Organizational Setting

The main aim of the FAO Syria Country Office is to assist government to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The National Crop Specialist will work under the overall supervision of the Assistant Director-General/ Regional office for Near East and North Africa and the direct supervision of the International Programme Officer, FAOR Network in RNE; in close coordination with the FAO Sub-regional Office for Central Asia (SEC) and in collaboration with the NW Syria Food Security and Livelihoods (FSL) as well as the Nutrition cluster.

Tasks and responsibilities

  • Contribute to the overall guidance to the project and expert technical advice on timely and high quality implementation and results in the NW of Syria according to the Building Local Resilience in Syria (BLRS) project documents.
  • Contribute to the detailed project annual work plans related to the NW of Syria portion of the programme in line with the budget and in collaboration with stakeholders, and make necessary arrangements for their successful implementation of the project.
  • Be responsible for all plant production & protection related programmes in NW Syria.
  • Monitor the project implementation and provide inputs to the quarterly reports and other reports that may be required, related to NW of Syria.
  • Identify plant protection problems in FAO projects and provide technical support for the promotion of safe and sustainable plant protection activities in NW of Syria.
  • Contribute to BLRS related assessments (rapid assessment, agro-value chain analysis, baseline and endline etc), including any capitalization and learning exercises.
  • Assist in the timely dissemination of agro-climatic (i.e. rainfall, temperature etc) and market related information (i.e. input and commodity prices) to targeted farmers, including mitigation measures for any agro-climatic or market-related shocks that may arise in NW of Syria,
  • Prepare appropriate measures in case of the need for an emergency intervention for any outbreak of pests in NW of Syria.
  • Contribute to crop related technical support in planning, implementation, monitoring and evaluation of the Gaziantep Cross Border emergency and resilience programme.
  • Provide technical contribution and support in the development and follow up of crop related emergency and development projects and programmes.
  • Provide training on agronomic practices based on good agricultural practices (GAP), conservation/climate smart agriculture (CSA), and integrated pest management (IPM) and post-harvest management (PHM).
  • Provide support to Logistic Unit for the issues related to Tax exemption, Seed import permit and to carrying out input inspection.
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • The candidate must have at least a Bachelor degree in Agriculture Sciences or related field of study or other relevant post-secondary qualification.
  • Minimum 7 years of proven experience in the field of Crop production & Protection on humanitarian and development activities preferably with the UN or other international agencies.
  • Working knowledge (level C) of English and Arabic,
  • National of Turkey or national of Syria with Turkish work permit.

Technical/Functional Skills

  • Good communication, analytical, presentation and reporting skills and an excellent team player;
  • Competency in the use of MS Word, MS Excel, MS PowerPoint computer packages, as well as with statistical software;
  • Proven experience with UN regulations and procedures will be an added advantage.
  • Familiarity with the local agriculture sector in NW Syria is an asset.
