Organizational Setting

In collaboration with the government, UN organizations and development partners, FAO began serving the host communities and the Rohingya population to build their livelihoods and skill development opportunities in Cox’s Bazar in October 2017. FAO Cox’s Bazar sub-office has been operating programmes to attain productive and sustainable agriculture, fisheries, and livestock and increase the resilience of livelihoods in the emergency humanitarian context. Several initiatives were undertaken to address sustainable productivity, resilient livelihoods, improved food security and ecosystem health for communities in Cox’s Bazar, specifically prioritizing the poor and marginalized farmers. FAO implements various multi-donor projects by developing, testing, and piloting innovative sustainable livelihood and natural resource management approaches and intervention models. Through these innovative approaches and models, FAO is supporting marginal and smallholder farming families in four sub-districts of Cox’s Bazar district (Cox’s Bazar Sadar, Ukhiya, Ramu and Teknaf) for sustainably increasing their farm productivity, natural resource base, and income generation by improving the existing production and management practices.

Reporting Lines :

The National Field Facilitator is a SC 2 position based in Cox’s Bazar. S/he will work under the overall supervision of the FAO Representative in Bangladesh, the guidance of the Emergency and Resilience Programme Coordinator in Cox’s Bazar, Bangladesh, and direct supervision of the Forestry Specialist in coordination with the Operations, MEAL and other team members.

Technical Focus

The incumbent will be responsible for activity implementation, i.e. acting as a front-line worker for program components that include the activities of Natural Resource Management. The field facilitator will maintain a holistic view to incorporate all aspects of FAO Cox’s Bazar activities, i.e. in addition to natural resource management using the facilitator as the front line service provider for analysis and management of all data gathered during field activities, also collaborate closely with forestry, agriculture, fisheries and livelihood colleagues to enable landscape-scale socio-ecological system restoration.

Tasks and responsibilities :

• Facilitate field-level activities related to mobilization, formation and facilitation of farmer field schools, aggregation centres, landslide volunteer networks, and activities related to natural resource management and disaster risk reduction and management in the targeted project locations including, but not limited to: o Organizing and conducting community consultations o Supporting the identification and mobilization of farmers and small agri-business groups o Facilitating and supporting volunteers and volunteer networks, and service providers o Assisting in training, capacity-building activities, learning events, demonstrations, etc. o Monitoring project activities through regular data collection and providing inputs to progress reports o Contributing to the development of inputs and equipment distribution plans o Facilitating distribution of inputs, equipment, and other materials to project beneficiaries o Collecting and validating data and other relevant information on post-distribution activities, landslides and other natural hazards • Monitor farm production, care and maintenance of plantation sites, and mobilize volunteers/beneficiaries in the field. • Ensure FAO’s technical standard in the field implementation of activities and supervise suppliers in dealing with products delivery to the recipients • Collect or update forestry and landslide field inventory data, including cleaning and archiving • Build strong relationships and coordination with relevant field-level government departments • Support facilitation of field visits, donor missions, including national and regional offices and/or headquarters experts • Prepare a detailed monthly activity plan according to the overall project work plan • Provide inputs for preparing monitoring and other reports • Perform other related duties as required by the supervisors

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Diploma in natural sciences, agronomy or agriculture, agribusiness, forestry or other related disciplines • At least 2 years experience in implementing farmer field schools, agribusiness or value chain development, nurseries and plantation activities • A working knowledge of English and fluency in Bangla • A Bangladesh national

Technical/Functional Skills

• Knowledge of group formation, mobilization and facilitation for livelihood and Natural Resource Management, including biophysical, socio-economical and institutional - using scientific and participatory tools and methods. • Knowledge of natural resource management and watershed management • Knowledge of national food systems and agricultural value chain systems; • Proven track record of successful teamwork, good presentation/facilitation skills; • Proficiency in MS Office (Word, Excel, Access, PowerPoint, Outlook); • Experience in UN Agencies is preferred. • Ability to perform in multi-cultural and multi-disciplinary contexts; • Excellent verbal and written communication skills required; • Ability to communicate with local dialects will be considered an asset • Ability to work independently and with minimum supervision;

Selection Criteria

• Experience in complex/protracted emergencies would be an asset; • Experience in conflict-sensitive and peacebuilding programmes would be an asset; • Field experience in implementing activities and strategies require
