How can you make a difference?

BACKGROUND:

Indonesia showcases a prime example of the triple burden of malnutrition. While the prevalence of undernutrition and micronutrient deficiency remains high, overweight and obesity are increasingly common problems in Indonesia. According to 2018 National Basic Health Research Survey, approximately 24% of primary school children are stunted, 27% are anemic, and 20% overweight or obese. Similarly, around 25% of adolescents aged 13-18 years are stunted, over 30% are anemic, and 15% overweight or obese. Therefore, interventions to address the triple burden of malnutrition are urgently required particularly for primary school children and adolescents.

Since 2017, UNICEF supported the Government of Indonesia in developing and implementing school-based nutrition intervention program. The program comprised of three components, including the Weekly Iron-Folic Acid Supplement (WIFS) provision for female adolescents; multisectoral nutrition education, and communication for behavior changes. The program yielded remarkable results including a significant increase in adolescents’ nutrition knowledge, WIFS consumption, healthy eating especially consumption of vitamin A-source vegetables and fruits, as well as physical activity.

Based on these promising results, in 2020 the Ministry of Health (MoH), Ministry of Education and Culture (MoEC), and Ministry of Religious Affair (MoRA) made a policy decision to scale up the program under the Sekolah/Madrasah Sehat (Healthy School/Madrasah) nationwide. This entails the need for strengthening multisectoral coordination, capacity of service providers to deliver quality interventions, and monitoring and evaluation of the program. Against this backdrop, UNICEF Indonesia seeks a national consultant to provide technical support to the three ministries in rolling out of the Sekolah/Madrasah Sehat Program.

SCOPE OF WORK:

The consultant will be requested to

1. Provide technical assistance to the MoH, MoEC and MoRA in developing policies, guidelines, and regulation to implement the nutrition components of Sekolah/Madrasah Sehat programme.

2. Support the MoH, MoEC and MoRA in facilitating socialization, capacity building, implementation, monitoring, and evaluation of the school age children and adolescent nutrition components of Sekolah/Madrasah Sehat program at national and sub-national.

3. Provide technical assistance to all UNICEF field offices regarding the implementation of nutrition components of Sekolah Sehat/Madrasah programme, including performing field visits to UNICEF focus provinces/districts and serve as the focal points for coordination between UNICEF field offices and multisectoral government agencies.

To qualify as an advocate for every child you will have…

- Bachelor’s degree in public health or nutrition sciences with a minimum of 10 years of relevant experience in school-age children and adolescent health and nutrition programme; or master’s degree in public health or nutrition with a minimum of 5 years of experience in school-age children and adolescent health/nutrition programme

- Have strong communication and advocacy skills

- Experience of working with UKS/M (Usaha Kesehatan Sekolah/Madrasah) national committee or multisectoral government who implement the school- age children and adolescent health programme will be an advantage

- Have experience working with UN agency

- Fluency in English
