Duties and Responsibilities

The United Nations Environment (UN Environment) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UN Environment's ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The consultancy assignment is for the Mediterranean Action Plan (MAP), Athens, Greece. The National Baseline Budged tool (NBB) was agreed by the Contracting parties to track progress, on five-year basis, on measures taken to reduce and prevent land-based pollution, and the implementation of the updated National Action Plans (NAPs). In this regard, the 2018-2019 programme of work of UN Environment/MAP highlights the delivery of National Baseline Budged to the Secretariat by the Contracting Parties which corresponds to Forth NBB Reporting Cycle (2003, 2008, 2013 and currently in 2018). To this aim, the NBB Guidelines1 (UNEP (DEPI)/MED WG.404/7), Appendix B, (updated NBB Guidelines) were endorsed by the MED POL Focal Points (MED POL FPs). The data collected from the 5th NBB Cycle will be used by the Secretariat and the Contracting Parties to undertake a trend analysis of pollutant loads at national, sub-regional, and regional levels per pollutant, sector, and subsector categories and to develop the new NAPs (2025-2035) /Programmes of Measures (PoMs), taking into consideration hotspots and non-GES areas or areas subject to increasing pressures. Moreover, the data shall be uploaded to NBB/PRTR MED POL Info System2 recently upgraded by Regional Activity Centre for Information and Communication (INFO-RAC) and MEDPOL. The “Programme of Work and Budget for 2024-2025,” adopted by COP 23 (Portorož, Slovenia, 5-8 December 2023), mandated the MED POL to enhance the implementation of MED POL reporting tools developed to assess pollution loads from land-based sources and activities (Activity 1.2.4). The country will estimate pollution loads from land-based sources discharging to the Mediterranean Sea (NBB), building on the assessments derived from the National Diagnostic Analysis Report created under Child Project 1.1. This will contribute to the achievement of the outcomes of Child Project 1.1 “Reducing Pollution from Harmful Chemicals and Waste in Mediterranean Hotspots and Measuring Progress on Impact” (hereinafter Child Project 1.1 or CP 1.1).The State of Libya will undertake a “detailed assessment of pollution loads from land-based sources” with the aim of prioritizing issues requiring the formulation of measures to be included in the NAPs. In view of the above, there is a need for national expert to: support the delivery of an updated NBB Report (2020- 2025) in accordance with agreed regional NBB Guidelines for the State of Libya. The expert will work under the supervision of MEDPOL Programme Officer (Pollution) and under general guidance of MEDPOL Programme Management Officer (Head of Unit) in close cooperation with the MEDPOL FP of State of Libya. Under the direct supervision of the MED POL Programme Officer (Pollution) and in consultation with the Head of Unit of MEDPOL, the consultant will be responsible for the following tasks: 1. Prepare a detailed Work Plan and timeline for the assignment. 2. Identify administrative (towns, municipalities etc.,)/geographical regions/watersheds from which pollution loads to water, land, and air emission can reach the Mediterranean, considering the administrative regions delineated in the previous NBB report (2018), and provide multi-polygonal geo-references where possible; 3. Develop/update a national data collection template for the inventory of existing/new sources of pollutants per sector of activity (Annex I A and I C, of the LBS protocol) to develop the 5th cycle of NBB update; 4. Develop a comprehensive inventory of the existing pollution sources (as reported in the previous NBB update in 2018 and (e-)PRTR 20017-2020) and re-assess new pollution sources for each sector of activity, including industrial and municipal wastewater treatment plants, non-regulated dumpsites, in particular the coastline ones, by following the updated Guidelines UNEP (DEPI)/MED WG.404/7, Appendix B. The process of preparing the inventory should include the following steps: (a) Mapping priority sectors of activity in the country by examining the national inventory (4th Cycle of NBB, 2018) and national PRTR (2020-2022) reports; (b) Preparing a detailed inventory of the sectors/sub-sectors and their locations (coordinates) where the data is available via actual measurements, for calculating pollution loads; (c) Preparing a detailed inventory of the sectors/sub- sectors and their locations where the data is not available, by using emission factors for calculating/estimating pollution loads; 5. Classify the sources of pollution and their associated activities within their respective location/geographic regions according to the corresponding sector/sub-sectors (Annex I of the LBS Protocol). 6. Quantifying the pollutant loads (i) if actual data is available: Quantify pollutants/emission releases from inventoried pollution sources by collecting real data (measured) whenever possible. Collect this data per source, sector, and sub-sector. (ii) If major pollution data is unavailable: Identify available Emission Factors (EFs), if any, per sector to determine applicable processes and estimation techniques and calculate/estimate pollutant releases/emissions for each administrative region based on national legislative pollutant limit values. Use sub-sector and emission factors from the MEDPOL PRTR Implementing Guide for each process, source, sector, and sub-sector. 7. Collect the existing data for riverine pollutant loads (excluding rivers that dry up in one season) flowing to the Mediterranean and calculate/estimate the riverine inputs as loads for each pollutant as per NBB Guidelines, focusing at least on loads (kg/year) for BOD5, TSS, TN. TP and heavy metals. 8. Undertake quality checks and verification for the data collected. 9. Prepare a list of priority sectors/sub-sectors based on the trend analyses of the pollutant loads. 10. Upload the data on the online MED POL NBB Info System, in agreement with MED POL FP; 11. Deliver the NBB National Report (2020-2025) including the following chapters: a. Pollution inventory per sector of activity of the LBS Protocol- Annex I; b. Data acquisition methodology, detailing how and which data is collected (identifying potential sources of data) to input into estimation techniques; c. Quality check for collected data (in line with the Guidelines); d. Pollution loads/trends per source/sector/sub sector for the period 2020-2024 e. Priority sectors for the country; f. Final recommendations
