Background:

Bangladesh was one of the forerunners in achieving millennium development goals and envisages attaining the Sustainable Development Goals (SDGs) by 2030. The SDG 4 aims to “ensure inclusive and equitable quality education and promote lifelong learning opportunities for all” by 2030. Further, SDG 4.5 targets that “by 2030, eliminate gender disparities in education and ensure equal access to all levels of education and vocational training for the vulnerable, including persons with disabilities, indigenous peoples and children in vulnerable situations”. While Bangladesh has been successful in steadily improving access to education at all levels, educational inequality in terms of enrolment, completion and learning outcomes persists between regions as well as between children coming from different socioeconomic backgrounds.

Gender equity in quantitative measures such as student enrolment and retention at the primary level has been achieved at the national level, but regional differences exist across the country. More importantly, environments that enable proper learning atmosphere for both boys and girls are yet to be ensured. Addressing gender barriers in curriculum, textbooks and teacher development programs and materials needs proper and adequate attention. There is also room for further improvements in the physical environment and facilities at school, especially for girls. The gender-segregated WASH blocks are being built in many schools, though proper maintenance and issues related to menstrual hygiene management are yet to receive necessary attention.

2 weeks – after signing the contract

Developing a plan for the orientation on GIEAP, the plan includes:

  • Identification of participants in consultation with relevant authority
  • Planning for batch number and configuration
  • Orientation plan for both national and subnational levels
  • Key activities
  • Responsibilities
  • Venue/place for the orientation
  • Timeline

GIEAP Orientation Plan

4 weeks – after the acceptance of inception report

Preparing manual and materials for the GIEAP orientation including following:

  • A manual for 2-day orientation on GIEAP, that covers-

  • Session-wise learning objectives

  • Session activities and facilitation approaches
  • Tools and materials required for conducting each session

  • A resource book with all necessary contents and information of the training (to be distributed in printed form)

  • Session plan
  • Required number of presentations
  • Reading/briefing notes, if required
  • Identification of relevant resources including video materials
  • Formats for group work and action plan
  • Any other materials required

Manual and Materials for GIEAP Orientation

6 weeks – after finalization of orientation plan

Conducting GIEAP orientation for respective government officials and preparing the report that includes:

  • Summary of the whole orientation process
  • Participants’ dynamics and their reflections to the orientation
  • Compiled action plans
  • An analysis of the action plans from the perspective of feasibility, relevance and consistency

Orientation Completion Report

12 weeks – after the finalization of manual and materials

Minimum Qualifications/Knowledge/Expertise/Skills required:

A masters in Education, Development Studies, Social Sciences, Gender Studies and any other discipline related to education and inclusion

  • At least 10 years of professional work experience in the areas of education, gender inclusion and education for the children with special education needs. The expert should be able to provide evidence of such activities.
  • Demonstrated experience of planning, organizing, managing and facilitating capacity development programmes.
  • Proven experience of developing manuals and materials for the capacity development programmes.
  • Demonstrated experiences to use 'gender and inclusion analysis' and aligning it with sectoral and contextual need.
  • Prior experience of working with the government entities and facilitating effective communication and coordination with government.
  • Experience working with UN and/or donor agency.
  • Ability to work independently with minimum supervision.
  • Excellent writing skills with the analysis of technical and critical points.
  • Excellent communication and presentation skills in both Bangla and English.

Administrative Details:

Assignment duration: 90 working days during six months

Work Modality: Work from both Home and Office, as applicable for the assignment

Travel/DSA: Travel/DSA will be paid at actual based on UNICEF Policy Procedure, if applicable

Payment: Payment will be made upon successful completion of each deliverables with certification from supervisor
