Background

The National Commission for Human Rights Created through Decree nº 6/2009, of 15 February and published in the Official Bulletin nº 7, of 15 February 2010, aims to contribute to the promotion and strengthening of respect for Human Rights , and should also function as a body for surveillance, early warning, consultancy, monitoring and investigation in the field of human rights. The main responsibilities of the NCHR is work on the:

  • Promotion and protection / defense of human rights in general.
  • Develop public policies that encompass a variety of actions (programs and services) in favor of the society of the most vulnerable strata: education, health, social assistance, work, culture, foreign affairs, public safety policies.
  • Planning and promotion of human rights

In this sense, UNDP intends to recruit a national expert in law, that will work in close collaboration with the international consultant, with the aim to prepare the proposal for the national strategic plan for human rights (National Strategic Plan for Human Rights and Citizenship - PNEDHC), define the results based on the defined strategic objectives, targets and indicators and design a guiding Action plan for the protection and promotion of Human Rights in Guinea-Bissau.

Objective of the assignment

The purpose of this consultancy is to develop, in collaboration with international consultant, the proposal of the National Strategic Plan for Human Rights and Citizenship (PNEDHC).

The aim of this consultancy is to prepare the proposal for the national strategic plan for human rights, define the results based on the defined strategic objectives, targets and indicators and design a guiding Action plan for the protection and promotion of Human Rights in Guinea-Bissau.

Duties and Responsibilities

Under the overall supervision of the UNDP’s Representative Resident, the technical supervision of the Senior Technical Advisor for Rule of Law, the consultant will work with the international consultant on the:

  • Draft the National Strategic Plan for Human Rights and Citizenship
  • Definition of results, elaboration of goals, indicators, and an Action plan for the activities of the I National Human Rights Strategy
  • Hold work meetings
  • Listen to the population and representatives of public entities and civil society organizations and gather contributions and suggestions for PNEDHC
  • Interministerial consultation on the vision of each sector in relation to the subject
  • Finalize the Strategic Plan document and present the proposal
  • Submit the Strategy Proposal for consideration and approval by the Technical Council and Council of Ministers
  • Review the Strategic Plan in accordance with the recommendations of the TC and the Council of Ministers and prepare the final proposal
  • Submit the final work to CNDH

Deliverables:

  • Strategy developed, submitted to the Technical Committee for consideration.
  • Reports of meetings held, and reports of consultations carried out
  • Strategic Plan prepared and the Draft presented for consideration
  • Strategic Plan appreciated, revised and approved
  • Final strategy delivered in Word and PDF digital format (with copies on CD and copies on A4 paper).

Duration of the assignment

The assignment must be conducted within 40 working days, from the day the contract is signed.

Required Skills and Experience

Education:

Degree in social science, law, political science, anthropology…

Experience:

  • Professional experience and mastery of at least 5 years in knowledge of public policies, in-depth mastery of the written and spoken (Portuguese) language and good knowledge of the national language (creole or others).
  • Knowledge on the current legislation in Guinea-Bissau.
  • Experience in the elaboration of Strategic Plans in the Area of ??Human Rights/Community Involvement, definition of strategic Objectives, indicators and goals and in-depth knowledge of Human Rights and Public Policies in the region and in the world, in particular in Guinea-Bissau, as well as work experience in developing countries.
  • Computer knowledge from the user's perspective

Language:

  • Deep command of the written and spoken language (Portuguese) and good knowledge of Creole
  • Desirable good knowledge in English or French.

The required qualification must be proven by references from institutions that provided services, supporting documentation, certificate, declarations and diplomas issued by reputable entities, public or private, national or foreign.

GUIDELINES FOR APPLICATION:

Required documents:

  • A cover letter explaining why you are the most suitable candidate for this assignment;
  • A brief methodology on how you will approach and conduct the tasks, describing the tools and workplan proposed for this assignment;
  • A financial proposal;
  • A personal CV including past experiences in similar projects and at least 3 professional references.

Lump sum contracts: The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel: All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the Individual Consultant wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Evaluation: Individual consultants will be evaluated based on the following methodologies:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight – 70 points;
  • Financial Criteria weight – 30 points.

Only candidates obtaining a minimum of 70 points would be considered for the Financial Evaluation.

Evaluation criteria:

  • Education background - 10 points;
  • Experience as defined in the ToR - 15 points;
  • Competences as defined in the ToR - 10 points;
  • Understating of the ToR - 15 points;
  • Methodology and overall approach - 30 points;
  • Overall quality of the proposal (comprehensiveness, structure, language and clarity) - 20 points.
