Organizational Setting
Within the framework of the Food and Agriculture Organization of the United Nations (FAO) Emergency Centre for Transboundary Animal Disease Operations (ECTAD), under the policy and technical guidance of the Animal Health Officer/ECTAD Global Coordinator (NSAH), in line with programme management guidance from the Emergency and Rehabilitation Officer/ECTAD Global Programme Budget Holder (OER), the functional and administrative supervision of the FAO Representative in Mozambique, the direct supervision of the ECTAD country team leader in Mozambique, and in collaboration with ECTAD country and regional teams in Eastern Africa.

Technical Focus / Tasks and responsibilities
The incumbent will undertake the following duties and responsibilities:
- Contribute to the development/review of country strategies/emergency preparedness and response plans and/or program for the management of high impact priority zoonotic diseases (PZDs), as well as emerging and re-emerging zoonotic and non-zoonotic disease in line with the national priorities and FAO’s Strategic Objectives;
- Design and coordinate implementation of surveillance activities relevant to PZDs as well as emerging and re-emerging zoonotic and non-zoonotic diseases at the livestock-wildlife-human interface to mitigate the high (current/potential) impact of diseases in Mozambique. These include:
- Contribute to the preparation of programme work plans and detailed implementation plans (DIPs);
- Coordinate stakeholder workshops to improve surveillance in the country targeting innovative approaches addressing national and regional priority diseases;
- Facilitate and assist in the implementation of the recommendations of the SET mission and JRA workshop;
- Organize and contribute to development and implementation of surveillance protocols (epidemiological sampling) from livestock in targeted livestock farming systems, value chains and at domestic animals-wildlife interfaces;
- Plan, organize and implement capacity development of in-service professionals using field epidemiology training and participatory epidemiology approaches targeting veterinarians, animal health technicians, community animal health workers, farmers, and where appropriate, public health or other stakeholders/partners;
- Conduct risk assessments at the human/livestock/wildlife interface and supervise in-country expert missions on surveillance to ensure that high quality samples are collected;
- Support implementation AMR/AMU surveillance activities in collaboration with National Coordinator for AMR;
- Organize stakeholders’ meetings and lead the process for the development of animal health and related policy frameworks/instruments in Mozambique;
- In close consultation with relevant sectors and stakeholders support the operationalization of the epidemiological component of national OH platform aiming at multi-sectoral collaboration;
- In close consultation with relevant sectors and stakeholders initiate the adoption and roll-out of In-Service Applied Veterinary Epidemiology Training (ISAVET) programme as an entry point to strengthen the animal health workforce at the sub-national levels;
- Strive for closer linkages of the ECTAD program with the Ministries responsible for animal, public, and environmental health and other relevant Ministries and technical partners;
- Provide regular updates of TADs epidemiology situation in the country, and prepare draft briefs / articles on technical accomplishments as needed;
- Coordinate surveillance activities with the laboratory counterparts to assure successful operationalization of the epi-lab network system;
- Participate in animal health emergency preparedness and contingency planning exercises, such as table-top scenarios, and/or field simulation exercises;
- Contribute to development of an electronic system for surveillance records and sharing of information at least at national level;
- Assist in the organization of planned training workshops, simulation exercises and technical meetings;
- Participate in weekly Regional ECTAD epi-lab coordinating calls, and contribute to epidemiological intelligence at National and Regional levels through sharing updates on any significant epidemiological events with the ECTAD Country Team Leader and FAOR;
- Provide inputs to project concept notes, project proposals in support to resources mobilization;
- Submit a final technical report upon completion of the assignment to the ECTAD Mozambique Team Leader and the FAOR;
- Provide immediate notification to GLEWS and the Country Team Leader, of any significant epidemiological events;
- Perform other related duties as required.

Minimum Requirements
- Advanced University Degree in Veterinary Medicine or related subject and post-graduate study in Veterinary Epidemiology
- Five years of relevant field experience in veterinary epidemiology (surveys, tools and investigations) of tropical livestock diseases / zoonoses
- Fluency in English
- National of Mozambique.

Selection Criteria
Desirable:
- Knowledge of development of electronic records to support epidemiology activities in country would be an asset.
