Scope of Work:

The new Minister of Education is committed to promote the adoption of the National Strategy on Parenting Education as a Government Decision, which is the most suitable option, given that the strategy is cross-sectoral. The intention of the Minister is to have the revised draft ready in March 2023. A technical team of the MoE has prepared a consistent set of feedback against which the revisions should be focus on a) the policy and legal context of the strategy and correlations with parenting education and b) the strategy directions revisions and the development of a corresponding action plan including all relevant line ministries.

The policy consultant to be selected is expected to contribute to the revision of the policy and legal context of the national strategy on parenting education and its correlations with parenting education and “Educated Romania” strategy.

Work Assignment

Technical assistance for the revision of the National Strategy on Parenting Education and its corresponding action plan

• Sections of the draft National Strategy with the legal and policy context of the strategy updated.

• Draft of Strategy restructured to be compliant with the requirements of the Government Decision on the development of national policies.

• Draft of Strategy edited to exclude irrelevant information or redundancies.

• Any other deliverable as requested by the supervisor

•Draft action plan developed.

Inputs for the development of the national strategy on school desegregation and its corresponding action plan

To qualify as an advocate for every child you will have…

Minimum Qualifications required:

  • Education : PhD in education, sociology or other related field
  • Minimum 10 years of experience;
  • Track record of experience with policy development and policy analysis;
  • Professional work experience in project management;
  • Previous work experience with an international organization is an asset.

• Fluency in Romanian is a must; English is an asset

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
