Result of Service

Have an evaluation of recovery and economic stimulus plans/programs and measure the effects on their climate commitments (NDCs). Document the results of the application of the methodology on the recovery and economic stimulus plans and programs of the G20 member countries and their effects on mitigation and adaptation goals included in the NDC.

Duties and Responsibilities

Under the direction of the Head of the Climate Change Unit, the hired professional will advise ECLAC's Climate Change Economics Unit on issues related to the analysis of recovery plans and stimulus policies to boost economic growth and its potential impacts on their own countries' national climate commitments (nationally determined contributions) and the economy in the G20 countries. The consultant will perform the following tasks: 1. To carry out a review of the literature related to the policy frameworks and programs of economic transformation in the face of the climate imperative of organizations such as the OECD, the BIS, the NGFS, the Great Impulse for Sustainability (ECLAC), among others. 2. Present and discuss the methodological proposal with the Climate Change Economics Unit and, if required, in specialized forums to which ECLAC invites the consultant, with the aim of receiving comments and observations that lead to its improvement. 3. In this light, carry out an analytical review of the recovery and economic stimulus plans/programs of the G20 member countries. 4. Carry out a diagnosis of these plans/programs of the G20 member countries, identifying their main characteristics, scope, budgets, implementation period, sectors involved, among other aspects of interest. 5. Analyze the Nationally Determined Contributions (NDCs) of those same G20 member countries. 6. Assess the impacts of the plans and programs analyzed on their own climate commitments under the Paris Agreement, the growth of their economies, investment, employment, the trade balance, the demand for commodities/even recycled, as well as the potential effects on international competitiveness. 7. Present recommendations on the evaluation of recovery and economic stimulus plans/programs and the corresponding NDCs. 8. Assess the impacts of the plans and programs analyzed of the G20 member countries (or at least EU, US and China) on macroeconomic variables: foreign direct investment, GDP, trade balance, public finance, and employment) in Latin America and the Caribbean region. 9. Review databases, prepare diagrams, graphs and charts necessary for the preparation of reports and presentations to discuss results with the working group of ECLAC's Climate Change Unit. 10. Participate in periodic meetings convened by the consulting supervisor to discuss proposals, progress, present preliminary results and final results.

Qualifications/special skills

The consultant must be an economist or engineer or with postgraduate studies in economics, public policy, quantitative methods, environmental economics, public economics. The consultant must demonstrate at least five (5) years of professional experience in public policy, climate change, sustainable development and/or environmental policies. The consultant must have specific knowledge in climate change and environmental policies.

Languages

English and French are the working languages of the United Nations Secretariat; and Spanish is the working language of ECLAC. For the position advertised, fluency in English is required; and fluency of Spanish is required. Knowledge of another official language of the United Nations is an advantage.
