Background

“Women and Youth for Innovative Local Development” project (the Project) is part of four-year strategic partnership framework between GIZ, UNDP and CoE within “Improvement of the local self-governance system in Armenia” programme, which has a goal to improve the accountability, effectiveness and inclusiveness of local self-government in Armenia in regionally and socially balanced manner. It supports the enlarged municipalities with coherent and interrelated programmatic intervention, which contributes to the further democratization and development of communities. The Project is implemented in 52 enlarged municipalities of Armenia in partnership with RA Ministry of Territorial Administration and Infrastructure.

UNDP’s project will: (i) pilot three innovative municipal services which will be co-designed and monitored by citizens, including vulnerable/marginalized groups; (ii) further advance youth leadership; and (iii) continue to empower women at the local level through building on and upscaling the results achieved during the past years

The municipal sectoral service component aims at supporting the Territorial and Administrative Reform in Armenia and contributing to the delivery of quality, fair and effective services by the communities to local citizens, companies and non-formal groups, also contributing to stronger economic development at the local level.

Currently the project is piloting three municipal sectoral services including 1) Mobile Laboratory and Instrumental Diagnostic service, 2) Mobile Extracurricular service, and 3) Smart Irrigation System establishment service. For each new service, the project establishes and pilots digital management system as well for more accountable, efficient and transparent process management.

UNDP is looking for an Expert on Extracurricular Education (hereinafter referred to as “expert”) who will support (will provide the necessary legislative regulations, norms, statistical and other data) to the project team and will develop methodologies and models for the provision of extracurricular education services. Based on participatory surveys, the expert will contribute to the development, as well as localization of the extracurricular education services in Areni community and will provide consultancy, as necessary, to the “Women and Youth for Innovative Local Development” project team.

Objective of the assignment

UNDP is looking for an Expert on Extracurricular Education (hereinafter referred to as “expert”) who will support (will provide the necessary legislative regulations, norms, statistical and other data) to the project team and will develop methodologies and models for the provision of extracurricular education services. Based on participatory surveys, the expert will contribute to the development, as well as localization of the extracurricular education services in Areni community and will provide consultancy, as necessary, to the “Women and Youth for Innovative Local Development” project team.

The expert will work under the direct supervision of the “Women and Youth for Innovative Local Development” project coordinator and in close collaborate with the project team.

The required service aims at the methodological and legal alignment and analysis as well as development of extracurricular education modules by the expert, on the basis of the already formulated instructions and sector-specific community-based service mapping and participatory surveys. The developed materials shall include:

  • A mobile extracurricular education service delivery model for at least one subtype of one extracurricular education service type, delivered in the community,
  • A model of new extracurricular service provision, never provided in the community before,
  • A physical development model to be implemented by means of sports equipment rental.

Besides, to coordinate and monitor the localization of the already designed modules. To provide consultancy support to the experts of the project and the community on the methods of providing extracurricular education services and the effectiveness thereof.

Duties and Responsibilities

A) Development of a methodology for providing community-based extracurricular education services

  • participate in discussions organized by the Project team aimed at service design,
  • acquaint oneself with the mapping of community-based sector-specific services in the target communities and the results of participatory surveys, held in those communities,
  • provide necessary information and support to the project team based on the Armenian experience and the above-mentioned research,
  • develop a methodology for providing mobile extracurricular services,
  • develop a mobile extracurricular service delivery model for at least one subtype of one extracurricular education service type, delivered in the community,
  • develop a new extracurricular service model, never provided in the community before,
  • develop a physical development model to be implemented by means of sports equipment rental,
  • ensure that the developed modules comply with the existing legislative standards and norms,
  • localize the developed methodology,
  • maintain clear, ongoing communication with the Project team throughout data processing and methodology localization.

B) Localization and coordination of extracurricular education services based on the developed methodology

  • ensure communication between the municipality and organizations, curating the sector, if necessary,
  • pilot the developed modules and ensure ongoing communication with the institution providing the community service,
  • pay visits to settlements as needed to effectively organize service localization.

C) Monitoring of extracurricular education services in communities

  • participate in discussions, organized by the Project team to monitor service delivery,
  • collect and categorize indicators and indices, necessary for monitoring extracurricular education services, and use them to develop a package of recommendations for model design,
  • develop a package of recommendations for legislative amendments, as necessary,
  • provide the project team with the necessary information and assist in the following:
  1. in the analysis and calculation of the results and risks associated with the introduction of services in the target communities,
  2. in the calculation and analysis of the citizens’ positive or negative feedback on the services,
  3. in the calculation of service maintenance costs.
  • maintain clear and ongoing communication with the Project team during the project implementation tasks.

Expected Outcomes

Within a month after starting project work, to deliver

  • A model for mobile extracurricular service delivery for at least one subtype of one type of extracurricular education, provided in the community,
  • A new extracurricular service model, never provided in the community before,
  • A model for physical development that will be implemented through sports equipment rental.

Within two months, to deliver

  • a methodology for providing mobile community-based extracurricular education services,
  • a complete package of methodology for providing community-based extracurricular education services.

Within six months implement localization of community-based extracurricular education services,

  • monitor service delivery and make necessary changes based on monitoring results.

Expected deliverables:

  1. Three models of mobile extracurricular services have been developed by 30 July 2022
  2. Complete package of methodology for providing community-based extracurricular education services has been developed by 30 August 2022
  3. Localization and monitoring activities of community extracurricular education services are completed. Based on the monitoring results, the necessary changes have been made by 15 December 2022

Payment terms:

Lump sum payable modality will be applied for this assignment. Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner in the following instalments:

  • Deliverables 1: 40 % of the contact amount
  • Deliverables 2: 30 % of the contract amount
  • Deliverables 3: 30 % of the contract amount

Required Skills and Experience

Education

  • Master’s degree in educational sciences, extracurricular education, education, or other related filed

Experience

  • At least 5 years of work experience in developing educational materials, methodologies and/or manuals preferable in the field of extracurricular education,
  • Experience in conducting monitoring in the field of education and compilation of reports,
  • Awareness and knowledge of the Constitution of the Republic of Armenia, the legislation regulating local governance as well as the field of education in the Republic of Armenia.

Languages

  • Fluency in Armenian and English

CANDIDATES WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications, experience and financial proposal.The contract will be awarded to the candidate whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.
