The purpose of this assignment, under the EU financed action ‘Support for the Implementation of the European Child Guarantee’, is to provide technical support to the Government of Greece in its efforts to implement the National Action Plan (NAP) on the European Child Guarantee (ECG) more effectively. Technical support will enable the Greek authorities to have a consolidated governance operating model for the implementation of the National Action Plan on the Child Guarantee, with a clear set of duties, referral pathways and statutory collaboration protocols for all stakeholders involved.

The consultant will work closely with the TSI UNICEF Focal Point in Greece and the respective team members involved and in close coordination with the Ministry of Labor and Social Affairs, with the Child Guarantee National Coordinator and DG REFORM of the European Commission.

UNICEF will provide the Greek authorities a report on a consolidated governance mechanism allowing for the National Action Plan to be efficiently implemented. Τhe governance mechanism will include a clear set of duties, referral pathways and statutory collaboration protocols for all stakeholders involved.

1. Establish detailed plan of the key deliverables

Development of a methodology for the revision of the governance framework where different modalities will be described (e.g. workshops, focus groups) with a view to promote efficient coordination with existing governance mechanisms, established in the framework of other, relevant national action plans.

2. Methodology for the revision of the governance framework and the development of a consolidated governance operating model.

March-April 2023

Undertake a comprehensive review of the roles and responsibilities, as per the policy and legislative framework, of all actors involved in the Child Guarantee implementation (national coordinator, inter-ministerial mechanism, regional/local authorities etc.).

Documentation of good practices from other countries implementing relevant National Action Plans.

3) A report documenting the roles and accountabilities of all actors involved in the Child Guarantee implementation. Namely the report will look into the existence of clear set of duties, communication lines and collaboration procedures of the actors involved.

March-July 2023

Support the Child Guarantee National Coordinator in establishing an effective consultation mechanism to reflect the views of children/young people and civil society actors.

4) A report describing the mechanism for active and participatory consultation with: a) children/young people and b) civil society actors.

Define the structure and the content of a consolidated Governance Operating model.

5) Draft report on the structure and content of the consolidated Governance Operating model

September-October 2023

Drafting and finalizing the consolidated Governance Operating Model of the Child Guarantee NAP, which will include as a minimum: a) a clear set of duties, b) referral pathways, and c) draft statutory collaboration protocols/procedures for all actors involved in the Child Guarantee implementation and d) a list of recommended regulatory actions. The governance model will concern both the central and the regional/local levels and will apply to both collaboration between public entities and between public and private entities (e.g. civil society organisations).

6) Develop a consolidated Governance Operating Model for the Child Guarantee NAP

- Presentation to the AG

- Finalization on the basis of feedback from AG

November 2023-March 2024

Monthly reporting on the progress and development process, including lessons learned, challenges, next steps.

To qualify as an advocate for every child you will have…

• Advanced university degree in Social Policy, Social Sciences, Law or a related field. • Proven experience of a minimum of 5 years in supporting inter-ministerial social policy making processes, public administration, including stakeholder consultations, research, monitoring and reporting. • A deep understanding of the context, policy, and governance structures at the national and subnational levels in Greece is a strong asset. • Previous engagement with and demonstrated understanding of the development and content of Child Guarantee National Action Plan or other similar policy development processes in relation to child rights, will be an advantage. • Strong communication skills are required. • Greece (native-level fluency) and English required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
