A. Project Title

Promotion of Low Carbon Urban Transport Systems in the Philippines (LCT) Project

B. Project Description

In the Philippines, the transportation sector accounts for almost 37% of total national energy consumption, whereas road transport typically consumes about 80% of this share. More alarmingly, the sector is one of the fastest-growing consumers of fossil fuels and sources of CO2 emissions. With rapid urbanization, energy consumption and CO2 emissions by urban transport are increasing as well.

In the past decades, transport planning models adopted by the Philippines, as other Asian countries, prioritized the movement of motorized vehicles to facilitate the growing demand for mobility of passengers and goods. Unsurprisingly, urban and inter-regional transport are primarily dependent on road-based transportation such as buses, cars, motorcycles and tricycles, jeepneys, and utility vehicles. The number of utility vehicles and cars, in particular, is increasing significantly with over 50% of the registered vehicles located in Metro Manila and its adjacent regions. As such, there has been an increasing preference for private fossil fuel-based motorized travel and fewer investments have been made for sustainable public transport and non-motorized transport such as walking and cycling. However, there is still more work to be done in order to improve the efficiency of the urban public transport system, considering the growing number of people commuting regularly between Metro Manila and adjacent provinces.

The Promotion of Low Carbon Urban Transport Systems in the Philippines (LCT) Project of the Department of Transportation (DOTr), and supported by the Global Environment Facility, aims to create an enabling environment for the commercialization of low carbon urban transport systems (e.g. electric and hybrid vehicles). The proposed project targets mass public transport vehicles such as electric and hybrid buses, e-jeepneys, etc. It does not include support for private cars.

The three components of the project are as follows:

Component 1: Policy support for the promotion of low carbon modes of transport

Component 2: Awareness and institutional capacity development

Component 3: Private sector participation and investment in low carbon transport systems in the country

As identified in Technical Education and Skills Development Authority’s (TESDA) National Technical Education and Skills Development Plan (NTESDP) 2018-2022, the transport sector belongs to the industries that have large employment bases and are growing very rapidly. These industries are expected to create the highest number of jobs during the Plan period. Reinforced by the Public Utility Vehicle Modernization Program (PUVMP) of the DOTr, there is a growing potential and demand for green jobs in the public transport industry. As the adoption and deployment of low carbon modes of public transport increase, so does the demand for the services of local technicians in the manufacturing, parts production and repairs, and maintenance for low carbon transport.

Given this, the development of a sufficient number of skilled local technicians in various aspects of low carbon transport and support infrastructures such as testing standards, protocols, operation, and maintenance is seen as a significant aspect of ensuring the confidence of fleet operators and commuters to patronize low carbon transport. Thus, the need for competency standards and curricula to ensure the required skills and competence

of these local technicians for low carbon transport and Electric Vehicles are developed. Toward this end, the LCT Project is hiring a Training Specialist.

Duties and Responsibilities

The needs assessment and the development of training curricula for low carbon transport and electric vehicles shall be conducted in close coordination with the TESDA, University of the Philippines Vehicle Research and Testing Laboratory (UP-VRTL), and other academic institutions from the Regions where the LCT Project pilot cities are located. Close collaboration with related agencies such as the Department of Energy (DOE), Department of Trade and Industry - Bureau of Philippine Standards (DTI-BPS) and the DOTr is also essential in the conduct of the assessment. The objectives of the consultancy are as follows:

  1. Develop competency standards and initial assessment for the development of training regulation for low carbon public transport and EV skills training;
  2. Undertake needs assessment of identified vocational training institutes and transportation experts and technical personnel to develop and deliver technical training curricula for technicians; and
  3. Develop training curricula and post-training evaluation survey tools for low carbon transport.

Specifically, the consultant shall perform the following tasks:

  1. Identification of the skills requirements for prioritization for low carbon transport

    1. Coordinate with TESDA for the development of the skills map for LCT;
    2. Assist TESDA in the conduct of the survey and online consultation/validation on the skills requirement with the concerned stakeholders and industry players on LCT such as transport associations, manufacturers, operators, government agencies (DOTr, Department of Science and Technology [DOST], DTI, Department of Environment and Natural Resources [DENR], and DOE), and academe with programs on LCT e.g. UP, De La Salle University (DLSU), among others;
    3. Provide technical assistance to TESDA in the processing of the results of the consultation and development of the report; and
    4. Online presentation to the TESDA Board of the identified skills requirements for prioritization, as necessary.
  2. Development of competency standards/training regulations on LCT-related technical skills training

