Overview

Lead and coordinate programs to support vulnerable children in crisis.

You have:

  • University degree in emergencies, management or relevant related field.
  • Demonstrated professional technical expertise in emergencies, early recovery, and post-crisis transition.
  • At least 2 years of working experience in humanitarian action, especially in field coordination at the national or sub-national level.
  • Strong understanding of international humanitarian response and cluster coordination.
  • Fluency (verbal and written) in English and Tajik is required. Fluency in Russian will be an additional asset.
  • Ability to persuade and influence, negotiate to obtain agreement, and promote ideas.
  • Good analytical, facilitation, communication, and presentation skills.
  • Resourcefulness, flexibility, and the ability to prioritize large amounts of work while under pressure.
  • Politically and culturally sensitive, awareness of gender issues, with qualities of patience, tact, and diplomacy.

How can you make a difference?

To ensure a timely, coherent, and effective overall coordination response by ensuing synergy and complementarity among various program interventions. Guided by the IASC ‘Generic Terms of Reference for Sector Leads at Country Level’ the Field Coordinator Expert will lead and facilitate this process.

Main responsibilities and tasks:

  • Represent UNICEF in different coordination forums at the sub-national level, ensure synergies and complementarity of UNICEF interventions with other partners.
  • Establish strong relationships with national/local authorities, state institutions, local civil society, and other relevant actors at the sub-national level.
  • Regularly assess the situation on the ground and report critical issues, bottlenecks, and potential problems to senior management in a timely manner.

  • Facilitate the monitoring and other data collection exercises with relevant authorities in the field and obtain necessary prior approval.

  • Closely work with supply colleagues to ensure UNICEF supplies are delivered to their final destinations.

  • Lead the effort in establishing a mechanism to receive consistent feedback from the beneficiaries that benefited from UNICEF interventions.
  • Ensuring appropriate attention to priority cross-cutting and cross-sectoral issues (e.g. gender, ECD, HIV and AIDS, Early Recovery).
  • Undertaking independent assessment and analysis for various programme components as needed.
  • Conduct regular monitoring visits to assess the progress and quality of work in the field and provide regular updates to senior management.
  • Oversee the training and capacity-building interventions in the field.

  • Ensure UNICEF’s procedures for responding in an emergency adhere to all the time.

  • Frequent travels to the fields

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
