Purpose of Activity/Assignment:

UNICEF Myanmar seeks to bring the missing voices of adolescents and young people to the table, so that children themselves are agents of change, and so that their views are routinely contributing to Myanmar’s policy making process. To do this UNICEF Myanmar established U-Report in August 2016, an innovative social messaging tool. U-Report is a digital platform used to reach and engage the community. It is built on the open source software RapidPro and launched with the aim to leverage the increasing availability of mobile and digital technology by providing information, monitoring and influencing behaviour and integrating the voices of communities for social change in development and humanitarian contexts. Since March 2020, youth engagement work by UNICEF Myanmar faced a number of challenges, firstly -changes in Facebook’s messaging policy, secondly- Covid-19, and lastly military take over in 2021. Above mentioned challenges and protracted crises happening in the country indicates that we need to engage and empower young people more than ever. Young people have also been a critical voice in advocating for human rights and justice. They care about many issues but both formal and informal spaces for young people to participate in the issues that matter to them have shrunk significantly. To counter this, UNICEF in Myanmar must explore more creative approaches and initiatives to provide space for young people to participate and to empower them. Therefore, APC would like to hire a National consultant for Youth engagement, aged 20 to 27 years, to support the expansion of UNICEF MCO’s youth engagement work by developing creative ways and strategies to mobilize young people as change makers.

Scope of Work:

In close collaboration with the U-Report Task Force and UNICEF Program Sections, and under the supervision of the Chief of APC and Communication Officer, the national consultant will: - To support the development and implementation of the Youth Engagement Strategy - To assist UNICEF programme colleagues in terms of youth engagement when needed - To support youth engagement part of UNICEF Advocacy Strategy in different stages eg- planning, consultation etc - To identify key and effective partners who can help UNICEF Myanmar’s youth engagement objectives and maintain relationships with key partners - To manage Rapid Pro software and analyse the data (voices of young people) to share with respective programs and organizations - To strengthen the youth Task Force

- To build trust and maintain good relationship between volunteers from U-Report Myanmar Task Force and UNICEF - To provide necessary support in launching of key advocacy events of UNICFE by engaging and empowering U-Reporters

Duty Station:

Home-based/ Remote.

Travel Requirements: The consultant may travel to some parts of the country to facilitate/support trainings for young people or to support youth engagement activities.

Description of Assignment:

Task 1:

Youth Mobilization: Taskforce Strengthening

• Enhance the capacities of U-Report Myanmar's Taskforce members. • Coordinate monthly meetings for the youth taskforce. • Recruit new volunteers for the taskforce. • Identify and scout talent for focal points in Magway, Kayin, and Kachin. • Collaboratively develop a capacity-building plan through consultation with the taskforce. • Take the lead in implementing the capacity-building plan.

Deliverable 1:

• Enhanced capacity of U-Report Myanmar's Taskforce members. • Monthly youth taskforce meetings organized. • Recruitment of new volunteer taskforce members. • Identified and nurtured talent for focal points in Magway, Kayin, and Kachin. • Collaboratively developed and implemented a capacity-building plan for the taskforce.

Timeline: By 2nd week of February 2024

Task 2: Support for UNICEF Advocacy and Programme Implementation

• Collaborate with young people to organize consultations for UNICEF Advocacy Strategy and planning. • Support in organizing follow up advocacy skills training • Facilitate in forming youth advocacy Task Force • Disseminate information on mental health and climate change to youth through chatbots, poll questions, and various media. • Provide support to program colleagues from UNICEF in terms of youth/U-Reporter engagement. • Facilitate the participation of adolescents and young people in various UNICEF Program activities. • Support youth-led activities for green skill awareness by working with the Health Section and Emergency section • Support the green skill youth task force, especially for El Nino awareness activities. • Coordinate a partnership between the Green Skills taskforce and UN agencies. • Support in organizing follow-up green skills training

Deliverable 2:

