**OVERVIEW** ------------ Parent Sector : Education Sector (ED) Duty Station: Baghdad Job Family: Education Type of contract : Non Staff Duration of contract : From 7 to 11 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 20/05/2022 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism Background ---------- Following the successful completion of the TVET Reform Phase 1 (TVET 1) project, UNESCO is implementing a three-year, second phase of the Technical Vocational Education and Training (TVET) Reform Project with continued funding support from the European Union. **Duties and Responsibilities of the National Consultant** ----------------------------------------------------------- Under the overall authority of the Director of UNESCO Iraq Office and the direct supervision of the Chief of Education, the selected candidate shall do the following, but not limited to, functions: 1\. Assist the Project Team in implementing all the programmed activities to achieve project outputs. 2\. Liaise with MOE and DOE and Vocational schools to arrange meetings and workshops as required by the project, ensuring Ministry approval is obtained and all involved parties are informed in a timely manner 3\. Support national and international experts to implement the Curriculum Development component of the project, namely all activities to achieve Output 1.2 (Increased capacity and capability to develop, pilot and launch new competency based programmes (MoE level), and all activities to achieve Output 2.1 Developed skills for delivering and assessing competency based programmes 4\. Support initiation and implementation of visibility activities including graphics design/desktop publishing of project materials to ensure communication of key messages are communicated to target audience 5\. Build strong working relationships with the Vocational schools being supported under the project to ensure smooth cooperation and communication to allow the organisations of workshops, trainings and meetings with International and National experts. 6\. Establish, manage and monitoring of contracts and relationships with consultants/contractors covering the range of expertise required to successfully implement the activities, in compliance with the rules and regulations of UNESCO; 7\. Facilitate information sharing amongst stakeholders, including with local authorities and communities, and NGOs, and organize events to enhance awareness raising and project visibility inside Iraq; 8\. Prepare reports, briefings, presentations and other materials, as requested by the Head of Education / Project Manager 9\. Undertake missions as necessary and requested for project implementation in Iraq and accompany International experts in their missions . 10\. Assist with other tasks in the Office, as requested by the Director, Head of Education and the Project team. **• The consultant will have internal/external contacts** Education sector, specifically TVET; Consultants and contractors; MoE; DoE in Baghdad, Karbala, Mosul and Basra; Governor Office in Baghdad, Kerbala, Mosul and Basra and other government bodies. Required Qualifications ----------------------- **1. Academic qualifications** Master’s degree in an education-related field such as adult education; educational administration; or other related fields. **2. Professional experience** • Expereince in education or the TVET sector in Iraq • 5 years providing technical assistance to international development projects • Facilitating partnerships between TVET providers and employers • Establishing and operationalizing sector councils • Working with a number of stakeholder groups, such as national ministries; sub-national governments; educational institutions; NGOs; and industry. **3. Language requirements** Fluent in English – oral, written, comprehension Native speaker of Iraqi Arabic required **Desired Qualifications:** --------------------------- • Master’s degree related to Education/TVET preferred.
