Purpose of Activity/Assignment :
The purpose of this assignment is to provide operational support to Field Operations for UNICEF Refugee Response in Poland within the humanitarian response in Ukraine. This role will supplement the capacity of the UNICEF Field Operations team on an emergency basis, providing assistance to the implementation of emergency programmes (particularly support to implementation of partnerships as well as situation monitoring) in the critical early stages of the response. The geographic focus is expected to include Subcarpathian and Lubelski regions with roving capacity.
Background:
The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does - in programs, in advocacy and in operations. As part of its efforts to provide all children with an equitable chance in life, UNICEF works to identify, monitor, and effectively address the underlying causes of at-risk children including the children on the move fleeing Ukraine.
Ongoing war in Ukraine has had a significant impact on the lives of children and families in communities throughout the country. According to the Polish Border Guards, more than 3.2 million Ukrainians have fled to Poland since 24th of February - as of 7 May. The government estimated that up to 5 million people might be fleeing Ukraine in the worst-case scenario with Poland being the first county of asylum for Ukrainians.
The Contractor has joint responsibility for providing support to the efficient management and functioning of the Field Operations, including monitoring the dynamic situation and development in critical locations along the borders, organising field missions to identify the vulnerability patterns of children and families, implementation of the local partnerships as well as conducting programmatic visits to the locations where UNICEF has running programmes including the Blue Dots at border crossing points and the reception centres and finally coordination of emergency humanitarian supplies.
The precise support needs should include:
- Technical and operational support to overall field operations;
- Support distribution of emergency humanitarian relief items to the partners;
- Contribute to the monitoring the situation in critical locations along the borders in Subcarpathian and Lubelski regions;
- Conducting regular programmatic visits to the locations where UNICEF is implementing programmes.
The Contractor is also responsible for ensuring, to the extent possible, that cash responses are coordinated with or
implemented through national social protection coordination bodies, agencies, and programmes, and that responses recognize both humanitarian needs and the critical role of national governments in addressing those needs.
The consultancy is for 132 days carried out between 1 June and 1 November 2022, with the possibility of extension.
Given that this is a rapidly unfolding crisis and the situation is in flux, the post holder and UNICEF team will remain flexible.

Work Assignment Overview

Provide support to the establishment an implementation of local partnerships including municipalities and NGOs.

Supply distribution lists are prepared in coordination with Supply and Logistics Unit and reports are timely provided.

Monitor situation in critical locations along the border including border crossing points as well as other concentration areas (reception centres).

Weekly monitoring schedule is prepared and at least 20 monitoring visits are organised, and reports are submitted.

Provision of inputs to the SitReps on border crossing trends including arrivals and returns.

Location: Office Based
Travel****: Weekly visits to all locations where the Border Crossing Points (BCPs) and Reception Centres (RCs) are in Subcarpathian and Lubelski regions.
Minimum Qualifications required:
University degree in one of the following fields: computer science, social sciences, public administration, international law, public health, nutrition, international relations, business administration, or other related discipline. Preferably a combination of management, administration, and relevant technical fields.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
