Title: National Contractor: Strengthening Maternal Nutrition program in Indonesia

Type of Contract: Individual Contractor

Duration: 18 April 2022 – 31 March 2023 (11.5 months full-time)

Duty Station: Jakarta

How can you make a difference?

BACKGROUND:

Despite rapid economic growth in the last few decades, maternal and child malnutrition remains a public health challenge in Indonesia. Nearly half (49%) of pregnant women suffer from anemia and almost one in five are thin (Riskesdas, 2018). It is well established that the nutritional status of pregnant women has strong influence on their pregnancy and birth outcomes, with anemic and malnourished pregnant women having a higher risk of giving birth to low-birth-weight babies, which leads to stunted growth of the offspring. Anemic pregnant women also have a higher risk of hemorrhage during labor, which increases the risk of maternal mortality.

The Indonesian government has implemented various programs to improve maternal nutrition during pregnancy, which includes provision of daily Iron and Folic Acid (IFA) tablets during pregnancy, food supplementation in the form of high energy biscuits or dried rations, along with counseling during the antenatal care for pregnant women. However, the coverage and compliance of these programs remain low. Evidence has suggested that the low coverage and compliance of maternal nutrition programmes might be due to inadequate counseling from health workers, low awareness of the benefit of maternal nutrition services, and lack of program monitoring and evaluation.

In response, UNICEF has initiated the efforts to strengthen maternal nutrition programs in Indonesia by implementing a relevant landscape analysis and a situational assessment on Mother Support Group (MSG) platform. The landscape analysis was designed to assess the current policy and programmatic context, and the barriers and enabling factors of maternal nutrition programmes, particularly in the context of COVID-19 pandemic. The situational analysis on MSG platform was designed to understand its implementation and develop recommendations to strengthen the platform. Based on those studies, UNICEF aims to support the government in developing strategies and recommendations to strengthen maternal nutrition interventions. Furthermore, UNICEF has agreed to support the government to design an innovative and evidence based SBCC (Social Behavioural Change Communication) strategy on maternal nutrition as part of the efforts to generate demand on maternal nutrition program in Indonesia. To support these initiatives, UNICEF Indonesia is seeking a national consultant with experience in maternal/women’s nutrition program to support the government and relevant stakeholders in implementing the activities.

SCOPE OF WORK:

The consultant will be requested to support UNICEF maternal nutrition programmes in close coordination with the government and other key stakeholders, with a specific focus on the following:

1. Support high-level advocacy and coordination with the government and other key stakeholders in the development and implementation of recommendations and strategies to improve maternal nutrition in Indonesia

2. Support the modeling of MSG in Aceh province

3. Support the government and UNICEF partners in the development of Social Behavioral Change Communication intervention strategy on maternal nutrition
