Background:

Tajikistan approved Law on Prevention of Violence in the Family (“Domestic Violence Law”) in 2013. The Law lists the state agencies responsible for its implementation, which include the national and local bodies of the Ministry of Education, Ministry of Health, Ministry of Labour and Social Protection, Ministry of Internal Affairs, local administrations and committees on women and family affairs, and victim support centres.

The National Referral Mechanism (NRM) is a practical tool and a general guideline for prevention of domestic violence, protection and rehabilitation of victims of domestic violence, as well as a document providing the details of cooperation of government institutions, international organizations and non-government organizations addressing domestic violence.

In this regard, OSCE POiD is looking for highly qualified international and national experts to draft the National Referral Mechanism’ protocol for domestic violence victims including all relevant tools and technical checklists.

Objective of Assignment:

The main objective of consultancy is to develop NRM for domestic violence victims for timely response to domestic violence cases, and rapid support and protection of victims by relevant government structures and support centres. The draft NRM will be submitted for adoption to the Working Group on Improvement of Legal Acts to Eliminate Gender Stereotypes, Protection of Women’s Rights and Prevention of Violence in the Family.

Duration of Assignment:

The duration of the assignment for the national consultant will be 2 months, the preliminary starting date will be 10 May, 2022.

Tasks and Responsibilities:

Under the supervision of Project Managers and International Expert, the National Consultant is expected to support International Consultant with implementation of following tasks:

  1. To develop national NRM’s protocol which contains the following:Objectives of the National Referral Protocol;
  • Clearly indicated roles and responsibilities of governmental structures and civil society organizations at national, regional and community levels for implementing DV role;Data collection and submission procedures;
  • Record keeping, information sharing and confidentiality guidelines;
  • Professional standards for working with women and children;
  • Reporting and case coordination responsibilities of all responsible agencies;
  • Monitoring and Evaluation coordination of DV cases;
  • Annexes: referral pathways structure for women and child DV victims, risk assessment, questionnaire for the identification of a domestic violence victims.

2. Undertake review of international standards, principals and guidelines as well as national protocols and practices to find existing case management and referral system/model on domestic violence in different level;

3. Prepare the overview of developed NRM in the form of Power Point Presentation and present it to the Working Group for approval;

Deliverables:

  • Assistance in development a draft NRM’s protocol for domestic violence victims together with national consultant;
  • Assistance in development of referral pathway structure, questionnaire for the identification DV victims and evaluation framework to evaluate the performance of a referral system for its sustainability;
  • Present the draft of National Referral Protocol in the form of PPT slides during the roundtables.

Necessary Qualifications:

  • University degree in, Law, Public Policy, Social Sciences, or equivalent;
  • At least 5-7 years of professional expertise in one or more field gender based violence, human rights, domestic violence;
  • Experience in designing coordination system, referral system, rights based programmes, multi sectoral /integrated programme approach will be an asset;
  • Good understanding of the issues of DV and the system of case management and psychosocial support and referral system relevant to the local context;
  • Strong analytical skills and ability to clearly synthesize and present findings;
  • Ability to deliver quality work output in short deadline situations;
  • Knowledge of written and spoken Tajik and Russian. Knowledge of English language will be an asset;
  • Flexible and responsive to changes as part of the review and feedback process;
  • Immediate availability for the period indicated;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
