National Data Analysis and Monitoring and Evaluation Contractor (FULL TIME)

LOCATION: New Delhi DURATION OF CONSULTANCY: 11.5 months CLOSING DATE: 03 November 2020

1. BACKGROUND / RATIONALE Over the years UNICEF has invested on evidence-based advocacy to influence health policy and programs and has enhanced its credibility as a stakeholder within the health sector, by providing technical advice based on the data and evidence. There are multiple data sources available within the health sector in India, at both community and facility levels. Building on these multiple sources of information, the services of an individual contractor are required to provide detailed data analysis, visualization and triangulation, which will enable to prepare advocacy documents and knowledge products for influencing key decisions of policy makers and implementers. During the COVID-19 pandemic, in line with its core mandate and competencies, UNICEF intends to continue in its efforts of providing evidence to support the continuation of adolescent, maternal, new born and child health (RMNCH+A) services in India: this is in line with UNICEF’s Core Commitment for Children in emergencies., The support from UNICEF for the continuation of RMNH+A services will include a strong component of data collection and tracking, data analysis, technical support to field offices in using data for advocacy, online monitoring, and coordination with other partners. In addition, UNICEF will continue investing on increased use of tools for Real Time Monitoring (RTM) to address some of the information gaps that are existing in the programming information during the pandemic.

2. PURPOSE OF ASSIGNMENT Under the current programming scenario and in light of the COVID-19 Pandemic, our focus has been to use evidence and data to design and implement COVID-19 containment strategies and to support the continuation of RMNCH+A services. The Contractor will:-

· Undertake regular data analysis using routine HMIS and COVID-19 available data sets. · Triangulate various data sets, including routine data and survey data available. · Develop, update and maintain RMNCH+A dashboards, to be hosted on UNICEF’s internal ECM sites. · Support design of RTM systems as well as reports via Power Bi platform. · Analyze data regularly from flagship programs related to maternal and newborn care services and provide inputs to various programmatic reviews at the state and national level. · The initial focus will be on data from Aspirational Districts: 117 Aspirational Districts were identified for fast tracking the development agenda, by GOI and PMO of which 41 are supported by UNICEF.

3. OBJECTIVE/S The key objective of this consultancy is to strengthen the Monitoring and Evaluation system with focus on strengthening data analysis and creating factsheets for action. · To prepare quarterly factsheets and dashboards on the basis of the HMIS, Maternal, Newborn and Child tracking data, ANMOL, Champions of Change and other available data sets etc. · To triangulate data with recently available secondary data sources and develop trends analysis. · Build capacity of Govt Officials on use of Routine data and development of Dashboards

4. MAJOR TASKS TO BE ACCOMPLISHED Support scale up of the following initiatives (technical guidelines, data analysis, capacity building, supportive supervision), with focus on technical support to Government of India and UNICEF supported districts including supporting measures for continuation of essential and emergency MNH services during COVID 19. · Develop Monthly, quarterly dash boards and fact sheets on the basis of the routine HMIS, SNCU online and COVID-19 data. · Triangulate data for HMIS. Published Survey data information and prepare factsheets in consultation with the UNICEF health specialists, and with partners · Prepare RTM dash boards for various RTM activities of the health section · Compile and maintain data pertaining to Aspirational districts from various sources supported by UNICEF. · Support the upscaling of District Gap analysis tool to other Aspirational districts. · Support Health specialist for timely updating of the UNICEF internal performance management (HPM and RAM) indicators related to COVID-19 response and routine programming.

7.OFFICIAL TRAVEL INVOLVED Travel to any of the 23 UNICEF supported states (Total 15 days during the consultancy period). Travel to states depends on the COVID-19 Pandemic situation and will be planned in consultation with supervisor.

8.ESTIMATED DURATION OF CONTRACT (FULL TIME) Full time contractor (11.5 months contract)

9.QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT

· Master’s degree - Medical Sciences / Public Health /Statistics / Computer Science/ Data Science · Minimum 3-5 years’ experience of working at the intersection of the Health Sector (preferably in maternal, new born, child health) and data science is essential, that is, a public health professional with experience in data science or a data/computer science professional with strong experience in the public health sector would be required. · Essential - Analytical skills for Data interpretation, with Competency in MS Office including MS Word, Excel, PowerPoint, Internet mandatory · Essential - Strong proficiency and experience in working with data visualization tools such as Tableau and PowerBI. Certifications in these would be a plus. · Essential - Experience in data extraction, cleaning, validation and integration of data from multiple platforms. · Essential - Strong proficiency in SQL and DBMS such as SQL Server, MySQL etc. to deal with large datasets and draw critical insights. · Desirable - Proficient in scripting languages such as Python/R and experience in using data visualization libraries such as D3.js, plotly or similar. · Desirable - Experience at national and the state level in supporting quality assurance of MNCH health program implementation · Desirable- Strong interpersonal relations, communication and team-work skills. · Desirable- Program management, Program review capacity building and supervisory support experience · Desirable- Knowledge and proficiency in report writing in English is mandatory · Desirable - Willingness to provide a substantial amount of his/her time to travel to states for program support if permitted by the COVID situation

10. TECHNICAL EVALAUATION CRITERIA

a. Educational Qualification-10/15

b. Relevant Experience- 18/25

Candidates securing overall 28 marks and minimum marks in each criteria in Qualification and Experience will be called for the interview.

c. Interview- 28/40

Candidates scoring the overall minimum qualifying marks i.e. 56 and minimum marks in all 3 criteria will be considered technically qualified and their financial offers will be opened.

11. PAYMENT SCHEDULE Monthly payments on submission of report on updated tasks and activity report along with specific deliverables as indicated above in Point No.6 for supporting the MNH initiatives, duly approved by the supervisor.
