Organizational Setting

The FAO Subregional Office for the Pacific Islands is located in Apia, Samoa and covers the 14 Pacific Island countries. The project “Sustainable development of nearshore fish aggregating devices (FADs) and small-scale tuna fisheries” is funded through the FAOs Technical Cooperation Programme (TCP) with the recipient country being Tonga (TCP/TON/3804). The project is for two years from April 2021 to March 2023. The project will focus on the safe development of nearshore fish aggregation device (FAD) fisheries supported by co-management approaches and the development of value adding and alternative livelihoods to diversity income sources.

Reporting Lines

The National FAD and small-scale fisheries consultant will be under the direct supervision of the Project Manager and National Project Coordinator (NPC) in Tonga and will liaise with the SAP fisheries team in Samoa, Project Operations Specialist and Project Consultants.

Technical Focus

The National FAD and small-scale fisheries consultant will undertake specific technical activities under the overall guidance of the Project Manager for timely delivery of its outcomes and outputs. In addition, the National FAD and small-scale fisheries consultant will provide operational and administrative support to the implementation and monitoring of the project.

Tasks and responsibilities

  • Provide technical support towards the implementation of specific activities covering FADs (e.g., gather baseline information for the development of the national FAD plan/policy) and small-scale fisheries (e.g., catch data collection approach and monitoring of fisher associations) under the guidance of the Project Manager and other consultants;
  • Coordination and liaison with government institutions and relevant stakeholder groups in Tonga and being the local focal point;
  • Setting up and participating in stakeholder trainings and workshops for input to the FAD management plan/policy development and other activities;
  • Undertake monitoring of project activities and other data collection activities under the guidance of the Project Manager and other consultants;
  • Assist with the logistics and planning of project field activities for other FAO consultants or service providers;
  • Provide support on in-country procurement including monitoring of its progress (from securing quotes, delivery and payment) applying the FAO procurement rules; and
  • Preparation of a monthly progress report of the project activities with any supporting documentation and provide to Project Manager.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in coastal fisheries science, coastal fisheries management, coastal fisheries development or related field
  • At least two (2) years of experience in working in coastal fisheries management/development and/or with FADs
  • Good communication skills in English, written and oral
  • Ability to work and meet deadlines with remote supervision
  • A National of Tonga
