Result of Service 2. Objective.

The objective of the Ecosystem Restoration consultancy is to support the implementation of the Action Plan for the Decade on Ecosystem Restoration in Latin America and the Caribbean in Brazil, and strengthen the collaboration with strategic partners in the region. These activities will include, communication, engagement with relevant stakeholders in national and sub-national governments, civil society organization and companies, support a high level event and develop a theory of change and a project proposal for an ecosystem restoration initiative in Brazil, and support a course on ecosystem restoration.

3. Outputs / Work Assignments (must be tangible and/or measurable) The process for producing requested outputs and deliverables will entail the following steps and sub-products:

1. Assignment 1: Dissemination of the UN Decade on Ecosystem Restoration (UNDER) and the Regional Action Plan in Brazil and ongoing initiatives related to ecosystem restoration. - Dissemination of the UNDRE´s Regional Action Plan with regional, national and local partners in government, academic institutions, civil society and private sector. - In close coordination with the Country Office’s Communication Unit, develop communication products to raise awareness on the UN Decade and ensure impactful restoration stories from Brazil by drafting webstories, and other communications materials. - In close coordination with the Brazil Office promote communications related to ongoing initiatives with UNDRE´s partners and identify synergies to implement the Regional Action Plan

2. Assignment 2: identification of strategic partners and strengthening existing partnerships in Brazil that can participate actively in the UN Decade on Ecosystem Restoration and the implementation of the Regional Action Plan - Dissemination of the UN Decade with regional, national and local partners in government, academic institutions, civil society and private sector. - Develop new partnerships and strengthen existing partnerships with at least 10 strategic organizations plus target audiences for the implementation of the UN Decade in Brazil - Development of webinars and bilateral meetings with partners; discussion of engagement modalities and strategic partnerships and agreements. - Agreement on individual work plans with strategic partners targeting ecosystem restoration priorities in LAC. - Support the development of an online training program with Brazilian National Partners of the UN Decade (ongoing development led by the Brazilian Society of Ecological Restoration) on identifying the demand for capacity strengthening in the Amazon, Cerrado and Atlantic Forest biome, support evaluation of existing courses from partners, and support the development of the technical and budget projects for a capacity strengthening training event.

3. Assignment 3: Support the Regional Office in the organization of a virtual High-Level Regional Dialogue on the Action Plan for Ecosystem Restoration in LAC - Support the UNEP Regional Coordinator for Biodiversity and Ecosystems and the Regional Restoration Coordinator in the organization of a virtual High-Level Regional Dialogue. - Facilitate the engagement of a multistakeholder audience inclusive of Ministries, private sector stakeholders, academia and civil society from Brazil in support of Action 6 of the Regional Action Plan of Latin America and the Caribbean. - Support the organization of meetings with the Working Group on Biodiversity and strategic partners to identify topics and speakers for the high-level dialogue - Provide input to the development of a concept note - Support the preparation and organization of the high-level dialogue - Support the preparation of the meeting report and communication materials with key messages from the high-level dialogue

4. Assignment 4: Support the development of one project proposal for an ecosystem restoration flagship initiative in Brazil developed and introduced to at least 3 potential funding partners. - Support meetings with the Working Group on Biodiversity and strategic partners to identify priorities, opportunities, and approaches for an ecosystem restoration flagship programme in LAC, based on a solid theory of change - Liaise with relevant partners in Brazil and more specifically with the partners in the Trinational Atlantic Forest Flagship Initiative - Support the development and implementation of the flagship proposal - Facilitate meetings and secure participation in events to present the flagship programme to potential funding partners

Outputs / Deliverables At least 2 communications products (i.e.: web- stories, project briefs) to disseminate the UN Decade and Regional Action Plan in Brazil produced Product No. 1: Report of the communications products developed including the weblinks to UNEP´s landing pages and/or social media. The communication products should include web stories of projects and initiatives taking place in Brazil by UNEP and its partners.

