How can you make a difference?

Education Expert will support the implementation of effective education response to the crisis, in close collaboration with the Ministry of Education and Science, UNHCR, and other actors in the education response. The incumbent, in coordination with the supervisor, will support the overall planning and management of UNICEF’s education response in the affected districts in close collaboration with other partners at the field level.

Main responsibilities and tasks:

  • Review, assess and update the education situation in areas affected by emergency (including, but not limited to affected children, including pre-school age children, girls and other excluded children, who need to access quality education, the safety and security of learning environments, the availability of psychosocial and health services, availability of teachers, teaching and learning materials, other relevant circumstances affecting children’s access to education).
  • Highlight education issues requiring a response – both immediate (less than 2 months) and medium term and make recommendations on specific UNICEF actions required. Ensure core commitments to education are taken into consideration in the response at national and district level.
  • Provide technical guidance and direction to UNICEF for effective planning, implementation, and monitoring of agreed education in emergency plans including the setting up of safe and protective child-friendly temporary learning spaces that promote the protection and well-being of pre-school and school-age children as well as adolescents by addressing non-formal and formal education, life skills education, psychosocial support for children and teachers, recreation and early childhood
  • Work closely with the UNICEF Supply and Logistics section to procure education supplies according to the supply planning tool and agree on transport and logistics requirements and costs.
  • Develop a monitoring system for tracking service delivery with UNICEF partners including end-user distribution of education resources and other related supplies. Ensure effective documentation of all education supply movements. Support the team to prepare and amend Project Cooperation Agreements (PCAs) with NGO partners to implement response activities and programs in affected areas, including supply plans.
  • Support field level coordination and reporting of UNICEF education activities in affected areas, particularly through local NGO partners and Education Development Partners.
  • Contribute to the work of the Education Coordination Mechanism such Donor Coordination Council and Local Education Group and any sub-group mandated to coordinate the education emergency response, including sharing information within established coordination mechanism, local authorities and field members, particularly in relation to education response.
  • Undertake field visits (if/as required) to monitor education response activities, particularly related to programme implementation, supplies, on the ground and provide support to UNICEF colleagues on monitoring, where possible.
  • Work in close collaboration with the Education Section and complete other tasks as assigned by the Education Specialist or Chief of Education, and as necessitated by the emergency situation.

To qualify as an advocate for every child you will have…

  • University degree in education, social sciences, international development, humanitarian response or a related field.
  • A master’s/ MSc, in education or above field will be an added advantage.
  • Minimum 2 years of progressively responsible relevant experience in the field of education. Experience in emergencies is strongly preferred.
  • Technical experience and knowledge in the area of education in emergencies response required, including monitoring and evaluation, supply management, and partnership coordination.
  • Proven experience in high-quality report writing and documentation.
  • Resourcefulness, flexibility, and the ability to prioritize large amounts of work while under pressure.
  • Good analytical, facilitation, communication, and presentation skills.
  • Politically and culturally sensitive, awareness of gender issues, with qualities of patience, tact, and diplomacy
  • Fluency (verbal and written) in English and Tajik is required. Fluency in Russian will be an additional asset. Requirements:****Qualified candidates are requested to submit:

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
