Organizational Setting

The FAO Representation in Bangladesh is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning, and implementation of FAO's priority activities in the country. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in Bangladesh and, in collaboration with Regional Office Asia and Pacific and the departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to the country priorities. The representation also supports the regional office in the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the country, monitors the level of programme implementation and draws attention to problems and deficiencies. The office also develops and maintains relations with Government of Bangladesh, UN agencies, the resource partners and other development institution at the country level.

Food and Agriculture Organization of the United Nations in Bangladesh has been providing Technical Assistance (TA) to the Government of Bangladesh through several projects have components of livestock production. FAO Bangladesh has been planning to provide TA to the implementation of Livestock and Dairy Development Project (TA-LDDP) of the Department of Livestock Services (DLS), Ministry of Fisheries and Livestock. FAO Bangladesh will recruit a National Food Safety and Quality Specialist for the upcoming UTF project with LDDP.

Reporting Lines

The National Food Safety and Quality Specialist is an SC 9 position and will work under the overall supervision of the FAO Representative in Bangladesh, and direct supervision of the Project Team Leader . The National Food Safety and Quality Specialist keeping close liaison with the Project Director and the Chief Technical Coordinator (CTC) of LDDP and other relevant project staff, the representative of partner organization of public, private or development organization or the field staff work for the implementation of project activities, and following technical supervision of the LTO and guidance of the AGAG will undertake the following:

Tasks and Responsibilities

  • Facilitate and coordinate the implementation of FAO-LDDP activities.
  • Conduct risk analysis across the livestock and dairy value chain for potential interventions to strengthen food safety and develop information material on best GAP practices.
  • Support communications with different stakeholders of public and private sectors, global organizations with a view to developing livestock and dairy value chain.
  • Proven experience in evidence based livestock policy and standard guideline development
  • Support development of food safety policy, manuals and action plans for livestock and dairy development
  • Facilitate baseline survey and other field works and interventions in safety and nutrition security
  • Support existing policy and legal frameworks review and analysis, database development of the risks in human maneuvering of livestock farming and animal sourced food production and value additions and of environment.
  • Assess food safety risks, existing legislations and gaps in livestock value chains; and draft policy recommendations
  • Provide policy guidelines for developing third party verification/inspection and certification to national food control.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in Food Science and Technology/Public Health or related disciplines
  • At least 5 years’ of experience in activities related to national food control systems and capacity building in major areas of food safety;
  • Proven experience in capacity building and supporting the implementation of food safety development projects and
  • Demonstrated knowledge and understanding of livestock agribusiness/dairy/livestock value chain related sectors in Bangladesh
  • Work experience with food safety, livelihood, Alternative Income Generating Activities (AIGA);
  • Competent user of computer and ICT tools having skilled writing, typing and communication ability in English
  • Nationality of Bangladesh.

Technical/Functional Skills

  • Proven experience in capacity building and supporting the implementation of food safety development projects and
  • Demonstrated knowledge and understanding of agribusiness/dairy/livestock related sectors in Bangladesh
  • Technical food security expertise or experience managing food safety and quality activities, preferably in Bangladesh.
  • Familiar with dealing with different stakeholder involvement (Government, Non-Government, Private Sector, etc.)
  • Technical experience related to nutrition, emergency preparedness, and resilience;
  • Demonstrated innovative thinking and practical execution;
  • Ability to solve problems, use initiative, and manage work under limited supervision;
  • Applicant have a working knowledge of English (written and verbal) and local dialect is preferred.
  • Any other tasks assigned to him/her by the team leader.
