Result of Service The UNDRR Initiative “Strengthening disaster resilience and accelerating implementation of Sendai Framework for Disaster Risk Reduction in Central Asia” supports establishing and launching national systems for accounting losses caused by disasters. The CIC will establish national digital database by compiling historical data on disasters from various archives and formats in the DesInventar-Sendai data format developed in collaboration with the Government.

Expected duration From 01 May 2022 until 30 October 2022 (6 months).

Duties and Responsibilities Under the supervision of the Regional Programme Coordinator, and in close collaboration with the Sendai National Focal Point in Kyrgyzstan, the consultant will be responsible for collecting disaster loss data and recording in the Kyrgyzstan National Disaster Loss Data Collection System based on DesInventar (here and after DesInventar-National DLD) with the information related to all events between 2001 and 2021. Inter alia, the consultant will ensure the following tasks and responsibilities: 1) Attend and participate actively to the national training workshop on Kyrgyzstan National DLD. At the end of the workshop, the consultant is supposed to have the required knowledge to implement and operate the DesInventar-National DLD. 2) Conduct the initial review of the data sources suggested or specified by the Sendai Focal Point and the Ministry of Emergency Situations of Kyrgyzstan. 3) Identify and collect all disasters that occurred in the country in the period from 2001 through 2021 and obtain the information required by the DesInventar-National DLD 4) Record the collected data into the DesInventar- National DLD with all details available for each of the disasters referenced during the period (minimum 2001-2021 and possibly 30 years records). 5) Regularly update the Sendai Focal Point on the status of collection and registration of DesInventar and organize quality check with UNDRR. Refer and report to the Sendai Focal Point according to the procedures established jointly by UNDRR and the Ministry of Emergency Situations. 6) Work in close collaboration with the Sendai Focal Point in order to organize the timely and quality implementation of the task as necessary. 7) Produce an interim report after 2 months and 4 months on data availability, data sources, data quality and population of the National DLD. 8) Produce a final report to UNDRR and to Sendai Focal Point with all relevant elements concerning the expectations and the results of the mission.

Qualifications/special skills Skills: - Excellent analytical skills is desirable. - Excellent organization skills and a strong drive for results and accountability is desirable. - Good command of Information & Communication Technology is desirable. Academic Qualifications: - A first-level university degree (Bachelor’s degree or equivalent degree) in geography, information management, national resource management, disaster risk management, social sciences, public relations or related fields. Experience: - At least two years of experience in the field of geography, information management, national resource management, disaster risk management, social sciences, public relations or related fields is required. - Demonstrated experience in planning, organizing, and achieving a project is desirable. - Demonstrated experience of data collection methodologies and implementation is desirable. Language: - Fluency in written and spoken English and Russian is required. - Knowledge of Kyrgyz language is desirable.
