You have:
- An advanced university degree in agriculture, socio-economics, sociology, natural resources management or other relevant disciplines.
- Professional experience in development of strategic plans enhancing resilience to climate change in an International Organization.
- Comfortable in dealing with Governmental Organizations, NGOs, private sector and International Organizations.
- More than 10 years of experience in project management, as adviser in donor-funded development programmes or as national consultant for agro-industrial projects.
- Fluency in Thai and English language is mandatory.
- Nationality of Thailand.
Organizational Setting
The FAO Regional Office for Asia and the Pacific (RAP) is responsible for leading FAO’s efforts to achieve food security for all in the Asia-Pacific region. FAO’s three main goals are: the eradication of hunger, food insecurity and malnutrition; the elimination of poverty and the driving forward of economic and social progress for all; and, the sustainable management and utilization of natural resources, including land, water, air, climate and genetic resources for the benefit of present and future generations.
The FAO-RAP Regional Initiative on Climate change (RICC), which commenced in 2018, provides the framework for FAO’s work on climate change and resilience in the region. It aims to better support its member countries to scale-up action to address the impacts and drivers of climate change in the agriculture and land-use sectors; particularly adaptation and mitigation actions identified as part of countries intended Nationally Determined Contributions (NDC) under the Paris Agreement. In connection with this initiative, FAO-RAP is undertaking a number of related initiatives including research on regional understanding of climate change impacts on agriculture and NDC implementation and implementing programs on relevant technical options and planning processes including National Adaptation Plans.
To further support member countries in the region and strengthen the delivery of the RICC, the FAO Office of Climate Change, Biodiversity and Environment (OCB) is coordinating closely with FAO-RAP on a number of related initiatives including the implementation of the new FAO-UNDP Support Programme on Scaling up Climate Ambition on Land Use and Agriculture through NDCs and NAPs (SCALA). This programme is supported by the German Government and will be implemented in four countries in Asia and a further 8 countries globally from 2020-2025.
The Thailand programme will be implemented jointly by FAO and UNDP Country Representatives in Thailand. For this purpose, the FAO and UNDP are seeking a motivated, dynamic consultant to support the coordination and implementation of SCALA activities.
Reporting Lines
Under the overall supervision of the FAO Natural Resources Officer, working in close collaboration with OAE, LDD and other MoAC departments as well as UNDP and FAO Thailand Country Offices, the incumbent will be responsible for leading the SCALA programme coordination and management in Thailand..
Technical Focus
The general objective of the national consultant’s mission is to support the inception phase of the programme SCALA in Thailand. The consultant will also be broadly responsible for the coordination of the inception phase activities, revieing and finalizing the inception phase documents, and arranging the technical meetings and the inception workshop.
Tasks and responsibilities
More specifically, the consultant will work with the UNDP and FAO Country Offices Focal Points for SCALA and the SCALA backstoppers for COUNTRY and carry out the following tasks.
- Prepare, review and finalize the guiding materials on SCALA inception at country level which includes a national stocktaking report on current projects on agriculture and land use, the baseline survey, climate action review matrix, the theory of change, the technical planning meeting reports and the inception workshop report.
- If needed, conduct interviews with relevant stakeholders in Thailand to update/review/finalize the information in the baseline survey and the review matrix.
- Systematically collect and document all relevant information (national policies, framework documents etc.) to finalize the different inception materials and as well contribute towards work planning and implementation of the project.
- Support the organization and facilitation of the different technical planning meetings with the key stakeholders.
- Prepare the CN and meetings agendas for all consultations/meetings/workshops ( all technical planning meetings and the inception workshop).
- Present findings of the research conducted for preparing the inception phase materials at the different meetings and workshops.
- Support the organization of meetings/consultations with the key stakeholders to collect, discuss and validate the information gathered for preparing the inception phase materials.
- During the inception workshop, present and validate the results of the theory of change and the climate action review matrix.
- Support the validation of the joint agency country workplan with the stakeholders and the official launch of the implementation phase of the programme in Thailand.
- Support the coordination, delivery and implementation of the different activities under the SCALA programme in Thailand.
- Engage actively with government counterparts and other relevant stakeholders to manage day to day communication and ensure effective implementation of the programme.
- Other tasks as required and relevant.

- An advanced university degree in agriculture, socio-economics, sociology, natural resources management or other disciplines having relevance to the development objective;
- Professional experience in development of strategic plans enhancing resilience to climate change as a decision making personnel in an International Organization;
- Comfortable in dealing with Governmental Organizations, NGOs, private sector and International Organizations
- More than 10 years of experience in project management, as adviser in donor-funded development programmes or as national consultant for agro-industrial projects;
- Fluency in Thai and English language is mandatory.
- Nationality of Thailand.