• Collaborative organization of consultations for UNICEF Advocacy Strategy and planning with young people. • Dissemination of mental health and climate change information to youth through chatbots, poll questions, and various media. • Support provided to UNICEF program colleagues in terms of youth/U-Reporter engagement. • Facilitation of adolescents and young people's participation in various UNICEF Program activities. • Supported youth-led activities for green skill awareness. • Supported the green skill youth taskforce in El Nino awareness activities. • Partnership between youth green taskforce and UN agencies facilitated. • Training on green skills organized well

Timeline: End of April 2024

Task 3: Building and Maintaining Effective Partnerships

• Identify and compile a list of new Key Opinion Leaders (KOLs) and talents. • Forge partnerships with Falcon E-Sports and other E-sports teams. • Collaborate with an Autism school to enhance engagement within the Autism Youth community. • Establish new partnerships with Doh Eain. • Engage closely with the U-Report global team and stay updated on U-Report platforms. • Collaborate with UNICEF program sections, UN agencies, and NGOs to promote meaningful participation of adolescents and young people. • Participate in monthly U-Report global calls and webinars. • Foster trust and friendship between Task Force volunteers and UNICEF Myanmar.

Deliverable 3:

• Identified and listed new Key Opinion Leaders (KOLs) and talents. • Established partnerships with Falcon E-Sports and other E-sports teams. • Enhanced engagement within the Autism Youth community through collaboration with an Autism school. • Established new partnerships with Doh Eain. • Close engagement with the U-Report global team and updated knowledge on U-Report platforms. • Collaboration with UNICEF program sections, UN agencies, and NGOs to promote meaningful participation of adolescents and young people. • Active participation in monthly U-Report global calls and webinars. • Fostered trust and friendship between Task Force volunteers and UNICEF Myanmar.

Task 4: Rapidpro and U-Report Website Data Management

• Manage the Rapid Pro software

• Design poll flows in Rapid Pro. • Generate and report poll results data. • Develop chatbots in Rapid Pro. • Provide technical support for Rapid Pro to the Social Policy Section and other sections upon request. • Liaise with the Rapid Pro global team and IT Chief for troubleshooting. • Perform data cleaning and management as required. • Participate in global knowledge seminars around Rapid Pro. • Revamp the U-Report Myanmar website to make it youth-relevant with blogs, poll results, and other engaging youth content.

Deliverable 4:

Task 5: Development of Recruitment Strategy for U-Report Myanmar

• Assist the communication officer in developing the recruitment strategy for U-Report Myanmar. • Implement the recruitment strategy. • Identify new recruitment channels. • Mobilize the necessary skill-up training for young people to establish U-Report Myanmar as a youth space for every young person.

Deliverable 5:

• Recruitment strategy for U-Report Myanmar developed • Recruitment strategy implemented • One new channel identified and launced. • Mobilized the necessary skill-up training for young people to establish U-Report Myanmar as a youth space for every young person.

To qualify as an advocate for every child you will have…

  • Any Bachelor degree discipline supported by required years of experience in Youth Engagement
  • At least three years of relevant experience in working with young people from different backgrounds
  • Community mobilization, coordination and facilitation experience
  • Planning, Organizing and facilitation of workshops, trainings and meetings
  • Knowledge of U-Report, Youth Policy and youth networks and organizations
  • Fluency in Myanmar is required (oral and written)
  • Knowledge of English language(s) is required

Other essential skills • Highly experienced in messaging software and experience in creating chatbots is a must • Operational experience for Rapid Pro is a must • Communication tactics for the virtual age (Facebook, Viber, YouTube, TikTok, Zoom Meetings etc) is a must • Skilful in Facebook marketing strategies and handling Facebook Developer Application • Focus group discussion moderation and note taking skills will be an asset • Microsoft Window Applications (Doc, PowerPoint, excel etc) • Knowledge of Email, Internet, Office appliances (scanner, copier)

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
