Background

UN Women Kyrgyzstan works to promote the rights of women and girls. Based on the vision of equality enshrined in the UN Charter, UN Women works to strengthen women's leadership; eliminate violence against women; promote women in all aspects of decision-making; empower women economically; advance the women, peace, security and gender mainstreaming agenda in humanitarian action.

In 2023, the UN Women Kyrgyzstan Country Office launched a joint program (JP) funded by the UN Peacebuilding Fund (PBF) called "Strong Women's Civil Society Organizations (CSOs) Keeping Peace in Kyrgyzstan. This is a joint program (JP) of three partner organizations - UN Women, FAO and the Rosa Otunbayeva Initiative Public Foundation. The partnership work of the JP aims to strengthen the institutional capacity of women's CSOs and create an enabling environment for their participation in decision-making at the strategic level as a basis for addressing climate security leading to peace in Kyrgyzstan. The JP offers unique and innovative approaches and concepts that have been tested in the Kyrgyz context, in the area of gender, climate security and peace, including through previous PBF projects.

As part of this JP, UN Women plans to engage two experts on a short-term basis to provide technical expertise in the process of developing the State Program on the Promotion of Women Leaders in Public Service (2030). The decision to develop the State Program was taken at a high political level and is being promoted by the Cabinet of Ministers of the Kyrgyz Republic. The program aims to increase the representation of women in leadership positions in all sectors of the public administration system, recognizing the importance of gender parity.

According to the Order of the Cabinet of Ministers of the Kyrgyz Republic, the Inter-ministerial Working Group (IMWG) for the development of the Program, which includes responsible officials of state agencies and well-known independent experts.

The experts will provide expert assistance to the IMWG, ensuring that the standards of Kyrgyzstan's international obligations to promote gender equality are observed and that the Programme is brought into compliance with the principles and standards of State policy in terms of providing women with equal opportunities for career advancement and promotion in the civil service management system.

In the process of developing the Program it will be ensured that the recommendations will be linked to the constitutional reforms, public administration reforms and strategic directions of the National Development Strategy (NDS) of the Kyrgyz Republic for 2018-2040, Development Program 2026, national commitments on the SDGs, the National Strategy to Promote Gender Equality 2030, the National Action Plan to implement UN Security Council Resolution 1325 – Women, Peace and Security, and the Concluding Comments of the CEDAW Committee.

Duties and Responsibilities

Experts will work closely with IMWG members and development partners to accomplish the tasks of:

  1. Align the key areas of the Program with national and international commitments to promote gender equality
  2. Develop an action plan for the process of developing the Program
  3. Conduct a systematic analysis of the current situation regarding the representation of women in senior positions in the civil service
  4. Based on the analysis of the situation and recommendations developed during the consultations, prepare the relevant sections of the Programs
  5. Compile the parts of the Program proposed by the members of the working group and develop the text of the Programme

Key actions****:

  • Analysis of data and information on all aspects of the Program (sources: data from ministries and agencies; state and local governments; data from donor and partner organizations; consultations with stakeholder groups, other sources)
  • Analysis of the recommendations developed by IMWG and partners during the Program development workshop
  • Development of the initial structure of the draft Program and coordination with the IMWG
  • Determination of the phases of the Program and its priorities and agreement with the IMWG
  • Development of the first draft of the Program (annotated version of the structure taking into account the selected priorities) and agreement with the IMWG
  • Presentation of the first version of the Programme at the meeting in the Government of the Kyrgyz Republic
  • A series of consultations with ministries - coordination on the protocol, with various groups of interested groups of right holders (women, youth, etc.)
  • Development of the roadmap for the Program implementation
  • Preparation of the final version of the Program and roadmap

Key deliverables

Payments will be made in KGS upon submission of work results in accordance with the "Work Plan" adopted and approved by UN Women. Experts must submit a progress report with all necessary attachments describing the amount of work performed during the period for which the payment is made:

Reporting requirements:

The Experts is expected to be using her/his own computer with frequent visits to UN Women CO office.

Report should be provided in both in printed and electronic versions in English with detailed description of the fulfilled tasks, according to the present Term of Reference, as well as drafts/final version of the Programme. Analytical documents and other materials developed by expert should be attached to the report as annexes, which will serve as a justification for payment.

Duration of the assignment

Expected duration of work of the experts: each expert will work for 25 working days from May 10 to July 30, 2023.

  • An advanced degree in the social and political sciences. A first level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced university degree;
  • At least 7 years of professional experience in public service or non-government sector;
  • Analytical and research experience, experience in gender expertise in laws, policy documents, policies and programs, knowledge and practical experience in applying international standards and commitments on gender equality and women's rights;
  • Experience in developing strategic national and sectoral documents and monitoring from the aspects of gender equality, promotion of women's rights and opportunities, women's leadership in different sectors, in promoting women's agenda, peace and security;
  • Experience in working with government agencies, LSGs, Jogorku Kenesh of the Kyrgyz Republic, civil society organizations and international organizations, the media;
  • Language skills: fluency in Kyrgyz and Russian, knowledge of English is an advantage.

Please note that the financial proposal is comprehensive and should take into account the various expenses incurred by the consultant during the term of the contract. The financial proposal must be submitted in KGS. If the proposal is submitted in any other currency, it will be converted at the UN exchange rate on the closing date.

Evaluation of applicants

The evaluation starts with shortlisting of potential candidates and received applications against the mandatory requirements. Only full applications will be considered. Shortlisted candidates will be then evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications and experience, and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  1. Technically responsive/compliant/acceptable to the requirements of the ToR; and
  2. Having received the highest cumulative (technical & financial) score out of below defined technical and financial criteria.

The selection of candidates will be done in 3 stages:

1st stage: Prior to detailed evaluation, all applications will be thoroughly screened against eligibility criteria (minimum qualification requirements) as set in the present ToR in order to determine whether they are compliant/ non-compliant.

3rd stage: Financial evaluation will be conducted according to the method described below:

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.

A suggested formula is as follows: p=30 (µ/z)

p - points for the financial proposal being evaluated;

µ - price of the lowest priced proposal;

z - price of the proposal being evaluated

The candidate achieving the highest cumulative score for both Technical and Financial evaluations will be recommended by the Evaluation Committee for contracting.
