BACKGROUND AND OBJECTIVES OF THE FUNCTION South Sudan has suffered more than three decades of civil wars until signing of the Comprehensive Peace Agreement in 2005 and attained of her independence in 2011. Irrespective of the attainment of independence, the country continues to face pockets of protracted conflict since December 2013 and by July 2016 the crises had affected over 7 million people accounting for over 2 million refugees in neighboring countries and 1.9 million internally displaced persons (IDPs) with associated multiple outbreaks of communicable diseases and famine. This never-ending war has affected the human skills development through quality education and in-services capacity building at individual level and the country at large. There is a large gap in availability of a significant pool of health professionals from which the SSD Ministry of Health can obtain competent health system and services experts to plan, implement and manage well the health services support and delivery systems. As a result, there is poor coordination of services and low uptake/implementation of essential lifesaving and high impact interventions. Therefore, WHO is seeking to recruit national consultants that will support operational planning, health sector coordination and supportive supervision at the State and County levels (including Boma Health Initiative). Four States – Western Bah elGhazal, Eastern Equitoria, Central Equitoria and Jonglei- will benefit from this support from WHO.

DESCRIPTION OF DUTIES Under the Technical guidance of the Project Manager (PHC) and the overall Supervision of Coordinator (Startegic Health policy & Planning), The national consultants that will support operational planning, health sector coordination and supportive supervision at the State and County levels (including Boma Health Initiative).

Key Roles and responsibilities includes:

· Provide technical assistance and participate in the national operational

planning process with other national facilitators.

· Provide technical guidance and support the operational planning process for

selected States and Counties.

· Ensure all operational plans are aligned to the Health sector strategic plan

and the Health systems stabilization and recovery plan.

· In collaboration with the WHO State coordinators, State MoH and Partners,

plan and facilitate the health sector coordination meetings organized monthly

at County levels and quarterly at State levels.

· Plan and support supportive supervisions within the supported states · Support the States and Implementing Partners to create an enabling

environment for smooth and effective implementation of program activities

including the Boma Health Initiative.

· Provide technical reports monthly and quarterly highlighting all the activities

implemented during the period

· Perform any other related duties, as required by your functional supervisor.

REQUIRED QUALIFICATIONS Education Essential: · University degree in medicine, public health or health management Desirable: · Master’s in public health or related field will be an added advantage Experience

Essential: · At least five years' relevant experience working at national MOH or state

level supporting healthcare coordination activities including program

management, supervision, monitoring and evaluation of health programs,

and writing program or institution reports.

Desirable: · Prior humanitarian working experience with International nongovernmental

organization, health partners or donors is an asset

· Experience in organizing coordination meetings or events with good report

writing skills.

Use of language skills. Essential: Excellent knowledge of spoken and written English

Specific skills required: · Good planning and organizational skills with proven ability to facilitate

dialogues between partners for consensus building.

· Computer skills with some degree of developing good presentation · Good communication skills involving liaising with different partners on

different health interventions that require their support.
