JOB PURPOSE

Climate Risk and Early Warning Systems (CREWS) is an initiative launched at the COP21 in Paris as part of the solutions Agenda. The Initiative aims to strengthen multi-hazards early warning systems (MHEWSs) in Least Developed Countries (LDCs) and Small Island Developing States (SIDS). CREWS implementing partners are the World Bank (WB), World Meteorological Organization (WMO) and United Nations Office for Disaster Risk Reduction (UNDRR), through a Special Program managed by the WB’s Global Facility for Disaster Reduction and Recovery (GFDRR). WMO provides Secretariat services, and WB serves as a Trustee.

The CREWS-financed project titled “Reinforcing the capacities of hydro-meteorological services and enhancing early warning systems in Cambodia and Lao PDR (CREWS Cambodia and Lao PDR)” project aims to strengthen and streamline regional and national systems and capacities related to weather forecasting, hydrological services, multi-hazard impact-based warnings and service delivery for enhanced decision-making. It is implemented jointly by all three implementing partners and in close collaboration with the Department of Meteorology (DOM), the Department of Hydrology and River Works (DHRW) and the National Committee for Disaster Management (NCDM) of Cambodia, the Department of Meteorology and Hydrology (DMH) and the National Disaster Prevention and Control Committee (NDPCC), Lao PDR.

WFP Cambodia is seeking to recruit an experienced national consultant to steer coordination of the CREWS Cambodia project activities as well as the EW4ALL activities in the country, including through regular engagement with the designated government counterpart for EW4ALL and other key stakeholders.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Coordinate the implementation of the CREWS project in Cambodia and act as a CREWS focal project focal point for Cambodia. The consultant will work with the WMO Regional Office for Asia and the South-West Pacific and the Project Management Unit of WMO.
2. The consultant will work closely with the Climate and DRM unit, the government EW4ALL focal point and the United Nations Resident Coordinator’s Office (UNRCO) to advance strategic and operational plans during the inception and early stages of the EW4ALL roll-out in Cambodia.
3. Support the government-designated national focal point for EW4ALL in streamlining and promoting the initiative across line ministries, relevant coordination platforms and other channels to gradually strengthen the government’s commitment and buy-in
4. Take the lead in coordinating and engaging with a range of concerned stakeholders, including UN agencies, international and national organizations, the private sector and others, as part of the long-term process to harmonize and develop EWS initiatives in the country under the common EW4ALL umbrella.

OTHER SPECIFIC POST REQUIREMENTS

1. Coordinate the CREWS initiative in Cambodia, including liaising with government counterparts, and project partners, under the guidance of WMO in the Regional Office for Asia and the South-West Pacific and Headquarters.

2. Provide support to the UNRCO on the following tasks:

1. Stakeholder mapping of national actors (government, UN, NGO, etc.) and existing coordination mechanisms pertaining to EWS;
2. Organize a national consultative workshop to take stock of existing EWS mechanisms in the country, gaps and challenges, and set up coordination mechanisms for EW4All moving forward;
3. Translate the outcomes of the national consultation workshop on EW4ALL into a gap analysis and engage key stakeholders to produce a national roadmap for EW4ALL 2024-2027, ensuring alignment across the main four pillars and the global EW4ALL strategy and plans;
4. Upon UNRCO’s request, support any further actions towards advancing the EW4All initiative in Cambodia

3. Liaise with the Regional Offices of pillar lead agencies (UNDRR, WMO, ITU, IFRC) as required to facilitate streamlined communication across the RCO, country officials and pillar lead agencies for the implementation of EW4ALL in Cambodia.

4. Harmonize communication and coordination channels between agencies and the government EW4ALL focal point related to any relevant EWS initiatives under the broader umbrella of EW4ALL in Cambodia.

5. Raise awareness and promote advocacy for the EW4All initiative at the country level and among the UN Country Team, including by sharing information products, organizing meetings and other activities

6. Together with WFP management, RCO, pillar leads, national focal point and relevant stakeholders, work towards defining long-term EW4ALL priorities, strategic goals and implementation plans, including through alignment with concurrent EWS efforts such as CREWS, WFP/FAO’s anticipatory action plans and others.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION AND WORK EXPERIENCE

An advanced university degree in natural resources management, environmental science, meteorology/atmospheric science, hydrology, or a related field with a minimum of 2 years of postgraduate professional experience on climate resilience, climate change adaptation, disaster risk management, natural resource management is required. Or a first-level university degree in environmental science, meteorology/atmospheric science, hydrology, or a related field with a minimum of 4 years of postgraduate professional experience on climate resilience, climate change adaptation, disaster risk management, natural resource management.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Experience working on Early Warning Systems is an advantage.
• Prior experience working directly with government entities, UN agencies and/or non-governmental organizations on issues relevant to EWS and/or climate change adaptation/resilience is required;
• Experience in national policy and/or program development support, strategic planning or related work demonstrating a track record of engagement with the national government is desirable;
• Demonstrated experience in event planning, workshop facilitating, report writing, proposal development and program cycle management is desirable;
• Demonstrated experience in managing development-related project/s. Experiences in projects on climate-change adaptation, disaster risk reduction, and early warning systems would be an advantage

KEY COMPETENCIES

Programme Lifecycle & Food Assistance: Displays ability to identify the main hunger problem at the national or subnational level to design and implement context-specific programmes that integrate complex analysis and the full range of food assistance tools.

Transfer Modalities (Food, Cash, Voucher): Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.

Broad Knowledge of Specialized Areas (Nutrition): Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.

Emergency Programming: Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches.

Strategic Policy Engagement w/Government: Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

LANGUAGE: Native Khmer and fluency (level C) in English
