Overview

Provide technical inputs and coordination for urban and climate strategies.

You have:

  • A Masters/An advanced university degree in the fields of urban and climate change/disaster management/environmental policy or a field relevant to urban, climate, environment and DRR
  • Fluency in English (oral and written) is required
  • A minimum of five years of professional experience in urban and climate change, disaster risk reduction (DRR) or related area linked to key basic social service sectors (health/nutrition/WASH/education/child protection/social protection)
  • Experience in working in key ministries / reputed organisations (UN, international and national NGOs) in providing technical leadership and facilitating collaboration among relevant agencies on Urban, Climate Change, Disaster Risk Reduction or related technical area

Purpose of Activity/Assignment:

The purpose of the consultancy assignment is to provide technical inputs and coordination support to the sections and BCO management under the supervision of Chief of WASH section for implementation of the strategies and priority actions on urban and climate change during December 2022 to August 2023 in line with the BCO country programme 2022-2026 and the strategic priority (SP)-3 on urban, environment and climate change under UNSDCF.

Urban: consultant will be responsible to coordinate actions in sub-groups (lead by focal point from lead section for each priority action) within the urban task team for collaborative actions towards achieving milestones and priority results set for urban. The urban sub-groups which will be coordinated by the consultant are: i) urban primary health care sub-group lead by health and participated by nutrition, WASH, C4D; ii) birth registration through health systems lead by Child Protection and participated by Health, C4D) iii) child protection sensitive education solutions lead by education and participated by Child Protection, C4D, gender iv) urban sanitation lead by WASH participated by C4D v) Child well-being survey lead by SPEAR participated by programme sections.

Climate Change: The consultant will also be responsible to coordinate actions with climate change task team for i) follow-up actions with relevant agencies and networks in relation to National Adaptation Plan ; ii) coordination for the integration of climate change in teaching-learning materials taking advantage of UNICEF’s involvement in roll-out of new curriculum (lead by Education) iii) identification of one or two more entry points to have collaborative climate change related priority actions through working with sections / climate change task team and PMT.

Representing UNICEF: The same consultant will represent UNICEF Bangladesh with relevant ministries, government and non-government agencies, national platforms / networks (such as, Strategic Priority (SP)-3 group on urban and climate under UNSDCF, Local Consultative Groups), UNICEF focal points and platforms at regional and global level etc.

Work Assignment Overview:

  • Adjusted / refined quarterly activities and process indicators in the urban integrated priority results matrix endorsed by sections

  • Periodical presentations (two) to PMT on progress and areas for support from PMT
  • Follow-up actions in line with decisions from PMT meetings

December 2022 to August 20232. CLIMATE CHANGE

2.1 Work with Climate Change Task Team under the guidance of WASH section for follow-up actions related to the National Adaptation Plan (NAP)

2.2 Coordinate for the integration of climate change in teaching-learning materials taking advantage of UNICEF’s involvement in roll-out of new curriculum (lead by Education)

2.3 Review PSNs and work with the climate change task team for identification of one or two more entry points to have collaborative climate change related priority actions under the supervision of WASH Section

2.4 Represent UNICEF Bangladesh with relevant ministries, government and non-government agencies, national platforms / networks (such as, SP3 group, Local Consultative Groups), UNICEF focal points and platforms at regional and global level etc.

2.5 Support Documentation: Do over all coordination for finalisation of the four documentations of pilot projects ensuring ownership of the sections and involvement of relevant focal points from sections, Field Offices, SPEAR section and PMR unit.

2.6 Prepare monthly activity report and submit to Supervisor

  • Evidence on follow-up actions related to NAP
  • Number of teaching -learning materials which integrated climate change
  • One or two integrated climate change priority actions identified along with milestones, activities, process indicators, lead section, collaborative sections, timeline etc. and endorsed by sections and PMT by April 2023
  • Periodic presentations (two) to PMT on progress and areas for support from PMT
  • Follow-up actions in line with decisions from PMT meetings
  • Documentation of meeting discussion / action points and follow-up actions
  • Four programmatic write-ups along with case studies / human interest stories by January 2023 owned by sections

Administrative Details:

Work modality: Work from WASH Section at UNICEF House, Dhaka

Travel/DSA: Will be paid at actual based on UNICEF Policy Procedures, if applicable

Payment: Payment will be made upon successful completion of monthly deliverables and certification from supervisor
