Background

UNDP receive resources from the Government of Japan to support 12 policy dialogues and workshops for economic sector management for improved service delivery. The Revitalized Agreement on the Resolution of Conflict in South Sudan created the economic cluster comprising of ministries, departments and agencies dealing with economic issues under the Revitalized Government of National Unity (RTGoNU).

UNDP and the Office of the Vice President dealing with economic cluster work together to strengthen economic management and enhance capacities. Using resources from the Government of Japan, the economic cluster would like to conduct 12 policy dialogues on the following topics:

  • Assess the impact of Oil exploration on environment, human and agriculture output in South Sudan.
  • Efficient resource mobilization and management strategies.
  • Investment Acceleration Program: Identification of opportunities and challenges in South Sudan.
  • Economic Reforms: structural, fiscal and, infrastructural reforms.
  • Mining prospects in South Sudan: Opportunities and challenges.
  • Tourism and hospitality prospects in South Sudan.
  • Attitudes towards work: A comparative Study of South Sudan, Uganda, and Rwanda.
  • Operationalization of youth and women enterprise funds: opportunities and challenges
  • Budget execution and performance in South Sudan.
  • Monetary Policy of Implementing Inflation targeting.
  • Labor Market Performance: Employment and Unemployment in South Sudan.
  • Pension Scheme in South Sudan: Understanding Issues and Dynamics.

With support from UNDP and the Government of Japan, the Office of the Vice President would like to recruit consulting firm that will be working closely with economic cluster team under the leadership of the Chairman of Economic cluster. The firm should be considerate of expertise required to deliver on the assignment when responding to the ToR.

Duties and Responsibilities

Scope of Work:

The consulting firm in close collaboration with the Office of the Vice President economic cluster secretariat will carry out the following:

  1. Provide a consultant per topic to prepare a presentation during the session and a moderator to moderate the discussions. Each consultant at the end of the workshop will prepare a report with clear recommendations for action. Each policy dialogues will have about 70 participants at most.
  2. Hire a venue and provide necessary services during the event.
  3. Provide basic equipment and accessories for conduct of policy dialogues.
  4. Provide transport to attendees.

The consulting firm reports to the Chairman of Economic cluster and work closely with the Office of the Vice President.

Timeframe and expected outcomes

Each month, the Office of the Vice President will conduct two policy dialogues. The firm will do a full documentation of the dialogues including writing reports.

Facilities to be provide by the Client

Office of the President shall provide.

  • Issue all such instructions as may be necessary or appropriate for the prompt and effective implementation of the services.
  • Provide adequate office space, relevant documents necessary to enable the consulting to perform the services effectively and efficiently; and
  • Provide counterpart staff to work with the Consulting with a view to transfer knowledge to the concerned staff.
  • Draft and share letters of invitation for the forum

Competencies

Required Skills and Experience:

  • At least five years of professional experience in relevant subjects
  • Ability to analyze and synthesize relevant information to the benefit of the organization.
  • Ability to meet deadlines and prioritize multiple tasks.
  • Initiative, resourcefulness, timeliness.

  • Demonstrates strong communication skills and persuasiveness in presenting, negotiating, and resolving complex issues, both orally and in written in English.

Language:

  • Fluency in English, both oral and written, is required.

Terms of Payment:

The consulting firm will be paid on a lump sum basis subject to completion of agreed tasks as follows:

  • Submission of inception report (20%)
  • Submission of revised reports (50%)
  • Submission and acceptance of final reports (30%)

Selection Criteria:

  • Educational Qualifications (10 Marks)
  • Experience working in English language for a similar assignment in a similar context in South Sudan or in a post conflict experience (10 Marks)
  • Proven and experience/satisfactorily implementation of similar assignment in the past (50 Marks)

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

Financial Evaluation - Total 30% (30 points).

Institutional arrangement:

The Consulting will work under the close guidance of the chairman of economic secretariat in the Office of the Vice President in charge of economic.

Duration of the work:

The expected duration of this assignment starts date of 25th September 2021 and planned to be completed by 24th March 2022. The selected consulting firm will be a South Sudan based firm for easy implementation of the consultancy.

  • At least master’s degree in related field for a subject matter expert.
  • Experience five years in a similar assignment.
  • Experience in the region and South Sudan.
  • Excellent command of the English language
  • Superior writing skills.
  • Ability to analyze and synthesize information; sensitivity to nuance and the ability to think and write analytically.
  • Ability to clearly and concisely express ideas and concepts in written and oral form. Excellent ability to set priorities and manage time.
  • Ability to effectively grasp and incorporate comments.
