Organizational Setting

The main aim of the FAO country office, which is headed by an FAO Representative, is to assist the government in developing policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

FAO is implementing and planning a number of projects aimed to strengthen the resilience and socio-economic cohesion amongst Syrians under Temporary Protection (SuTP) and vulnerable host communities in rural areas in Turkey through support to agricultural livelihoods and access to employment in the agri-food sector.

Reporting Lines

The National Data and Information Management Specialist will work under the overall supervision of the FAO Sub-regional Coordinator for Central Asia and FAO Representative in Turkey, direct supervision of the Project Coordinator, technical guidance of the Lead Technical Officer (LTO) and in collaboration with FAO Turkey team, the Syrian Refugee Response Programme (SRRP) team in particular.

Tasks and responsibilities

In line with relevant corporate policies and principles, including Personal Data Protection Principles and Statistics Quality

Assurance Framework, the consultant will carry out the following specific tasks:

  • Design, deploy and manage the implementation of the Data Management System for the projects under the SRRP, in line with the best practice standards, as well as FAO Software development standards, on data storage/backup, data accuracy, networking, and national and international (UN) regulations for data security and beneficiary personal privacy and data protection;
  • Develop specific data management modules for cash-based initiatives, monitoring and evaluation, reporting, data analysis, compliance, complaint and feedback, and for any other project requirement;
  • Maintain the data management system and integrate new features/modules according to project needs;
  • Manage the system to provide required executive management functionality, executive reporting and other tracking functionalities applicant’s data and support provided;
  • Collect and record relevant information from project beneficiaries and stakeholders; data related to project activities and provide support to the project activities;
  • Take active part in the implementation of cash payment and social security premium support processes in line with the relevant workflow responsibilities.
  • Liaise with implementing partners to collect and consolidate relevant data and information;
  • Assist relevant project members with the design and implementation of surveys;
  • Propose, design and code web based multi-lingual technical solutions for applicant information system which consists of various data entry forms and/or questionnaires;
  • Assist in the capture of daily training participation per module to correlate with compensation rates;
  • Provide support to users in proper data entry at provincial level to ensure that database can generate reliable statistics for delivery of services and general status of applicants;
  • Undertake duty travel as needed and perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in information management, information systems, social science, statistics or related field
  • At least 5 years of relevant experience in database and information management, data analysis and quality assurance
  • Working knowledge of English and fluency in Turkish
  • National of Turkey
