Title: National Contractor for acceleration of malaria elimination in three endemic districts in Papua

Duty Station: District Health Office of Yapen, Waropen and Asmat

Type of Contract: Individual Contractor - Special Service Agreement

Duration: October 2020 – December 2020

BACKGROUND:

Indonesia has set a malaria elimination target by 2030. While malaria is disappearing or reduced in other areas of Indonesia, it persists in Papua. From the 23 remaining high endemic districts in the country, 15 are in Papua. This province alone contributes to 86% of the national malaria cases. In 2019, Papua reported 216,380 malaria cases. In such a high endemic setting children and pregnant mothers are the most affected.

Since 2018, UNICEF has been providing direct technical assistance to the five highest endemic districts in Papua. Upon request from the Ministry of Health, the support will be expanded to three other districts bearing similar malaria burden: Yapen, Waropen, and Asmat.

UNICEF is hiring three individual consultants to provide close daily technical assistance to the DHO and local governments in Yapen, Waropen, Asmat districts.

WORK ASSIGNMENT and DELIVERABLES

Under the supervision of Health Officer and Specialist (Malaria), the details of work assignment and deliverables are as follows:

Work assignment:

1. Improving enabling environment for malaria control towards elimination through multi-stakeholder collaboration and towards increased budget commitment.

2. Ensuring compliance to standard protocol in malaria surveillance, diagnosis, treatment, and prevention, in community and public and private health facilities, including integrated malaria program (malaria in pregnancy program and integrated management of childhood illness).

3. Facilitating capacity improvement of malaria program management towards malaria elimination including fostering innovations.

4. Ensuring successful LLIN campaign and initiate adjustment of local vector control based on REA result.

5. Ensuring the continuation of malaria services during COVID-19 pandemic and the implementation of Head of PHO circular letter related to Basic Essential Health Service during COVID-19 pandemic.

Deliverables:

  • Situation analysis on (1) enabling environment including local regulation, multi-stakeholder coordination, and local budget commitment (2) coverage of standard intervention (surveillance (including Active Case Detection by Village Malaria Workers), prevention, and diagnosis and treatment in community and health facility (public and private). Analysis also to be done by puskesmas area, by village, and by population characteristics. (3) program management including data quality, malaria logistics, and cross-program collaboration (4) LLIN campaign implementation and (5) situation of essential health services

  • Monthly progress report.

    To qualify as a champion for every child you will have…

    • Medical practitioner or degree in health or health related subjects.

    • Experience with government, health systems and administration regulations

    • At least 2 years of experience in the field of public health.

    • Experience in malaria control a preference

    • Experience in Papua or Eastern Indonesia is an advantage

    • Pro-active and resourceful, good communication skills in negotiating and liaising with counterparts and partners.
