Background

UN Women, the UN Entity for Gender Equality and the Empowerment of Women has been created to accelerate up the process of meeting the needs of women and girls across the world. As a part of the UN reform agenda, it brings together resources and mandates which will subsequently have a lasting impact on the whole community.

The National Action Plan on UNSCR 1325 is a nation-wide approach to integrating gender equality principles into the set priorities as well as the Tajikistan’s commitment follow UN standards and international Women, Peace and Security standards and implement the planned activities in a holistic and comprehensive manner with the assistance of civil society representatives and development partners. Tajikistan’s National Action Plan for the implementation of the UN Security Council Resolution on Women, Peace and Security serves as a state mechanism for consolidated and coordinated actions to implement the global Women, Peace and Security (WPS) agenda. Tajikistan adopted its most recent National Action Plan (NAP) in 2019, for the period 2019-2022. The National Action Plan is harmonized and brought in line with the National Development Strategy of the Republic of Tajikistan for 2016-2030 and the Mid-term Development Programme of the Republic of Tajikistan for 2016-2020. The NAP 2019-2022 includes provision on taking measures to ensure a favorable environment for employment, access to education, health, social, and psychological services, greater involvement of women, particularly women with reduced competitiveness (women with disabilities, women with many children, women heads of families, women left behind by labor migrants and others) into political and public life. Moreover, it is aligned with the relevant goals, targets and indicators of the nationalized Sustainable Development Goals (SDGs): goal 5 “Gender equality”, 5.5 “Ensure full participation in leadership and decision-making”, 5.C “Adopt and strengthen policies and enforceable legislation for gender equality”, goal 16 “Peace, justice and strong institutions,” 16.1 “Significantly reduce all forms of violence and related death rates everywhere,” 16.3 “Promote the rule of law at the national and international levels and ensure equal access to justice for all,” 16.7 “Ensure responsive, inclusive, participatory and representative decision-making at all levels”. In addition, it is in line with UNSCR 2242 which focuses on new threats, particularly, on the fight against violent extremism, and recommends putting an end to impunity, speaks of women as peacekeepers, outlines the need for monitoring and evaluation, and the need to allocate resources for the implementation of the resolution.

In 2021, the CWFA requested to organize consultative meetings on the implementation of the NAP 2019-2022. As a result of these two meetings, a series of recommendations and actions were adopted, including the adoption of the new NAP on UNSCR 1325. The new NAP should be a result of the assessment of the previous action plan through series of consultative meetings with government stakeholders, civil society organizations and other relevant actors responsible for the implementation of the NAP 2019-2022 and shall reflect on the ongoing political situation in the region.

Duties and Responsibilities

Goals and objectives

The overall objective of the proposed consultancy is to provide expertise to Committee on Women and Family Affairs (CWFA) in the development of the new National Action Plan (NAP) on UNSCR 1325 and 2242 for Tajikistan. The work of the Consultant should be harmonized and coordinated with the Consultant on coordination of civil society for NAP on implementation of the Women, peace and security agenda in Tajikistan 1325.

Expected result

National expert on gender and security will develop a new NAP on UNSCR 1325 and 2242 for Tajikistan. The expert will guide and facilitate the development of the new NAP through an inclusive process, with inclusion (but not limited to): monitoring visits to the regions, public hearings, consultative meetings and other such discussions.

Duties and responsibilities

Under an overall guidance of the UN Women Country Programme Manager, and in consultation with CoWFA, the Consultant, in close coordination with the Consultant on coordination of civil society for NAP 1325, will perform, but will not necessarily be limited by the tasks:

  1. Conduct desk review of relevant national and international normative frameworks and policies on gender and security, assess best practices and lessons learned on implementation of NAP on 1325 based on international experiences;
  2. Assess the implementation of the NAP 2019-2022 and identify strategic priorities for new NAP through conducting consultative meetings with relevant government stakeholders and other involved actors. Develop and keep event reports from each meeting with inclusion of data, findings, and recommendations;
  3. Develop the draft of the new NAP on UNSCR 1324 with identification of strategic focus, timeframe, scope of work and responsible entities;

Organize public hearings and finalize the new NAP. Public hearings should invite (but not be limited to) responsible government agencies in the implementation of the NAP, civil society organizations, international organizations and other relevant stakeholders. Submit the final version of the NAP to UN Women and CoWFA.

UN Women will provide support in the following:

  • Support in providing reference materials on UNSCR 1325;
  • Support in organizing consultative meetings and other events.

Required Skills and Experience

Qualifications

Education:

  • University degree in human rights, law, social studies, development studies or related field.

Experience:

  • At least 5 years of experience in developing policies, normative frameworks, and other such strategic documents. Examples of previously developed documents should be listed in the P11.
  • At least 5 years of proven track record on working in gender and security.
  • Previous work and direct working relationships with UN agencies and State Ministries or CWFA considered an asset.

Knowledge of languages:

  • Proficiency in written and oral Russian and Tajik language.

Payment schedule

Payment for the services provided will be made by deliverables as per the below table upon achievement of expected results and approval of the deliverable and acceptance of services by the UN Women (PERF) that the services have been satisfactorily performed.

  2. Second payment upon submission and approval of the 3rd and 4th deliverables
  3. Final payment upon submission and approval of the 5th, 6th and 7th deliverables.
