Background

Foreign, Commonwealth & Development Office (FCDO) supported, Accelerated Sanitation and Water for All (ASWA II) project intervention under GoB-UNICEF WASH project is implementing in 14 districts under 6 divisions of Bangladesh from November 2017 to December 2022 in partnership with Department of Public Health Engineering (DPHE), Directorate General of Health Service (DGHS), Directorate of Primary Education (DPE) and Directorate of Secondary and Higher Education (DSHE) and 5 Implementing Agencies (IAs)/NGOs. The project has already been achieved some tangible progress in ODF certification, promotion of Hand Washing facilities, Water safety plan, WASH in Health Care Facilities and rolling out 3- Star approach in Primary and secondary schools also within the pandemic COVID -19 situation, devastating cyclone Amphan and long staying flood. The progress as of today are summarised below:

  • 1,171 out of 2,480 communities (47% target achieved) verified, certified and declared for ODF.
  • 7 out of 52 union[1] (13% target achieved) claimed as ODF.
  • 130 out of 1,000 communities (13% total target achieved) claimed for water safe community (WSC).
  • 462 out of targeted 740 water points (62% of total target achieved) was installed.
  • Design and Bill of Quantities (BoQs) is being finalized for construction/rehabilitation of 72 schools (primary and secondary) WASH facilities with group handwashing and MHM facilities.
  • Assessment to identify all schools under 52 ASWA II unions for developing Union wide MHM intervention plan completed. Around 144 schools (110 secondary and high secondary and 34 Primary) identified in 24 out of 52 intervention unions.
  • The construction of WASH facilities 15 out of 18 in Health Care Facilities have been completed by the DPHE. All WASH facilities included disable friendly fixtures (ramp, handrails, wide door) and MHM facilities such as cleaning and drying areas for used rag, sanitary pit or low-cost sanitary incinerator.

The project has been mandated to sustain, retain and scaling up the progress for at least one year after declaration of ‘ODF environment’ and ‘WSC’, operation and maintenance (O&M) of WASH facilities installed from FCDO direct support and improved WASH hand hygiene & MHM among the targeted communities, schools and health care facilities (HCF). There found some lacks in concept, perception and clarity of sustainability issues of the wash interventions among implementing partners, strengthening O&M system and Quality control. In an attempt to address this key challenges, strengthening the partner’s capacity, established linkages with latrine producers and sales agent including their capacity building on Sanitation Market System Development (SanMarkS) approach for business expansion, system strengthening for O&M of WASH interventions by engaging relevant stakeholders from local to national level and emphasize quality control of WASH interventions implementation.

Purpose of Activity/Assignment

UNICEF is seeking the services of a national consultant to strengthening institutional capacity building of implementing agencies (GoB and NGOs) key staff regarding sustainability, retention and scaling up for WASH interventions (ODF,WSC, hand hygiene, 3- star approach in Primary and secondary schools and WinHCF), establishing linkages with latrine producers and sales agent including their capacity building on SanMarkS approaches for business expansion and also contribute to the scaling up, strengthening O&M system by engaging relevant stakeholders from local to national level and emphasizing quality control of WASH interventions implementation. The pandemic COVID -19 situation, devastating cyclone Amphan and long staying flood not only slowed down the progress but also overturned the retention rate of the ODF/WSC certified communities. In this connection UNICEF is extending its support to enhancing the progress against new set ASWA II target including additional COVID response activities and continuing retention rate of the WASH interventions through capacity building of sector stakeholders and implementing partners by providing a full-time WASH consultant who will be housed in UNICEF Bangladesh Office, Dhaka.

Under this assignment, the major expected tasks include:

  • Strengthen capacity of IAs key staff, LGIs, WatSan committee, Upazilla DPHE on implementation of the National Protocol for ODF retention through development of ODF declaration, certification verification and monitoring protocol in English and Bangla
  • As recommended by UNICEF HQ/FCDO implementation of the National Protocol on ODF declaration, certification and Monitoring in selected the project Unions/Upazilas/district and get it endorsed by PSB, LGD as national protocol through field testing and supporting IAs to develop their Union ODF declaration plan and supporting the declaration.
  • Capacity building of the staff of the Implementing Agencies (GO and NGOs, sector stakeholders) on SanMarkS and quality assurance of implementation and monitoring and follow up through review and adaptation of training manual on SanMarkS for Latrine Producers (LPs) and Sales Agent in Bangla with ToT and on the job training for sustainability and moving up sanitation and hand washing facilities ladder;
  • Strengthen capacity of the staff of the Implementing Agencies ( Government and NGOs, sector stakeholders) on safe pit emptying services in rural Bangladesh to and quality assurance of implementation and monitoring and follow up through skill development training manual on sanitation safety plan (SSP) for sanitation workers (Pit Emptier/Sweepers) and Latrine Producers in both Bangla and English, ToT and Hands on Training ;
  • Facilitate triggering, declaration, certification of 800 communities for water safe community through refreshers training to IAs frontline staff, DPHE and on the job training (OJT);
  • Facilitate regional TOTs along with UNICEF Zonal officers, DPE, DSHE and IAs to implementation of 3 start approach in 72 primary and secondary schools;
  • Facilitate regional TOTs along with UNICEF Zonal officers, DPE, DSHE and IAs to develop and implement Union wide (24 unions and 144 schools) MHM programme in their schools and eensuring the availability of the MHM programme to be rolled out by all IAs and case study formulated;
  • System strengthen for O&M of WASH facilities by engaging relevant stakeholders (SMC, Teachers, student cabinet, health staff, LGIs, WatSan Committee) from local to national level and emphasizing quality control of WASH interventions implementation through existing O&M Guideline for WASH in school , WASH in HCF and community, ToT and Hands on training (Disinfection, Soak chlorination).

Education/Knowledge/Expertise/Skills required

  • Master's Degree in Civil Engineering, Water and Sanitation Engineering, Environmental Engineering etc. to WASH related development assistance.;
  • At least 10 years’ experience in development field, preferably in the water and sanitation sector;
  • Strong field implementation experience of the water supply, sanitation, faecal sludge and waste management in rural, peri-urban and urban areas in Bangladesh;
  • Have strong and in-depth knowledge and clear understanding in subject matter and different approaches like CLTS, WSP, Sanitation Marketing (SanMarkS);
  • Extensive experience in organizing and facilitating training / meeting /workshop /seminar;
  • Knowledge and information about the local context, capacity of the local NGOs on WASH and capacities of various stakeholders, would be considered an asset;
  • Well convergent with the development programme aspect of water supply and sanitation;
  • Good written and spoken in English;
  • Computer skills especially in word processing, MS Excels, power point is preferred.
