Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with international and national commitments, UN Women works on the levels of policies and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.

UN Women Georgia puts special emphasis on the work towards Ending Violence Against Women, promotion and support to Women, Peace, and Security agenda in Georgia, Economic Empowerment of Women and last but not least, Mainstreaming of Gender into National Planning and Budgeting Processes. Along with these key priority areas that constitute UN Women mandate, UN Women interventions in Georgia are anchored in the UN Country Team’s Partnership for Sustainable Development Framework with the government of Georgia.

In order to enhance the understanding of the private sector entities on how they can promote gender diversity in their respective industries, UN Women would like to hire a Consultant/Trainer who will be responsible for developing modules or using already existing modules developed by UN Women and conducting trainings on the issue of women’s rights in Georgia and women’s economic situation in Georgia, with a special focus on gender equality at the workplace and/or mainstreaming gender into the media communications.

The consultant/trainer will work under overall supervision of UN Country Representative and day to day management and oversight of UN Women WEE Programme Analyst and Project Analysts. The consultancy work is expected to start on 06 December 2021 and end on 06 February 2022.

Duties and Responsibilities

The duties and responsibilities of the National Consultant/Trainer are:

  • To develop a detailed work plan for the assignment/s;
  • To develop a detailed agenda and modules, presentations and relevant training materials;
  • To conduct a series of trainings on women’s rights in Georgia and women’s economic situation in the country for the training participants coming from private sector (in Tbilisi as well as different other urban and rural locations of the country as well as on-line as requested);
  • To produce a pre- and post-training needs assessment questionnaire and conduct an online or face-to-face needs assessment of the training participants in line with UN Women Georgia Country Office’s relevant templates;
  • To draft and submit the final training report outlining the training process, pre-and post-training assessments, and recommendations for follow up actions, including on further capacity development needs of the participants.

Deliverables:

  • A detailed work plan for the assignment/s submitted to UN Women (3 days in advance to the training);
  • Training needs assessment questionnaire developed, assessment conducted and analyzed (as required by UN Women) (3 days in advance to the training);
  • Detailed agenda and modules, presentations and relevant training materials, including pre and post training tests (3 days in advance of the training);
  • Trainings conducted on gender equality at the workplace and/or mainstreaming gender into the HR policies and practices for the training participants coming from different stakeholder groups (with the possibility to travel to the regions of Georgia);
  • The final training report in English, outlining the training process, results of the pre-and post-training assessments and recommendations for follow up actions, including on further capacity development needs of the participants written and submitted to UN Women within 3 working days from the training (5 days after the training).

Required Skills and Experience

Education:

  • Graduate degree or equivalent to Master’s degree in gender/women’s studies, human rights, sociology, law, international development or related field or 10 years of equivalent combination of certification and experience in the relevant area;

Experience:

  • At least 3 years of relevant professional experience in the field of gender equality and women’s rights;
  • At least 3 years of experience in delivering trainings on gender issues to government officials, civil society, private sector companies or grassroots’ communities;
  • At least 3 years of proven experience in developing training manuals, modules and programmes;
  • Sound understanding of interactive learning methods and adult-learning techniques.

Language:

  • Fluency in English and Georgian.

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • Graduate degree or equivalent to Master’s degree in gender/women’s studies, human rights, sociology, law, international development or related field or 10 years of equivalent combination of certification and experience in the relevant area;
  • At least 3 years of relevant professional experience in the field of gender equality and women’s rights;
  • At least 3 years of experience in delivering trainings on gender to government officials, civil society, private sector companies or grassroots’ communities.

The candidates will be evaluated in three stages: according to minimum qualification criteria followed by technical and financial evaluation.

Technical evaluation criteria (including minimum qualifications):

  • Graduate degree or equivalent to Master’s degree in gender/women’s studies, human rights, sociology, law, international development or related field or 10 years of equivalent combination of certification and experience in the relevant area; (max 50 points);
  • At least 3 years of relevant professional experience in the field of gender equality and women’s rights (max 70 points)
  • At least 3 years of experience in delivering trainings on gender issues to government officials, civil society, private sector companies or grassroots’ communities (max 100 points);
  • At least 3 years of proven experience in developing training manuals, modules and programmes;
  • Sound understanding of interactive learning methods and adult-learning techniques (max 80 points).
  • Fluency in English and Georgian (max 50 points).

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical

scoring + financial scoring).

Management arrangements:

The consultant will report to and work under direct supervision of UN Women WEE Programme Analyst and under the overall guidance of UN Women Georgia Country Representative.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women National Programme Officer that the services have been satisfactorily performed.
