Background

There are constant and growing pressures on governments and organizations around the world to demonstrate the results of their programs and activities. Governments are increasingly asked to be more responsive to demands from internal and external stakeholders for good governance, accountability, transparency and greater efficiency and effectiveness. As demands for greater accountability and results have grown, there is an accompanying need for useful and useable results-based monitoring and evaluation systems to support the management of policies, programs, and projects.

After “velvet revolution” Armenian Government demonstrated strong political will and adopted ambitious and far-reaching Anti-Corruption Strategy and its 2019-2022 Action Plan. The package includes wide-range of activities aimed at revamping or establishing, where needed, anti-corruption legal and institutional framework, putting in place relevant mechanisms for corruption risks identification, mitigation, and prevention, developing institutional tools and mechanisms for corruption monitoring, developing sustainable model of anti-corruption education etc.

Ministry of Justice, as a leading agency in the sector, established separate Department on Anti-Corruption Policy development and Monitoring and adopted Monitoring and Evaluation (M&E) methodology on Anti-corruption reforms. The Department, inter allia, is responsible for carrying out monitoring and evaluation over implementation of anti-corruption processes, anti-corruption strategy and action plan, as a result of monitoring implementing activities related to preparing of reports, as well as drafting recommendations and submitting them to relevant bodies aimed at implementation of measures prescribed by Strategy and Action Plan.

In November 2019, the Commission for the Prevention of Corruption (CPC) of Armenia launched operations and began building the foundation for a new institution to prevent corruption. Armenia’s 2019 launch of CPC was an important milestone in Armenia’s post-Velvet Revolution policy to create new laws and institutions to prevent corruption and build integrity across government and society.

As in many developing countries, existing anti-corruption laws and anti-corruption bodies in Armenia needs to strengthen institutional, organizational and individual capacities. To this end, it is essential to further strengthen current M&E system for implementation of 2019-2022 Action Plan deriving from the Anti-Corruption Strategy initiated by Ministry of Justice. By identifying and resolving issues in current system, this project aims to bring better performance in enhancing transparency and accountability in the whole government functioning that is targeted by the Strategy and Action Plan. This system is also expected to be participated in a whole-of-society approach by bringing together government agencies, civil society organizations, citizens, private sector stakeholders as well as foreign actors including donors and international organizations. In order to make the revised M&E system functioned as intended, it is also crucial to train relevant stakeholders for improving the implementation of the system aimed at contributing to capacity development for responsible officials.

Taking into consideration the abovementioned, UNDP Armenia is seeking for highly skilled national expert, who will, in close cooperation with UNDP Anti-Corruption Global team, support the Ministry of Justice in strengthening and improving AC monitoring and evaluation capacities.

Duties and Responsibilities

The expert will work under direct supervision of UNDP Armenia Technical Task Lead on justice and anti-corruption issues. The expert in close collaboration and in consultations with Ministry of Justice, UNDP Anti-Corruption Global team, will support in strengthening and enhancing AC monitoring and evaluation mechanisms and further support MoJ in enhancing its M&E capacities.

In particular, the national Expert, in cooperation with, will perform the following duties:

  • Conduct situation analysis, understand the needs of stakeholders and present international practices (standards) about conducting anti-corruption monitoring and evaluation,
  • Review existing M&E methodology and identify gaps between current implementation and the results of needs assessment and/or listed international practices,
  • Design an improved Anti-corruption M&E system, focusing on important factors, including indicators/benchmarks/criteria and template for the evaluation; a coordination mechanism between a responsible agency and target agencies and etc.,
  • Organize training sessions for relevant stakeholders based on conducted needs assessment and reviewed and improved M&E methodology,
  • Based on conducted activities above, present the list of recommendations for strengthening and enhancing M&E system.

Payment mode:

Payment will be made in the one installment upon completion of the tasks under each output and approval of deliverables by the UNDP Task Lead on Justice and Anti-corruption issues.

Required Skills and Experience

Education

  • Master’s Degree in Law, Public Administration, social sciences or related discipline.

Experience

  • A minimum of 7 years of professional experience in anti-corruption sphere focused on monitoring and evaluation of reform processes,
  • Proven experience in organizing and conducting trainings, developing M&E mechanisms,
  • Good understanding of anti-corruption framework, including UNCAC and regional instruments.

Language Skills:

  • Fluency in Armenian and English, knowledge of Russian is an asset.

Computer skills

  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems.

CANDIDATES WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications, experience and financial proposal.The contract will be awarded to the candidate whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.
