Project Context and Scope

The International Organization for Migration (IOM) in Turkmenistan is implementing the regional project “Comprehensive Action Plan for Afghanistan and neighboring countries” which aims to provide comprehensive support to Afghan citizens residing in Turkmenistan with a focus on expanding the socio-economic opportunities of women and girls from among the Afghan and local communities to ensure long-term sustainable development at the local level. Within the framework of this project, training workshops are planned for decision-makers, planning specialists, and technical experts from local administration and local self-government bodies, as well as other relevant stakeholders, on sustainable water conservation and the rational use of water resources on pasture and irrigated lands. These activities aim to enhance participants’ knowledge and practical skills in climate-resilient development and local-level climate change adaptation through the study and application of effective traditional and innovative technologies for the conservation, abstraction, and use of water resources.

National consultants will work closely in coordination with IOM project management team and other stakeholders to ensure the successful implementation of this assignment.

Duty Station of the Consultancy: Lebap, Turkmenistan.

Duration of Consultancy: 2 months (March - April 2026).

Qualifications

Education

  • Professional education in agriculture, environment protection, hydrology, agroecology, or related sciences.

Experience

  • At least five years of relevant work experience in environment protection or agriculture.
  • Previous experience in developing and conducting seminars and/or workshops in water conservation and ecology.
  • Good understanding of international and regional climate change processes and sustainable development.
  • Advanced understanding of the impact of climate change on environment and human activities, and issues related to adaptation to climate change.
  • Experience of working with government organizations and NGOs.
  • Experience of working with international organizations/agencies is desirable.

Responsibilities

Tasks to be performed under this contract

In accordance with these Terms of Reference, the National Consultants are expected to provide the following services: • Develop training modules covering the application of effective traditional and innovative technologies for sustainable water conservation and the rational use of water resources on pasture and irrigated lands. • Prepare informational handouts and presentations. • Conduct two-day capacity building workshops in Lebap (25 participants). • Design and administer pre- and post-training surveys to assess the knowledge levels of workshop participants. • Prepare and submit a final report on the work done.

Timeframes for Task Completion:

Result 1 - Preparation of training modules, presentations and information handouts for workshop participants (10 working days) Result 2 - Conduction of two-day workshop in Lebap (3 working days) Result 3 - Submission of the final descriptive report on the work done (10 working days after the ompletion of the results 1–2)

Deliverables and Payment Terms:

Each national consultant will be contracted under an Individual Consultancy Agreement for a total of 23 working days, with a one-time payment upon completion of Results 1–2 and after the final descriptive report is approved by the Project Manager in accordance with Result 3.

Performance indicators for the evaluation of results

• Prepared and submitted training handouts materials, training modules, pre/post-tests and workshop agenda. • 70 percent of seminar participants demonstrated improved knowledge on the topics covered by the seminar. • Prepared and submitted a final report on the work done, including the results of the workshop, surveys, participant feedback, and expert observations.