    1. Coordinate with TESDA and other relevant government agencies (DOTr, DOST, DTI, DENR, and DOE);
    2. Provide technical experts and convene online meetings for the functional analysis, standards development, and competency assessment tools with industry players/stakeholders, government agencies, and academe concerned with LCT (refer to the above list); and
    3. Present virtually the validated training regulations to TESDA Board for approval and promulgation.
  3. Needs assessment and identification of training institutions to develop and deliver technical training curricula for LCT technicians

  4. Identify list through table research and consultations with TESDA on existing TESDA accredited vocational institutes and academic institutions that are offering or can offer technical courses related to low carbon transport;

  5. Conduct online needs assessment workshop for the identified training institutions to develop and deliver technical training curricula for technicians for various aspects of low carbon transport and support infrastructures such as testing standards, protocols, operation and maintenance, etc., and;

  6. Provide recommendations on the capacity gaps.

  7. Development of training curricula and post-training evaluation survey tool for low carbon transport

  8. Coordinate with TESDA, DTI-BPS, UP-VRTL and identified vocational institutes to develop training curricula to include basic theories and concepts, technical details for the development of technologies and procedures and hands-on experience on development, operations and maintenance of technologies;

  9. Conduct workshops with the stakeholders to develop the training curricula;
  10. Online presentation to the TESDA Board the prepared training curricula; and
  11. Prepare a training evaluation survey tool to monitor the impact of the training on the trainees.

  1. Institutional Arrangement

The Consultant shall report directly to the Project Manager and National Project Director. Throughout the duration of the contract, the Training Specialist is expected to liaise/interact/collaborate/meet with the DOTr and concerned project stakeholders. As needed, the DOTr staff shall provide administrative and logistical assistance to the Consultant in order for her/him to accomplish enumerated outputs. For the LCT Project Management Unit (PMU), the consultant will work with the Capacity Development Officer in coordinating with the TESDA Offices and TESDA accredited institutes in the scheduling of the workshops and sending invitations to the target participants.

The Consultant is expected to provide his/her own laptop for the work requirement. S/he will also be supported by UNDP staff for administrative and logistic requirements, as necessary.

D. Duration of Work

The expected duration of work is estimated to be working for One-hundred ninety (190) person-days spread over 9 months. The target date for the start of work is March 1, 2022 and the completion date is November 31, 2022.

E. Duty Station

The duty station is in Metro Manila and the Consultant shall report to the DOTr and UNDP Office as needed. Primary mode of working will be by telecommuting.

The position may also require possible travel to support the PMU in its meetings, presentations, workshops, data gathering, and related events, whenever necessary. The consultant shall attend and participate in LCT Project activities as required by the Project Manager. If travel outside the duty station is required, UNDP will shoulder expenses with prior agreement with the consultant.

Required Skills and Experience

A. Qualifications of the Successful Individual Contractor

The consultant should have the following minimum qualifications:

  1. Education

    • University degree in Transport Planning/Studies, Mechanical/Electrical Engineering, Social Sciences, or Economics. Having a Master’s degree would be an advantage.
  2. Experience

    • At least two (2) years of experience in the sustainable transport sector doing/conducting sustainable transport planning and implementation.
    • At least three (3) years of experience in institutional building and strengthening.
    • Minimum 5 years of experience in facilitation of workshop and training, including module and training curricula development for the delivery of technical courses on low carbon transport and formulating capacity building plans for technical institutes, their experts, and technical personnel
  3. Language

    • Fluency in Filipino and English is required. Fluency in other dialects like Ilocano, Bisaya, and Ilonggo is preferred.

B. Scope of Price Proposal and Schedule of Payments

The financial proposal should be expressed in lump sum amount inclusive of all financial costs related to this engagement (i.e., professional daily fees X number of person-days, communications and etc.) to be incurred by the IC in completing the assignment. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the consultant must be ready to submit proof of insurance valid during the contract duration.

C. Recommended Presentation of Offer

For purposes of generating Offers whose contents are uniformly presented and to facilitate their comparative analysis, it is best to recommend the preferred contents and presentation of the Offer to be submitted, as well as the format/sequencing of their presentation. The following documents may be requested:

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  2. UNDP Personal History Form (P11) or Curriculum Vitae (following the template attached) indicating all past experiences from similar projects or requirements, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  3. Cover letter indicating why the individual considers him/herself as the most suitable for the assignment, and a methodology on how he/she will approach and complete the assignment. A methodology is recommended for intellectual services.
  4. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided below, and clearly stating the payment percentage as indicated in this TOR. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

D. Criteria of the Best Offer

The combined scoring method where the qualifications and methodology will be weighted a maximum of 70 points and combined with the price offer which will be weighted a max of 30 points shall be adopted.

The CV will be reviewed using the criteria in the table below. Only offerors who will obtain a minimum of 70% or 49 out of 70 obtainable points will be shortlisted and considered for evaluation of financial proposal.
