Organizational Setting

FAO Mongolia works with the vision "to be a leading, credible and responsive partner in ensuring food and nutrition security of the population". The office has been coordinating projects and programmes in research, capacity building, natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency and post crisis management, forestry information, statistics, food security and nutrition, emergency response operations, crop production system management, and food quality and safety.

The World Bank-financed the Livestock commercialization project (LCP) aims to support the government of Mongolia to achieve its livestock sector development plan by implementing a project with the aim of “To improve livestock productivity and commercialization of targeted value chains in project locations and by so doing to improve rural livelihoods and food security in the selected aimags and soums through investments in animal health, enhanced productivity and quality assured value chains to provide improved domestic and export market access with better food safety”.

Reporting Lines

The National Expert will work under the overall supervision of the FAOR Mongolia, technical supervision of a Lead Technical Officer (LTO), and International Expert on animal health laws and legislation and in full collaboration with the Chief Technical Adviser and other national personnel/consultants and counterparts.

Technical Focus

Under subcomponent 1.1, the project aims to “formulate, review and update the veterinary and animal health policy and legislation for improved delivery of animal health services and creation of disease-free compartments”. In this regard, the project will support reviewing the new Animal Health Law (2018) and recently prepared secondary legislation on control, preparedness, and contingency of priority and endemic animal diseases (TADs and zoonotic diseases). This is important as the multiple outbreaks of TADs last year have demonstrated that there are inconsistencies with the interpretation of the animal health law and discrepancies between the animal health law and current contingency plans (or guidelines).

Tasks and responsibilities

• Collect and analyze national legislation relevant to animal health. Prepare a national legal report with a review and assessment of the legislation in line with the international reference standards (World Organization for Animal Health (OIE)and Codex Alimentarius Commission. • The report will follow the outline and model provided by the FAO Legal Office and pay special attention to: o Animal Health Insurance; o Quarantine and control on the State border to raw materials of livestock. o Zoning and compartmentalization; o The meat council/meat board o Regulatory framework for traceability, movement control, and otor (pasture) migrations; o Risk assessment and risk analysis; o Veterinary medicinal products and medical devices.

The report will identify weaknesses and gaps and make recommendations for the revision of primary and secondary legislation in the areas of veterinary legislation, meat inspection, and control, food safety for products from animal origin, veterinary medicinal products, animal health insurance animal identification, and traceability.

• Review and recommend improved coordination and collaboration between GAVS, GASI, NEMA, and other stakeholders under defined responsibilities of GAVS defined in the Animal Health Law 2018; • Prepare draft amendments to the Animal Health Law and to selected regulations. • Conduct stakeholder consultation (workshop, focus-group discussions) at national and subnational levels for relevant sectors. • Present and discuss the outcome of the report in a national workshop on findings, recommendations, and an action plan on the way forward. CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in law or a related field and/or professional certification • Minimum 10 years of working experience in the field of Law • Nationality of Mongolia or resident in the country with a regular work permit