At least 5 organizations (including governmental and non-governmental) from Brazil that play an important role in supporting large-scale restoration are engaged as UN Decade strategic partners and contribute actively towards achieving the ecosystem restoration goals and priorities of the region. Encourage the partners to join the Decade´s digital hub and contribute to the Action Plan. Product No. 2: Report of engagement of organizations for the UNDRE, containing the list of organizations mobilized, description of their main restoration initiatives, and the link to their listing in the UN Decade website´s digital hub.

Product No. 3: Report of the list of organizations with partnerships formalized through an MOU with UNEP or through the UNDER´s partnership framework.

Product No. 4: Report on a Literature Review and needs assessment for online training programme in the Atlantic forest region

Support 1 high-level regional dialogue with ministries, private sector stakeholders, academia and civil society from Latin America and the Caribbean held as a follow up to the adoption of the Regional Action Plan for Ecosystem Restoration (Action 6 of the Regional Action Plan of Latin America and the Caribbean) Product No. 5: 1 High-Level Meeting Report indicating participation of stakeholders from Brazil. The report should contain the description of the points defended by the Brazilian delegation in the high level event and opportunities for implementing the UNDER Action Plan

Support the development of 3 events disseminating the UN Decade on Ecosystem Restoration in the Country Product No. 6: Report of 3 webinars with national partners to discuss restoration of the Cerrado, Amazon and Atlantic Forest Region containing the links for the recorded sessions.

At least one project proposal for an ecosystem restoration flagship programme in Latin America developed and introduced to at least 3 potential international cooperation, national or private funding partners, and presented in at least 1 regional workshops. Product No. 7: Project Proposal document for an Ecosystem Restoration Flagship geography in Brazil, it should be directed towards a specific funder.

Duties and Responsibilities 1. Purpose.

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The UNEP Office for Latin America and the Caribbean, located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

The Forum of Ministers of Environment of Latin America and the Caribbean (Forum of Ministers) was established in 1982 and is the oldest and most relevant cooperation body for environmental authorities in the region. The Office for Latin America and the Caribbean of the UN Environment Programme (UNEP) hosts the Secretary of this forum.

In February 2021, the Action Plan for the Decade on Ecosystem Restoration in Latin America and the Caribbean (LAC) was approved by regional Ministers of Environment during the XXI Forum of Ministers. The Action Plan seeks to support the implementation of the UN Decade on Ecosystem Restoration (2021-2030) by promoting, accelerating and scaling-up ecosystem restoration in the region. It is a regional-level voluntary effort that focuses on cooperation mechanisms and enabling conditions designed to effectively support countries according to their national needs while promoting synergies and complementarity with existing initiatives.

UNEP is looking for a home-based consultant to act as Ecosystem Restoration Consultant and facilitate the implementation of the Action Plan in Brazil.

The National Ecosystem Restoration Regional Consultant will be supervised by the Brazil UNEP Representative and will work in coordination with UNEP’s Biodiversity and Ecosystems Regional Coordinator for LAC, the UNEP Ecosystem Restoration Regional Coordinator, and UNEP-WCMC´s Brazil programme officer. The incumbent will work from home.

Qualifications/special skills Academic Qualifications: - Advanced University degree (Master's degree or equivalent) in conservation, ecology, environmental sciences, natural resource management, international development or management is required.

Experience: - Minimum of 7 years of professional experience in environmental project management - Demonstrated track-record of multi-stakeholder engagement (government, academia, civil society and private sector) - Demonstrated track-record of project concept drafting - Excellent technical knowledge and understanding of ecosystem conservation and restoration in Latin America and the Caribbean

Language: - Fluency in written and oral skills in English and Portuguese is requested. Knowledge of Spanish would be a plus.

Skills: - Strong analytical, writing and communication skills. - Demonstrated ability to prepare concept notes and proposals. - Highly motivated with the ability to work and deliver under short deadlines. - Able to work independently with little or no supervision. - Familiarity engaging Latin American governments strongly desired. - Standard computer software application literacy is expected
