Background

UNDP Armenia, in partnership with the RA Ministry of Territorial Administration and Infrastructure, continues to initiate and implement projects on women empowerment, gender equality and youth leadership in Armenia. There are four ongoing projects within the UNDP Armenia Women Empowerment and Gender Equality Programme (the Programme).

UK GGF funded “Women in Politics” project aims at advancement of youth leadership, women political empowerment at local levels which will further contribute towards the women’s political engagement on a national level. The project works in the following directions: (i) exploring policy gaps for women political participation from grassroots to national level; (ii) advancing leadership potential and skills of women in communities of Armenia vis-a-vis community development processes and ongoing reforms; (iii) advancing the role and capacities of political parties for advancing women in politics; (iv) policy dialogue on gender equality and participatory democracy in the context of local development and ongoing reforms from local to subnational and national levels; (v) advancing discourse on issues of gender equality and women participation at all levels through advocacy and public campaigns; (vi) empower youth in the communities as enablers of local democracy and women support groups through empathy-building leadership models.

SDC and ADA funded “Women’s Economic Empowerment in South Caucasus” project, implemented by UN Women in partnership with UNDP Armenia aims to ensure that women, particularly the poor and socially excluded, particularly those from Shirak and Gegharkunik regions are economically empowered and participate in relevant decision-making. The project aims to contribute to the following three outcomes: (i) women, particularly the poor and socially excluded, use skills, economic opportunities and relevant information to be self-employed and/or to join the formal labour sector in Armenia (grass-roots level); (ii) government and public institutions develop and deliver gender-responsive programmes, public services, strategies and plans for women’s economic empowerment in Armenia (institutional level).

“Gender Equality in Public Administration of Armenia” project focuses on: revamping the procedures and practices in selected public bodies to promote women’s role in higher levels of public administration; enhancing the training, staff development and coaching functions with focus on promoting young women cadre, based on the Gender Policy Strategic Action Plan for 2017-2021; developing the how-to guides for all levels of public administration, etc.

“Women and Youth in Innovative Local Development” project (WYILD), funded by the Swiss Agency for Development and Cooperation, dwells on women political empowerment in enlarged communities, youth local leadership and citizen-driven public services. WYILD Project has a goal to improve the accountability, effectiveness and inclusiveness of local self-government in Armenia in regionally and socially balanced manner. The Project is implemented in partnership with RA Ministry of Territorial Administration and Infrastructure and is the continuation of earlier “Women in Local Democracy 2” project. It supports 52 enlarged municipalities with coherent and interrelated programmatic intervention, which contributes to the further democratization and development of communities. WYILD Project will: (i) pilot three innovative municipal services which will be co-designed and monitored by citizens, including vulnerable/marginalized groups; (ii) further advance youth leadership; and (iii) continue to empower women at the local level through building on and upscaling the results achieved during the past years.

Currently UNDP Armenia seeks National Expert(s) for Development of Knowledge Management System to support the Programme in contributing to the quality assurance of WEGE programme through codification and classification of projects activities and beneficiaries. The QSC will work under the overall supervision of the Programme Manager and direct supervision of the Project Task Leaders in close cooperation with the Project teams and the counterpart institutions/organizations.

Duties and Responsibilities

The overall objective of the support is the development and institutionalization of tracking tools for easy monitoring, classification and inventory of programme initiatives. All above projects entail close interaction with beneficiaries and LSG bodies in all ten regions of Armenia, as well as application of various capacity development, empowerment and networking methodologies and techniques, therefore, a structured approach is needed to establish and maintain knowledge management system.

The duties and responsibilities of the National Expert(s) for Development of Knowledge Management System will include:

  • Conduct inventory of leadership schools, youth club camps, DEMO Co-Design Labs, COVID-19 mini grants, etc. within WEGE projects and collect all missing information in one place (presentations, registration forms, photos, evaluations, quizzes, reports).
  • Develop and maintain spreadsheets and databases for (in close cooperation with the programme team):
    • all initiatives that have resulted from leadership schools, youth leadership camps, DEMO Co-Design Labs, etc. within WEGE
    • all policy/ legislative/ regulatory recommendations resulting from leadership schools, youth club activities, etc. within WEGE
    • all researches and visibility materials created by the WEGE team, partners, beneficiaries, and secondary beneficiaries
    • a separate WiP database including integration of the OxYGen’s beneficiary data, as well as
    • a separate a database of all secondary beneficiaries (beneficiaries of beneficiaries) of WEGE programme
  • Check and “clean” the existing WEGE programme database to ensure the data is consistent and with no errors.
  • Draft briefs and short synopses about each of the initiatives that can later contribute to various communication products of the programme (blogs, stories, interviews with the WEGE programme team, infographics, knowledge products, etc.).
  • Support the team with counting of beneficiaries and filling in the monitoring tracking tools as per project results’ frameworks.
  • Facilitate meetings with beneficiaries and conduct structured interviews to collect qualitative data on how the WEGE activities changed the perceptions of the project beneficiaries on local democracy and gender equality issues.
  • Contribute to desk review processes to support the team with biddings, RFQs and recruitments.

  • Updating the monitoring tracking tools.
  • Facilitation of meetings and/or structured interviews and submission of reports.
  • Desk reviews to support bidding, RFQ and recruitment processes.

Months 5-7

Payment mode:

The payment will be made by mid of next month based on the submitted report upon successful completion of the deliverables.

Competencies

  • Knowledge of gender-related aspects, as well as local self-government and direct democracy principles and trends in Armenia will be a strong asset;
  • Demonstrated initiative, tact and high sense of responsibility and discretion;
  • Strong teamwork skills, including diversified big groups;
  • Ability to work under pressure and with short deadlines;
  • High level of self-mobilization;
  • Excellent communication skills, written and oral;
  • Excellent organizational and networking skills;
  • Strong computer literacy and proficiency in MS Office (MS Word, Excel, etc.); ability to design and maintain spreadsheets, as well as to handle web-based management systems.

Required Skills and Experience

Education

  • University Degree in humanities, sciences, social or political sciences or other relevant fields

Experience:

  • At least 5 years of professional experience in complex data analysis, management, reporting and quality assurance, including experience working in the field of Knowledge Management.
  • Experience in database management, maintaining meetings and group discussions, monitoring and reporting.
  • Experience in communication, project visibility and use of social media platforms.
  • Previous practical experience in working directly with women and youth at the local level
  • Familiarity with different KM approaches including the development of practice communities and use of ICT/web-based systems.

Languages:

  • Proficiency in written and spoken Armenian and English, Russian is a strong asset.

CANDIDATES WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications, experience and financial proposal.The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.
