Purpose of Activity/Assignment:

Gender-based violence is one of the most critical threats to the protection and wellbeing of women and children in South Sudan. While full magnitude of GBV is unclear, studies indicate that some 65 percent of women and girls have experienced physical and/or sexual violence in their lifetimes. UNICEF through CSO partners and the Government of South Sudan at national and sub-national levels supports gender-based violence prevention, response, and risk mitigation efforts throughout the country.

UNICEF and its partners currently work in five (5) states of South Sudan to provide psychosocial support, case management, and medical care to vulnerable communities including survivors of GBV. It also supports to strengthen capacity of service providers to provide quality survivor centered response. UNICEF through CSO partners supports thirteen (13) women and girl friendly spaces across 4 states. Where women and girls are emotionally and physically safe and can receive response services as well as reduce vulnerability to gender-based violence through building of skills.

Through the Communities Care Programme, UNICEF through its partners is working to address negative social norms that contribute to violence against women and girls. Champions for change are selected in communities and supported to carry out community led discussions and actions that would contribute to positive change in social norms in the community. This programme is being implemented currently in four states in the country and has so far reached 10 counties in South Sudan.

UNICEF is leading a multi sectoral safety audit exercise for South Sudan working closely with the GBV and CP AoR, together with CARE and CINA as leading partners for the exercise. UNICEF has a coordinating role for this exercise as well as budgetary support for activities. In addition, UNICEF through CSO partners supports GBV risk mitigation throughout project locations. Through this, GBV referral pathways are updated and GBV coordination supported, safety audits are conducted, and gaps identified are shared with the different sectors and effort is made to address them.

The consultancy will support capacity development for partners, programmatic visits, PDs management and support as well as performing admin related activities that enhance smoot running of the programmes.

Main Duties and Responsibilities:

• Provide technical and operational support throughout all stages of programming processes by executing and administering variety of technical, programme, operational, and administrative transactions, preparing related materials and documentations, and complying with organizational processes and management systems.
• Prepare required programme documents, materials, and data to facilitate the programme review and approval process.
• Work closely and collaboratively with colleagues and CSO partners to discuss implementation issues provide solutions and recommendations. Keep records of reports and assessments for easy reference and to capture and institutionalize lessons learned.
• Prepare required project documentation, materials, and data to facilitate project review and approval process for existing and new CSO partners.
• Participate in programme monitoring and evaluation exercises including Joint programme reviews, field monitoring visits and review of data and narrative reports.
• Support COVID 19 response, messaging and awareness provided by CSO partners and contribute to capacity building initiatives.
• Participate in inter-agency meetings/events on programming to collaborate with inter-agency partners

Scope of Work:

• Ensure and have a record of partner DCT requests and liquidations for timeliness, and accuracy, working closely with the protection section Programme Assistant and finance teams
• Review project documents and activity reports and provide timely feedback on implementation
• Support partnership processes
• Conduct programmatic visits
• Support updates on COVID 19 as required
• Documentation of lessons learnt

Work Assignment Overview/ Deliverables/Outputs:

Inception report

• Update CP/GBV plans and monitoring tools developed

Support administrative and finance tasks

• Toolkit outlining DCTs (requests and liquidations for all CSO partners); this toolkit will be regularly updated and maintained by the consultant

Support review and feedback of project documents and activity reports

• Review of reports and partner feedback and development of supporting documents for PRC submission

Programmatic visits and capacity development of partners

• Field monitoring and technical support missions

A final report produced

• Final report with data, findings, recommendations, and actions points.

  Minimum Qualifications required:

Knowledge/Expertise/Skills required:

• A University degree in social and behavioral science, sociology, anthropology, psychology, education, communication, public relations, or other related social science field is required. Alternatively, a diploma related to a medical or nursing domain is required
• Minimum 2 years relevant experience in the social development sector and child protection/gender-based violence prevention required
• Experience working in South Sudan or any other emergency context
• Relevant experience in programme development in Child protection/gender-based violence prevention related areas in humanitarian context considered an asset
• Fluency in English. Working knowledge of Juba Arabic is an asset
• Computer skills, including internet navigation, and various office applications
• Demonstrated ability to work in a multi-cultural environment
• Initiative, passion and commitment to UNICEF’s mission and professional values

Language Requirements: Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.

Payment Schedule

Payment will be done monthly upon delivery of key task and submission of all necessary reports as stipulated in the detailed Terms of Reference.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
