Background: As part of the OSCE Project “Preventing radicalization in prisons and implementing penitentiary reform”, the POiB will continue supporting the Service for the Execution of Punishment (SEP) in enhancing professional capacity and skills of prison staff. In 2022, the POiB requires the services of an expert experienced in psychological and social sectors of the penitentiary system field. In particular, the POiB will need an expert support to assist the SEP in implementation of the project activities, such as needs assessment of the SEP psychological and social service, development of training modules, conduction of training sessions for SEP psychologists and social workers and information sessions for SEP administration and SEP Training Centre trainers, development of a manual for penitentiary psychologists and social workers. The expert required by the POiB will need to contribute to the organisation of abovementioned capacity building activities in quality of trainer and moderator. The duration of the contract is 30 working days from 01/06/2022 to 15/11/2022.

Objective of Assignment:

  1. In quality of expert in psychological and social sectors of the penitentiary system, to support SEP in conduction of case study and needs assessment of the penitentiary psychological service;
  2. To develop training modules and a manual for penitentiary psychological service;
  3. To provide expert support in implementation of capacity-building and awareness-raising activities aimed at enhancing the professional capacity of SEP psychologists and social workers.

Tasks and Responsibilities: Under the overall supervision of the Project Manager, the successful candidate will be tasked with the following duties:

Task1: Participate in quality of expert on penitentiary psychology and social affairs in activities organised by the POiB:

  • Provide expert support during conduction of a case study and needs assessment of the SEP psychological and social service;
  • Develop training modules for training sessions for SEP psychologists and social workers;
  • Develop and present a manual on work of the penitentiary psychological and social sectors
  • Provide a final report with recommendations on further development of the penitentiary social-psychological service.

Task 2: Inform the Project Manager on all developments in the areas of penitentiary psychology and social affairs and organize meetings with relevant stakeholders if necessary or requested by the project manager or project staff.

Task 3: Participate in quality of expert and trainer on penitentiary psychology and social affairs in activities and events organised by the POiB:

  • Provide expert support during the preparation and conduction of professional development courses for SEP psychologists and social workers;
  • Provide expert support during the preparation and conduction of information sessions for SEP Training Centre trainers and SEP administration;
  • Provide expert support during the preparation and conduction of a final conference on the achievements and perspectives of the SEP psychological and social service.

The Expert Consultant is responsible for the timely and professional production of project deliverables, established in these Terms of Reference. The Expert Consultant will be instructed as to the specific substance of the deliverables, to be discussed with Head of Human Dimension Department, to ensure the highest quality products possible.

The expert will be working from home and will organize necessary events and meetings at the designated places.

Necessary Qualifications:

  • University degree in social affairs, psychology, or other related fields (post-graduate degree is an asset);
  • Minimum 3 years of professional experience in the social and/or psychological sectors;
  • Knowledge of the national criminal law legislation;
  • Proven experience in developing analytical reports, articles, training modules and manuals in the field of social affairs or psychology;
  • Proven experience in organising training sessions, conferences, roundtables, information campaigns, and other public events related to psychological or social sectors of the penitentiary system;
  • Experience in the field of penitentiary system is an asset;
  • Knowledge of training methods, ability to organise, conduct and moderate joint events for different audiences;
  • Ability to work in a team with other trainers and experts;
  • Ability to use online platforms (Zoom, Google meets) and Microsoft Office (Power Point, Excel);
  • Professional fluency in Russian language, both oral and written.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
