Background:

The OSCE Programme Office in Dushanbe (hereinafter - the Office) supported the victims of domestic violence (DV) in the family since 2003 via the Office – supported Women’s Resource Centres in all the regions of Tajikistan. However, small efforts were put to work also with DV perpetrators to change their attitudes and behavior, which could prevent further violence in the families and ensure protection of DV victims of other family members. In 2020, the Office supported the development of a correction programme for DV perpetrators with the support of an international consultant, based on the analysis of the national legal framework, a survey of Tajikistan’s existing practices, as well as on a survey of best international practices of 12 countries. At present, the draft correction programme goes through the revision process by relevant government structures, members of the inter-ministerial Working Group on Improvement of Legal Acts to Eliminate Gender Stereotypes, Protection of Women’s Rights and Prevention of Violence in the Family, established under the Executive Office of the President of the Republic of Tajikistan.

In the last quarter of 2021 and beginning with February 2022, in cooperation with the local authorities, the Office has been supporting the piloting of correction programming for DV perpetrators in the existing consultation room, established in in Levakand district of Khatlon region, by hiring two experts (a psychologist and a social worker) who currently work with DV perpetrators. The Office is further planning to continue piloting the correction programme by establishing and staffing new consultation rooms in all the regions of Tajikistan, i.e. Dushanbe, Khujand, Gharm, Khorog.

Objective of Assignment:

The Office seeks the services of psychologists to work in the consultation rooms planned to be established by the Office in Dushanbe, Khujand, Gharm, Khorog. More specifically, the hired psychologists are expected to provide individual and group psychological consultations to the DV perpetrators and their family members, in order to promote conscious change in perpetrators’ attitudes and behavior, and, subsequently, prevent violence in the families and ensure protection of DV victims and their family members from further violence.

Duration of Assignment:

The consultant will be hired for the period of 10 months depending on availability of Consultation room. Maximum quantity of working days must not exceed 144. Starting date TBD.

Tasks and Responsibilities:

Under the supervision of Project Manager, the National Consultant will be responsible for the following:

  1. Preparing lesson plans and learning materials for the individual and group sessions;
  2. Learning and analyzing perpetrators’ portfolio and based on the DV case developing individual tailored lesson plan for the perpetrators;
  3. Conducting meetings with other expert of the Consultation Room to get more information about the perpetrator, to discuss the referral of the perpetrator and support services for the victims;
  4. Providing expert assistance to the specialists of the Consultation Room in Levakand district on the issues of correcting the behavior of the aggressors;
  5. Providing psychological counseling to the perpetrators who are referred to consultation room by relevant government entities and self-referred, individually and in groups, as needed;
  6. Defining the addicted perpetrators and perpetrators with psychic problems and referring them to relevant institutions prior correction programme involvement;
  7. Staying in contact via e-mail and phone with the social worker to get information about the schedule and portfolio of the newly referred perpetrators;
  8. Submission of monthly reports on the work done, to include a disaggregation of the types of provided psychological services and the work plan for the coming month;
  9. Participating in the zoom meetings with the OSCE team if required.

Deliverables:

  • Psychological individual and group consultations provided for the perpetrators of the violence in the family;
  • Programme and lesson plans developed;
  • Monthly reports on the work done submitted.

Necessary Qualifications:

  • University degree in psychology and trainings on working with DV perpetrators and victims;
  • Minimum 10 years of work experience as a practitioner psychologist;
  • Experience in providing psychological consultation for DV perpetrators to change their behavior;
  • At least 5 years of work experience in the sphere of perpetrators correction programme, specialized in violence in the family;
  • Experience in developing correction programme for the perpetrators of violence in the family;
  • Strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions, make recommendations and to prepare well-written reports in a timely manner;
  • Demonstrated capacity to work independently;
  • Immediate availability for the period indicated;
  • Knowledge of Tajik and Russian is a must;
  • Computer literate with practical experience using Microsoft applications;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
