may have developed or acquired, independently of the Consultant's performance of its obligations under this Contract, UN Women shall not claim and shall not claim any ownership interest therein, and the Consultant shall grant UN Women a perpetual license to use such intellectual property or other proprietary right solely for the purpose and for the requirements of this Contract.

Required Skills and Experience

Education and Certification:

The Consultant should possess the following qualifications and experience:

  • Master’s degree or equivalent in Gender Studies, Human Rights, Law, Social Sciences, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree in Gender Studies, Human Rights, Law or Social Sciences
  • A project/programme management certification would be an added advantage.

Experience:

  • At least 5 years of progressively responsible work experience in Gender Studies, Human Rights, Law, Social Sciences, or a related field.
  • Extensive knowledge of international human rights instruments, particularly CEDAW.
  • Demonstrated experience in gender analysis, policy development, and report writing.
  • Experience working with government agencies, civil society organizations, and other stakeholders on gender equality issues.
  • Strong communication, facilitation, and training skills.
