Background

UN Women is the United Nations entity dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide. UN Women supports UN Member States as they set global standards for achieving gender equality and works with governments and civil society to design laws, policies, programmes, and services needed to ensure that the standards are effectively implemented and truly benefit women and girls worldwide. It works globally to make the vision of the Sustainable Development Goals a reality for women and girls and stands behind women’s equal participation in all aspects of life.

In the last few decades, Bangladesh has achieved significant results in social, political, and economic development. With accelerated income growth alongside significant gains in poverty reduction, Bangladesh has become one of the emerging economies of the world. With a projected rate of 5 per cent real gross domestic product (GDP) annual growth in 2021, it is expected to graduate from the UN classification of least developed country (LDC) in 2026. Bangladesh has made significant strides towards gender equality and women’s empowerment. Bangladesh’s Gender Inequality Index (GII) value is 0.537, ranking it 133 out of 162 countries in the 2019 index. The Eighth Five Year Plan puts a special focus on the recovery from COVID 19, preparing Bangladesh for LDC graduation and achieving SDGs. Against this backdrop, UN Women in Bangladesh supports the government implement their commitments to international and national normative standards on gender equality and women’s human rights.

One such commitment stems from the UN Security Council Resolution 1325 (UNSCR 1325), unanimously adopted in October 2000, stressed the importance of the equal participation and full involvement of women in all efforts to maintain and promote peace and security. In the years since, nine additional resolutions on WPS have been adopted. This has created a robust framework for implementing the WPS agenda and has reinforced global commitments, treaties and conventions on women’s rights, including the 1979 Convention on the Elimination of all forms of Discrimination against Women (CEDAW) and the 1995 Beijing Declaration and Platform for Action. Bangladesh played a key role in inspiring UNSCR 1325 and continues to be a champion of the WPS agenda. To deliver these commitments at the national level, Bangladesh launched its National Action Plan on Women, Peace and Security (NAP WPS) in November 2019, to implement the resolutions and monitor the progress of the WPS agenda. Ministry of Foreign Affairs (MOFA) of Bangladesh led the process of formulating and launching the NAP WPS, undertaken through an inclusive and participatory method, and will coordinate its implementation.

UN Women supported the formulation of Bangladesh’s NAP WPS and continues to provide technical support to MOFA in its implementation process, through its regional programme “Empowered Women, Peaceful Communities” to prevent violent extremism and advance the women, peace and security agenda. The NAP WPS is the key tool to transform UNSCR 1325 and other women, peace and security commitments into practical action within and beyond the borders, and it must be implemented and monitored with an inter-ministerial effort through an effective coordination mechanism. The progress of the NAP WPS will be analysed on an annual basis by the administrations concerned, under the direction of a Coordination Group for NAP WPS led by MOFA. In addition to governmental actors, multiple stakeholders play important roles in monitoring and evaluation, sharing their invaluable expertise and vision for a more peaceful and equal society.

Against this background, UN Women seeks to hire a national consultant to support the establishment of the mechanism for effective implementation, monitoring and reporting of the NAP WPS Bangladesh by working closely with the key stakeholders, including the MOFA Bangladesh.

II. Objectives:

To support the establishment of the mechanism for effective implementation, monitoring and reporting of the NAP WPS Bangladesh

Duties and Responsibilities

The consultant will:

  1. Work closely with UN Women and MOFA to support the implementation and gender-sensitive and result based monitoring and reporting of NAP WPS, preparing materials (concept note, agenda, presentation slides and others), and providing facilitation for any planned orientation workshop and follow-up for Inter-ministerial Coordination Group. The consultant may be based in MOFA in order to facilitate close collaboration with relevant key officials.
  2. Conduct a mapping exercise on activities related to UNSCR 1325 as outlined in NAP WPS that are currently taking place by relevant ministries/departments that can be fed into NAP WPS monitoring and reporting mechanism
  3. Finalize the draft templates for planning, monitoring and reporting of NAP WPS by incorporating the feedback from MOFA/the Inter-ministerial Coordination Group, or by consulting relevant tools developed and used by other nations in localizing the NAP WPS in absence of MOFA feedback; include timeline, required data for baseline, how to collect and collate data for reporting, and other necessary coordination.
  4. Support MOFA to develop in-house monitoring and reporting capacity for implementation of NAP WPS as outlined in the action plan document.

Throughout the assignment the consultant shall:

• Report to UN Women and MOFA (UN Wing) at ongoing basis and provide updates on the progress of the assignment

• Consult relevant stakeholders, set and prepare meetings, meeting agendas, facilitate discussions and document the meetings, follow up on and disseminate results and information as needed.

• Prepare written and visual materials to facilitate discussions as required.

V. Supervision and Performance Evaluation:

The consultant will undertake the tasks under the supervision and guidance of the Programme Analyst Women, Peace and Security.

VI. Duration and Work Location:

The consultant will be based in Ministry of Foreign Affairs, Bangladesh and home-based depending on current COVID-19 situation and working for a period of 40 days over a period of two months.

VII. Travel and DSA:

No DSA will be paid at the duty station. If unforeseen travel outside the duty station is required for this assignment, upon prior agreement/approval from UN Women such travel expenses shall be borne by UNWOMEN and the individual contractor/SSA shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s) and actual travel cost.

Required Skills and Experience

Education

- Master’s degree in public policy, international development, international law or other social science field with a focus on gender and women’s rights.

Experience and skills

- At least 3 years of work experience supporting design and implementing initiatives related to international normative frameworks to achieve gender equality including UNSCR 1325 (2000) on Women Peace and Security

- Experience producing analytical reports, briefs, presentations, meeting minutes and supporting documents for stakeholder engagement including government and civil society counterparts. (demonstrate previous experience)

- Experience in developing gender responsive monitoring and reporting tools and templates and training practitioners on their use

- Experience in coordinating and arranging meetings, workshops and events with multi-stakeholder engagement.

Language

• Fluency in written and spoken English and Bangla required.

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, only and any other applicable cost to be incurred by the SSA in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages

Evaluation Method and Criteria: Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as: 1. Responsive/compliant/acceptable; and 2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation; Only candidates obtaining a minimum 70 mark in technical evaluation will be considered eligible for financial evaluation. Technical Criteria for Evaluation (Maximum 49 points out of 70)

The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points (49) will be considered as technically-qualified candidate.
