Background:

The OSCE Programme Office in Dushanbe (hereinafter - the Office) supported the victims of domestic violence (DV) in the family since 2003 via the Office – supported Women’s Resource Centres in all the regions of Tajikistan. However, small efforts were put to work also with DV perpetrators to change their attitudes and behavior, which could prevent further violence in the families and ensure protection of DV victims of other family members. In 2020, the Office supported the development of a correction programme for DV perpetrators with the support of an international consultant, based on the analysis of the national legal framework, a survey of Tajikistan’s existing practices, as well as on a survey of best international practices of 12 countries. At present, the draft correction programme goes through the revision process by relevant government structures, members of the inter-ministerial Working Group on Improvement of Legal Acts to Eliminate Gender Stereotypes, Protection of Women’s Rights and Prevention of Violence in the Family, established under the Executive Office of the President of the Republic of Tajikistan.

In the last quarter of 2021 and beginning with February 2022, in cooperation with the local authorities, the Office has been supporting the piloting of correction programming for DV perpetrators in the existing consultation room, established in Levakand district of Khatlon region, by hiring two experts (a psychologist and a social worker) who currently work with DV perpetrators. The Office is further planning to continue piloting the correction programme by establishing and staffing new consultation rooms in all the regions of Tajikistan, i.e. Dushanbe, Khujand, Gharm, Khorog.

Objective of Assignment:

The Office seeks the services of social workers to work in the consultation rooms planned to be established by the Office in Dushanbe, Khujand, Gharm, Khorog, and more specifically: (i) To conduct individual and group consultations for the DV perpetrators, addressing their social needs, which create barriers for them to change their behavior in the family; (ii) To work closely with other relevant structures using a comprehensive approach to deal with DV cases in order to prevent violence in the families and protect DV victims and other family from further violence.

Duration of Assignment:

The consultant will be hired for the period of 10 months depending on availability of Consultation rooms. Maximum quantity of working days must not exceed 144. Starting date TBD.

Tasks and Responsibilities:

Under the supervision of Project Manager, the National Consultant will be responsible for the following:

  1. Registration of DV perpetrators, thoroughly analyzing and defining the DV cases and filling them;
  2. Defining the perpetrators needs and based on that creating individual plans for the perpetrator to receive the services in the center;
  3. Defining social problems and needs of DV perpetrator and referring the perpetrators to relevant structures and available social services to resolve social problems;
  4. Keep the information received from the perpetrators confidential;
  5. Cooperation with relevant government bodies and public organization in Levakand district such as: Department of MIA, Women and Family Affairs Unit, Agency of adult learning, Agency of employment, Women Resource Centers, entities working with children, Department of education, hospital and medical centers in Levakand;
  6. Referring the DV victims to relevant support services;
  7. If needed and agreed with perpetrator to visit the family and get additional information about the family situation;
  8. Coordinate the work of consultation room’s staff and make sure that all the consultation are conducted according to the plan (individual and group sessions);
  9. Reports on monthly basis on the work done and analysis of the DV trends in the district; lessons learnt and recommendations;

DV project is planning to support Consultation rooms in Dushanbe, Khujand, Gharm and Khorog, therefore the workplace of consultants will depend on the location of the Consultation room.

Deliverables:

• Registration files, individual plans for perpetrator and schedules; • Social individual and group consultations with DV perpetrators, to define their needs and problems; • Monthly reports.

Necessary Qualifications:

  • University degree in sociology and trainings on working with DV perpetrators and victims;
  • Minimum 10 years of work experience as a social worker;
  • Experience in providing psycho- social consultation for DV perpetrators to define the DV case, problems and needs of perpetrator;
  • At least 2 years of work experience in the sphere of perpetrators correction programme, specialized in violence in the family;
  • Strong cooperation with local government and public organization;
  • Strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions, make recommendations and to prepare well-written reports in a timely manner;
  • Demonstrated capacity to work independently;
  • Immediate availability for the period indicated;
  • Knowledge of Tajik and Russian is a must;
  • Computer literate with practical experience using Microsoft applications;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
